I'm sure someone had Weezking's Cressy, which has IVs around x/x/x/30/30/x. But Kijin has a pretty good one too.

For the max stat, IVs is equal to 31 and EVs/4 is equal to 63 (252/4=63)

I wouldn't say so. There are barely any 4th gen Pokemon confirmed for any of the series (the only one being piplup), and this is a 4th gen forum. Although if you wanted to talk about the original SSB or Melee, I assume that you could go to the appropriate forum for it. Don't quote me on that, though, as I'm not a person with a badge.

Can level 100 Pokemon gain EVs through battling in D/P? Or are level 100s pretty much screwed when it comes to EV modification aside from EV reducing berries and vitamins (as it was in ADV)?
Nope, EV's are only gained if the poke gets experience.
how many ev's do you get for a vitamin?
10 per stat the vitamin is supposed to raise. Up to 100.
How much does one Spd IV less matter on an Adamant Outrageous Garchomp (ScarfRevenger)?

The electrive came practically with an ideal moveset stapled onto its ass, and is the better poke (just sr'd for passable IV's)
The mag is modest and has a lousy moveset. I don't so much like the idea of a choice mag, but is that all its really worth? SunnyBeamer or Choice? Frankly their are better sunnybeamers....
Any ideas? or just use it as a mother and get the subsutue/standard set?

I was thinking MixMence, but I need something with a bit more speed. If my Mixed sweeper doesnt have speed, it would need Bulkyness. I was thingking Mix-Pert?

The standard ScarfChomp from the analysis, runs 224 Speed EVs, which gives him 296 Spd at Lv100 and with a Scarf becomes 444. So, say you have a 30 Spd IV, you'll get to a max of 295 with those EVs, which puts you at 442 with Scarf, which ties max Speed CS Cross, Suicune and Kingdra all with a boosting nature (these don't seem like a real big threat though, how many people use that much Spd on them anyways?).Conquistador said:
