It's really up to you. I'd use Thunderbolt for surprise (i.e. non-obvious Pokemon), or if you have a sturdy Electivire counter (Motor Drive just makes it faster, not more powerful). I personally have seen a lot of Gyarados, but only 1 Electivire, and that Electivire was on a team without Gyarados.

260 here is Koffing's minimum SAtk for guaranteed OHKO with Thunder.
Just so you know, you CAN'T guarantee an OHKO with a neutral nature. You NEED +SpAtk, even with a perfect 31 IV (259 max Spatk with neutral nature)
With 20 IVs in Spatk, I think 160 EVs will get Weezing 260 SpAtk, guaranteeing an OHKO with Thunder on Gyarados.

It can breed with Smeargle to get both (although I'm not sure why you don't want Flare Blitz), or Medicham if you want Thunderpunch. Hitmonlee can pass on Blaze Kick.

Breed a female Chimchar/Monferno/Infernape with a Blaze Kick Blaziken that was tutored thunder punch. Thats your only option.
