No, not necessarily. Use Metalkid's IV Calculator. If you get to level 50 with Rare Candies and some stats are still in dispute, give the Pokémon two vitamins for the appropriate stat and add that as a separate row.To check ivs i use rare candys but do i need to get all the way up to 100 to get accurate results?

You basically create a file from a pokemon using the save file (meaning you need to get the save to a computer) and then open that file using a hex editor. Theres certain things that hacks have missing in the hex.They somehow extract the hexadecimal code and check for some kind of irregularity. I don't know exactly how; it's much too complicated (or just secret) for me to understand.
