Quick question: If the mega mon is OU but its base form is other than that, does it count for the mega or for the base form?

If smogon has decided to tier the base and mega mon separately then it will depend on which form you choose, refer to the tier lists for more info.

Technically you would be within the rules as you would still be fielding 1 NU mon and forfeiting your right to higher tiers but to keep things simple and straight forward for everyone as well as making this new and challenging, let's literally stick to the team construction rules, tier by tier.
