I have done some defensive calcs, and I think of having reached the peak at a 90/90/130 (PT 138, ST 201):
252 SpA Volcarona Fire Blast vs. 0 HP / 0 SpD Abomasnow: 296-350 (92.2 - 109%) -- guaranteed OHKO after Stealth Rock
0 SpA Pyroak Lava Plume vs. 0 HP / 0 SpD Abomasnow: 134-158 (41.7 - 49.2%) -- 79.7% chance to 2HKO after Stealth Rock
252 SpA Blacephalon Flamethrower vs. 0 HP / 0 SpD Abomasnow: 264-312 (82.2 - 97.1%) -- 62.5% chance to OHKO after Stealth Rock
+1 252 SpA Victini Searing Shot vs. 0 HP / 0 SpD Abomasnow: 326-386 (101.5 - 120.2%) -- guaranteed OHKO

252 Atk Mold Breaker Excadrill Iron Head vs. 0 HP / 0 Def Abomasnow: 294-348 (91.5 - 108.4%) -- guaranteed OHKO after Stealth Rock
0 Atk Magearna Iron Head vs. 0 HP / 0 Def Abomasnow: 182-216 (56.6 - 67.2%) -- guaranteed 2HKO

252 SpA Alakazam-Mega Psychic vs. 0 HP / 0 SpD Abomasnow: 147-174 (45.7 - 54.2%) -- guaranteed 2HKO after Stealth Rock
252+ Atk Hawlucha Acrobatics (110 BP) vs. 0 HP / 0 Def Abomasnow: 342-404 (106.5 - 125.8%) -- guaranteed OHKO
All of these mons barely get the OHKO or 2HKO so we shouldn't exceed (or even reach) these numbers
but how do this physical bulk stack up against the myriad of physical threats we are suppose to check / not be threatened by, which include Pajantom, Landorus-T, Celesteela's Heavy Slam among others?

I can do the calcs later, but I don't get how this matter

CAP 24 is gonna need adequate physical bulk to handle those mons, so a balance between being beat by our checks and beating what we should should be hit.

Got it. Here are the calcs:
252 Atk Landorus-Therian Earthquake vs. 0 HP / 0 Def Whimsicott: 97-114 (30.2 - 35.5%) -- guaranteed 3HKO after Stealth Rock
252 Atk Pajantom Brave Bird vs. 0 HP / 0 Def Whimsicott: 292-344 (90.9 - 107.1%) -- guaranteed OHKO after Stealth Rock
252 Atk Pajantom Ice Punch vs. 0 HP / 0 Def Whimsicott: 182-216 (56.6 - 67.2%) -- guaranteed 2HKO
+1 252+ Atk Zygarde Thousand Arrows vs. 0 HP / 0 Def Whimsicott: 110-130 (34.2 - 40.4%) -- guaranteed 3HKO after Stealth Rock
+1 252+ Atk Zygarde Extreme Speed vs. 0 HP / 0 Def Whimsicott: 131-155 (40.8 - 48.2%) -- 69.5% chance to 2HKO after Stealth Rock
252+ Atk Tapu Bulu Stone Edge vs. 0 HP / 0 Def Whimsicott: 131-155 (40.8 - 48.2%) -- guaranteed 3HKO after Grassy Terrain recovery
252 Atk Kartana Leaf Blade vs. 0 HP / 0 Def Whimsicott: 103-122 (32 - 38%) -- 95.5% chance to 3HKO
0 Atk Celesteela Heavy Slam (60 BP) vs. 0 HP / 0 Def Whimsicott: 144-170 (44.8 - 52.9%) -- guaranteed 2HKO after Stealth Rock
0 Atk Celesteela Heavy Slam (40 BP) vs. 0 HP / 0 Def Whimsicott: 98-116 (30.5 - 36.1%) -- guaranteed 3HKO after Stealth Rock
Outside of Brave Bird Pajantom, CAP24 can handle very well all the physical threats that can take an hit or are faster, so we can easily lower its bulk in order to raise something else

After much consideration, I have decided to set the base stat limits as follows:

PTank: 160
PSweep: 135
STank: 180
SSweep: 190

Overall Rating:325

PTank and STank are both quite high because it would be nice to have spreads that emphasize taking on both physical threats like Colossoil and Zygarde and special threats like Battle Bond Greninja and Cyclohm--keeping in mind, of course, that these are limits, representing maximum values. 190 SSweep is very favorable for producing breaker spreads, capable of producing SpA/Speed combinations that range from 110/125 to extremely high SpA stats with Speed in the mid-80s. 135 PSweep allows for some physical attacking potential if stat-boosting is allowed, with only limited application if it is not. The Overall Rating limit is noticeably lower than, say, Pajantom's was, but still very strong, and comparable to notable tanky Pokemon like Heatran.

Please note that these limits are maximum values. You need not go up to the maximum for every or any of these limits.

