This Pokemon in both flavor and design strikes me as a standalone Pokemon without need for any pre-evolutions. Could we give it one without ruining it? Sure, I guess, but it just seems really unnecessary. There are plenty of Pokemon without pre-evolutions that are just fine:
Aerodactyl, Skarmory, Absol, Spiritomb, Rotom, Sigilyph... Kangaskhan hatches with a baby!

I disagree. My vote goes to ONE. The reason being that while those other Pokemon mentioned have no prevos, with the exception of Skarmory they're all far from OU material, and even Skarmory's BST isn't all that spectacular. Furthermore, like I said before, can you REALLY picture a baby Necturna? This thing wasn't meant to hatch from an egg.

I think it would be fun to have a pre-evo and I agree with the idea that her stats are too high for a single stage pokemon.

Originally saw Necturna as a standalone. But there have been valid points on the complexity of the design and high base stat that make me think that it should have an evo. You made some good points one-voters. Plus it would be nice to see the design of a female evolution and the creativity that can come from that. Thinking Froslass.
