Hack it. That moveset's illegal.
There are some legality issues with this set; If you use Body Slam, you are locked into Ice Punch and Focus Punch. If you use Superpower, you are locked into Double-Edge and Aqua Jet. If you use Aqua Jet, you are locked into Double-Edge and Focus Punch and finally if you use Ice Punch you are locked into Focus Punch.

The primary EV set given in the sets is optimal; it lets you outspeed Blissey without sacrificing too much defensive power. If you don't care at all about getting the jump on her, give 248 HP / 252 Atk / 4 Def / 4 SpDef a whirl; it's slightly more defensive.

1) Wouldn't it be better to focus more on the defenses, rather than HP seeing how Azumarill already has 100 Base HP iirc?

With a full 232 EVs into HP, Azumarill gets 401 HP and can therefore take 4 Seismic Tosses.

I'm not exactly sure but I do know that Aqua Jet can only get be combined with Double-Edge and Focus Punch and nothing else.

3) Since I don't have Emerald, Body Slam and Ice Punch would be out of the question. So I'm left with either FP or Superpower? Since I like Superpower over FP, how would I get Aqua Jet and Superpower onto my Azumarill?

It's impossible, I think that the analysis may be wrong.

Whoops, the illegal one is Belly Drum and Aqua Jet, lol.

1) No, it's better to focus on a major stat (in this case, HP) rather than others, unless they need it (like Blissey and Defense)

2) I think it's preference, unless they say "run move 1 with move 4" or something like that.

3) Looking on Serebii, I think that one's illegal, too.
 
Can Smeargle Baton Pass a Magnet Rise (to, say, Electivire)?

yes you can baton pass magnet rise and yes you can sketch magnet rise since anymove can be sketched
 
I have pearl and emerald versions of the games for obvious reasons. What are the other games good for in terms of competitive battling? Obviosly you need Ranger for Manaphy, but what uses do the other games have? For example, are there useful move tutors in FR/LG or Colliseum or XD? I also heard that to use any of the legendary dogs, you need a specific game or else they have crap IVs. Basically, I am wondering if any of the other games are worth my money.

Colosseum- Not-shit IV'd legendary dogs, Ho-Oh.

XD- Special exclusive Pokemon moves, Selfdestruct move tutor, Lugia.

FR/LG- Double Edge and Explosion move tutor, Mewtwo.

Sapphire/Ruby- Not needed.

I'm probably forgetting some things, but honestly the only one worth renting is XD. Ranger is so much of a pain to play through I would just recommend getting Manaphy over Wifi.
 
Just to add to what Familiar Trainer said, XD can get you the special moves on the Legendary birds. Baton Pass is standard on Zapdos now, and Heal Bell gives Articuno a reason to exist.

However, they're virtually impossible to get good ones as soft resetting isn't an option on them. Once you catch them and defeat the opponent, the game saves automatically.

So, if you REALLY fancy your chances, you can get yourself some awesome Pokemon right there. But I wouldn't bank on it. But I did manage to get a Sassy Articuno 30/15/30/10/30/15 on the second completion of the game and it is the pride of my life lol. IV's aren't spectacular, but all things considering, it's pretty sweet. :)

If you want a good legendary dog, Colloseum's the only option as soft-resetting is possible. However, when you encounter them, you don't have the Master Ball yet so you will have to do a lot of manual catching.

Also, another question. How does Ditto breeding on natures work?
