I've been tinkering with this for a while. The EVs let it outspeed everything up to +Max Speed base 100s and the defense EVs let it survive a 252 adamant Z head charge from Donphan and the follow up Ice Shard. This set can beat Donphan, Zard X (without SD or BD but it can cheese them with hurricane confusion), Mega Gyara, Mega Venu, Physical Dnite, Mega Medicham and a good few other things that either get their attack dropped or die to hurricane/heat wave. Pretty effective and the EVs can be slid around depending on what you need (more speed to beat Jolly Band Kart for example. Giga Impact is a roll but not in your favour)

Pretty much yes. From using the set on ladder I've learned that against charizard, start the battle with regular rain dance first and then only z if you know they are flame charge/DD. The gyaras are tough to counter when making the set beat charizards first sorry.
