Yes because if you look at the seperate ivs, speed which is 30 for the best iv spread for hp fire, is 26 on your kyogre, which is also even. Hp is determined by a series of ivs being odd or even in combination.

I know, I was just saying that there are other ways to get HP fire, but the ways posted are the only ways to get it with 30 spd, right?

Recycle "unactivates" Unburden, so that strategy wouldn't allow you to multiply your speed by 4, 8, etc.

Yes it does.

@Davy: Nope, there are no ways to get HP Fire with 30 Spd. Speed must be an even number for HP to be Fire.

Now back to my question: Is a Salamence with 30 Spd IV's usable for trading on Smogon?

I know this has already been answered, but I wanted to point out two things:
a) To be legit, it must say that it "Arrived from Hoenn", be Level 10+, have the OT:MYSTRY and ID:06930, and
b) If you went all the way to a Nintendo Event, got your one Mew per Emerald cartridge AND it turned out to be shiny (I think soft-resetting would have been possible on that Mew, so you're talking average 5000 resets) would you give it away to a complete stranger on GTS? Seriously people, just assume everything on the GTS is hacked. If you get something really great, surely you wonder why someone else was so happy to get rid of it? Ehhh.
 
Pokémn with full HP, holding Focus Sash, KOs a Pokémon that has just used Destiny Bond... what happens? Focus Sash is activated by Destiny Bond?

HP should be divisible by 16, then you get max leftovers recovery, so it's or 352 HP (96 EVs) or 368 HP (160 EVs)

EDIT:
Speed and HP are some of the main stats to breed for IVs. people may want this Salamence, but it won't work as well as one with IV 31 since it'll always move first (Than this one).
 
The only direct breeding ones are Beedrill, Scyther/Scizor, Yanma/Yanmega

Beedrill is your best bet, if you can.
Learn Pursuit at L22
Evolves at L10 from Kakuna caught in Eterna Forest with LeafGreen inserted.

Scyther is Rt 229 Diamond only, they're hard to find and L50ish plus they learn Pursuit at L9, so you'd have to breed it :/

Yanma are not only rare, they're in the Great Marsh. They learn Pursuit at L30, but I don't know what level they're at, because I haven't caught one. Probably less than L30 though.

For Nature breeding:

If a pokémon was german (male parent) and it evolved, then it has an english nickname. Will nature breeding still work then with an everstone? (originally male was german, female parent was english)
 
Does Swarm still increase the chances of encountering a Bug type pokemon, like Static does to Electrics and Magnet Pull to Steels?
