Potentially something weird going on w transform in gen 3. When Smeargle uses transform, sometimes its Speed stat is reduced from what it originally was as well as some odd damage rolls. Check these three replays:

My Smeargle Transforms into the opposing Forretress on t5, we screw around for a few turns. On t12 when I switch out, i hover over my Smear's speed and it's 243, not the 273 that it should be.

By Sand confirmation and a couple of turns from t8-t15, the Zapdos is faster. After my Smear KOed the Dugtrio on t5 and I switched out, the speed changed to 272 when I hovered over it for Smeargle. The Zapdos is 273 Speed, so it should be a speed tie as Smear also should have 273 Speed. Instead, the zapdos is faster in 15/15 speed checks (every sand turn and wins every speed tie), which is statistically very improbable. Here's the overlay for the Speed:

On t6, Dugtrio took 92% or 204 HP from a non Choiced Earthquake from Smeargle. the damage roll is
252 Atk Dugtrio Earthquake vs. 40 HP / 0 Def Dugtrio: 206-243 (93.2 - 109.9%) -- 62.5% chance to OHKO. It should not be able to do 204 damage. Smeargle has 31 Attack IVs and a Jolly nature and the Dug has 31 Defense IVs, so it shouldn't be an issue. What happened here?
EDIT: I think I know the issue -- Smear is importing the IVs from the opponent. They overwrite the IVs that it should have when it switches out. That is why my Smear has 157 SpDef and 272 Spe -- the Dugtrio has 30 SpDef IVs and 30 Spe IVs, so when Smear switches, it keeps those instead of the ones it should have. The Smear has 243 Speed bc the opposing Forre must have had 0 Speed IVs, and when I switched, it carried over. This shouldnt be how Transform works, as when you switch, you shouldnt maintain your foe's IVs. This still doesn't explain why I was doing below min rolls as the Transformed Pokemon though, so any help here would be great
