Get both of them to 31, it will make a difference when your Weavile vrs. Weavile.

Why should Weavile vs. Weavile matter? Just switch to your Weavile counter in a mirror match-up. It's not like your Weavile is in much danger of Pursuit, or Weavile in general is all that theatening to anything with decent defense.
