Well, since the max. Speed Ditto can attain with +Nature and 252 EVs is 214, then yes, Quick Powder would make that 428.

As for Ditto's Transform, here's what we've got in the D/P Analyses Move Descriptions for Transform:

[NAME]
Transform
[SHORT DESC]
Transforms into the foe.
[LONG DESC]
Transforms into the target, copying its stats (except HP), moves (at 5 PP each), type, and ability. The stats are copied exactly, so EVs, IVs, and level are irrelevant. IVs of the target are copied for purposes of Hidden Power, as well. Metal Powder and Speed Powder's boosts are lost upon Transforming. Choice Band, Choice Scarf, and Choice Specs keep their boost upon Transforming.

Does that help?
I suppose if that's from the move thread then it has been thuroughly tested as to being correct?
And is that saying that even the foe's hidden power type/power is copied?

I began trying to find the answer in this thread but wayy too many pages.

So I was wondering if someone could explain "clauses" to me. Confusion Clause, Sleep Clause, Item clause, etc.

Item Caluse means you can only use one item as Sleep Clause means only one pokemon per team can be a sleep at a time...I haven't heard of confusuion clause, but you get the idea, no?

Item Clause: You may only use 1 of each item on a given team. For example, with this clause you cannot use 2 or more Leftovers on the same team.

Sleep Clause: Only one Pokemon can be put to sleep by your opponent's effects intentionally. If more than one is asleep at the same time by your opponent's intentional effects, the clause is broken. I say intentional because things like Metronoming Spore or the Effect Spore trait will not break this clause.

Species Clause: You can only use one of each Pokemon species on your team. This is a given one, though not immediately obvious, most people follow it anyway. I'm not sure if this refers to each species as a whole including NFE or alternative evolutions, however. (Froslass and Glalie, and Gardevoir and Gallade for example).

OHKO Clause: No moves which instantly faint the opponent may be used. This only applies to Fissure, Sheer Cold, etc.

Evasion Clause: Double Team and Minimize are not allowed.

Those are the most common ones.

if a smeargle sketches transform and then transforms into the opponent.

let's say he is holding a choice band.

will he be able to pick 1 of the 4 new attacks? or what happens?

Shiny Crobat, I believe the normal crit percentage is 6.25%. High crit ratio is 12.5%.

freaktron, I don't think there's anyway to turn it off. I think they do that so people don't just sit there and waste other people's time.

IMO there are better things to use than milotic on a rdt(see:ludicolo) but seriously, you can use almost anything on a rain dance team that isn't called a fire pokemon, or ttar/hippowdon/abomasnow and get away with it

"choice scarf users"?

that could mean anything from a scarf shuckle to a scarf-jask. More specifically? I can work out any spreads you want, just give me a number to beat and the speed IV of your Shifty.

I mean common CS pokes like Garchomp and Heracross. Shiftry has a 31 in speed.

Shiftry needs only 12 Speed EVs to outspeed 435, which is 290 Speed CS Garchomp and probably the fastest CS user. You might as well use 56 to get to 231 and beat Ninjask after Chlorophyll.

Chrlorophyll is x2 speed, adamant garchomp is 454.5 speed max, heracross is 403.5 speed max, you do the math(If you're too lazy, that would be 228 speed, and 203 speed respectively, a.k.a. 40 and 0 evs.) I reccomend using a + attack or spa nature since you need very little investment in speed, plus the base is lower than it's attack stats, so a + att/spatt nature would give more bonus.

Would the 10 IV difference on the Atk of this absol be significant enuf not to keep it? Here are its IVs:
31/21/27/31/30-31/31.
It`s jolly btw.

anyone want to help me out here? Again, would the ten IV difference make a big difference damage-wise at lvl 100?

I'm probably not the best guy to answer, but I'll chuck out some numbers:

Against 252/252 Bold Blissey w/ night slash:

31 iv : 32.21% - 37.82%

21 iv : 31.23% - 36.83%

only a 1% difference. Typically the higher the base stat is, the less iv's matter.
