Couple updates, our RU Council would like to welcome db and Wadley on board. Second of all, it is time for RU to have their tier shifts update!

Our council collectively decided that A- and B- were appropriate cutoffs based on the UU VR for rises and drops respectively. There are some major changes with that being said.

Rises:
:PMD/Gyarados: Gyarados: RUBL -> UU
:PMD/Cresselia: Cresselia: RUBL -> UU
:PMD/Gastrodon: Gastrodon: RU -> UU
:PMD/Machamp: Machamp: RU -> UU

Drops:

There were internal discussions regarding the current RUBL banlist, but we have decided none of the current banlist for RU was worth reconsidering for an unban for the time being. This may be subjected to change in the future. This is mostly relevant regarding Torkoal, as Drought is already banned in RU.

I dislike this tier because of Exploud existing in it. I don't think it provides anything of value outside of abusing very common defensive stopgaps like Chansey or Rhyperior. I think this tier would be significantly more enjoyable if we did not have to worry about defensive cores getting shattered by the "big three" in Absol, Nidoqueen, and Exploud (in which Absol makes most defensive cores unreliable because of the crit factor + SD and Nidoqueen having a bottomless movepool to abuse any potential check it wants), but at the very least Absol and Nidoqueen have significant utility attached to them. Again I do not see what Exploud brings to the table that makes it worth dealing with the high constraints it brings to the teambuilder. I'm not sure what makes it more tolerated in the modern meta because it seems like the same problems that existed in 2022 still exist today.

If a mon can click the move Thunder Wave I think it is a very viable mon to use despite the unreliability of full paralysis. This is because defensive playstyles options for good speed control is much too sparse and phazing moves are a luxury. Thunder Wave (more aptly Thunder Wave spam) levels the playing field against a lot of the cheesy offense teams that were going around in BDSPPL by giving your defensive core a chance to catch their breath against threats like Absol, Houndoom, or Magmortar instead of being forced on the back-foot constantly. The speed drops are fantastic yes, but the full paras actively hindering a team's momentum goes a long way towards strengthening matchups in an otherwise threat saturated metagame.
