OVERVIEW]
Despite decent offensive stats, Blitzle is outclassed by other Electric-types, namely Elekid, which is faster, has a higher Special Attack stat, and has a more diverse movepool. Blitzle is able to check Snivy, which is the only reason to use it over other Electric-types. Even still, Blitzle is not able to reliably check Snivy due due to its relative frailty and lack of recovery, meaning it is easily chipped down by entry hazards and Snivy's coverage moves such as Hidden Power Ground. Additionally, Blitzle is extremely frail and not particularly strong, leaving it easily revenge killed.

your overview should include a mention of blitze checking snivy, which is the only reason to use it. blitze isn't a reliable snivy check in and of itself, which is worth mentioning, too.

When talking about Blitzle checking Snivy, explain that it's not a great Snivy answer due to its relative frailty and lack of recovery, meaning it is easily chipped down by entry hazards and Snivy's coverage moves. Blitzle is not nearly fast enough to demand scarfers or priority, just say that it's frail and not particularly strong, leaving it easily checked.

Fix your EVs, they don't account for HP Grass' IV requirements. 200 Atk / 20 Def / 40 SpA / 20 SpD / 228 Spe is what you need. Also, HP IV should be 9, not 0 (minor standard thing)

You shouldn't mention Volt Switch as the main appeal of the set if it's slashed with Double Edge - rephrase this to mention that Blitzle acts as a Snivy check right away. Since that means you can get rid of the lead in on the second sentence, go into very brief extra detail about Elekid - better stats in every way and better coverage and then mention the better Snivy checks.
