so in the case of my maxed out speed ev, I faint a poke giving one speed, and I would normally gain 1 speed and 4 attack, because the speed EV's are maxed, I get only 4 attack, or none at all?

Actually, there are a few NFE pokemon that are considered UU. They include: Scyther, Pikachu, Phione, Trapinch, and Clamperl.
EDIT: ... actually, Phione isn't really NFE I suppose, since it can't actually evolve into Manaphy, so nvm about that.

Something that pretty much all suicide leads have is some move hindering move (A sleep attack or taunt), a entry hazard move (Toxic Spikes or Stealth Rocks) and something to do damage or go out with a bang.
