Get into a double battle, and make sure one of the opponents has the ability Damp. Have Smeargle's partner use Explosion, which fails due to Damp, and then have Smeargle Sketch its partner.
If the opponents don't have Damp, then you'll need to send out a Pokemon that has Damp and knows Skill Swap and your Exploder. Have your Damp Pokemon Skill Swap Damp onto your Exploder, switch your Damp Pokemon for Smeargle, and do what I said above.
 
Hydro Pump and Draco Meteor are good fillers for beating physical tanks. Hydro Pump will put a large dent in Steels like Skarmory and Forretress, and Draco Meteor puts a large dent in everything else. Flail is a possiblility, as if you happen to be in the HP range where it has 200 power it's even more powerful than Outrage. Lastly, if you really want a physical move to beat Empoleon with, the incredibly gimmicky Natural Gift+Belue Berry/Apicot/Salac Berry gives you a one-time use 80 power Electric/Ground/Fighting attack.

For the bolded part:
No Pokemon have Damp and can learn Skill Swap. Some like Solrock get Skill Swap and Explosion, though.
Sample:
Solrock and Poliwhirl go into battle.
Solrock switches abilities with Poliwhirl, acquiring Damp, then Poliwhirl uses something like Waterfall.
Poliwhirl switches to (high-level) Smeargle while Solrock uses Explosion, which Damp prevents.
The faster Smeargle sketches Explosion from Solrock.

If you want an attacking move run:

~ Dragon Dance
~ Outrage
~ Waterfall
~ Return

Return will never do more damage than Waterfall or Outrage to anything. Really, no move is worth using so one should Sub or Yawn or Hydro Pump as they at least have some purpose.
 
If I EV train a Pokemon, then trade it before it levels up, will the stats be the same on Wi-fi when its level 100 ?

Usually, I get stuff like +32 but not this time and it worries me. Thanks. I got the Effort Ribbon on the Pokemon already...

I wouldn't recommend it though, since the double SR weak and just general bad typing really hurts it. It has no useful resists outside of Ground immunity, and too many bad weaknesses.
