Approved Allowing "Complex Unbans" in /tour rules

Currently, as it stands, complex bans, i.e. /tour rules -Primarina + Sparkling Aria only works on the - side. What I'm suggesting is the ability to do "Complex Unbans" which essentially would mean something like /tour rules +Tapu Koko + Rising Voltage would allow Tapu Koko to learn Rising Voltage.

The reason I'm asking for something like this:

This would allow tournaments such as "DLC Theorymon" with the ability to give the returning Pokemon their new moves.

Unfortunately, this is more complex than it seems. Our ban/unban system is separate from the move validator, which happens in the separate rule "Obtainable Moves".

Any developer who tries this will probably not find it easy.