In addition, please note that we are keenly aware of the limitations of the BSR system for abuse, especially at the margins--very high or very low stats produce technically legal submissions that will never the less be considered BSR abuse and not slated. The classic example of this is using a 150 HP/70 Def/70 SpD stat spread to produce theoretically optimal defenses with technically legal BSR, but other examples would involve extremely low speed with extremely high attack, etc. If I believe your spread includes BSR abuse, I will ask you to justify the extremities involves before I even consider slating your submission.

The thread is now open for base stat submissions.

As a reminder, please include the base power of Celesteela's Heavy Slam as an aspect of your submission. This number MUST be either 40 or 60.

60 Power Celesteela Heavy Slam

So this is probably among the frailer variants proposed.

So I started with the premise of having more Speed than Landorus-Therian (otherwise we don't beat Flyinium Z sets) and less speed than Charizard Y so we don't 2HKO it under Rocks before it gets to Roost. The relevant mons with Speed tiers between Char-Y and Landorus-Therian are Naviathan, Colossoil and Kyurem-Black. We want Steel types to check us, and Naviathan doesn't want to set up under the sun, because it can't finish the sweep with its STAB halved. We wall Colossoil anyway, so that match-up isn't dependent on Speed. Than only leaves the question as to whether we want to outspeed Kyurem-Black. Kyurem-Black is actually pretty bad against both Sun and Sand, so I decided that making CAP bad against Kyurem-Black would give people incentive to put CAP on weather teams. Thus we get a Speed of 93.

a 94/94/94 spread gives us plenty of interesting perks. Even with no investment, our Assault Vest set(which is probably going to be its best Sand set no matter what spread we give it) sponges Ice Beams from Specs Ash Gren and `Fire Blasts from Cyclohm. At the same time, our fully health invested Assault Vest set doesn't actually take Charizard Fire Blasts. Defensive Celesteela only 3HKOs us with his Heavy Slam even without investment. Guts Colossoil and Banded Zygarde can't 2HKO us with any of their moves either.

I maximized his Special Attack so it wouldn't stack poorly against the plethora of mons in CAP that already fill the wallbreaker role.

The poor Attack stat is to make sure that this mon has no incentive at all to use its Attack stat no matter what physical moves we give it for flavor. In particular, I made sure that even fully invested CAP could not OHKO Charizard Y with Rock Slide.

252 SpA Choice Specs Greninja-Ash Ice Beam vs. 0 HP / 0 SpD Assault Vest Weather CAP: 234-276 (71.1 - 83.8%) -- guaranteed 2HKO
252 SpA Choice Specs Cyclohm Fire Blast vs. 0 HP / 0 SpD Assault Vest Weather CAP: 228-270 (69.3 - 82%) -- guaranteed 2HKO
252 SpA Charizard-Mega-Y Fire Blast vs. 252 HP / 0 SpD Assault Vest Weather CAP in Sun: 440-522 (112.2 - 133.1%) -- guaranteed OHKO
0 Atk Celesteela Heavy Slam vs. 0 HP / 0 Def Weather CAP: 138-164 (41.9 - 49.8%) -- guaranteed 3HKO
252+ Atk Guts Colossoil Earthquake vs. 0 HP / 0 Def Weather CAP: 135-159 (41 - 48.3%) -- guaranteed 3HKO
252+ Atk Guts Colossoil Knock Off (97.5 BP) vs. 0 HP / 0 Def Weather CAP: 131-155 (39.8 - 47.1%) -- guaranteed 3HKO

252 Atk Weather CAP Rock Slide vs. 0 HP / 4 Def Charizard-Mega-Y: 224-264 (75.4 - 88.8%) -- guaranteed 2HKO

Celesteela's Heavy Slam BP: 40

Ok, so I decided to start off by ensuring it outsped max speed Landorus-T, so we are not shredded by Flyinium Z sets. Also we can't hit 100 benchmark, lest be beat Mega Charizard Y and Volcarona after rocks. So the notable Pokemon between that speed tier are Zygarde, Colossoil, and Kyuem-Black. Zygarde we beat no matter what, but Colossoil is interesting. Colossoil proves quite the annoyance for Sand teams between hitting both TTar and Excadrill super effectively and Knocking off Smooth Rock off Hippo. I wanted CAP 24 to outpace and KO Colossoil so it cannot Knock Off the item on the switch then proceed to U-Turn out. Kyurem-Black is not that much of a threat to weather teams, and we do beat it, so I didn't really consider it much. So I set it at a nice 96 speed stat.

What this attack allows CAP 24 to do is to guarantee the OHKO on Heatran with Earthquake at +2, even with a negative nature, making it a viable option on Sun teams to eliminate the very dangerous Heatran.

CAP 24's revised bulk allow it to pivot into the variety of threats its supposed to check, such as Landorus-T lacking SSSS, non transformed Ash-Gren and Kartana locked into the wrong move. It's speial bulk allows it to tank a Magma Storm from Heatran after investing 156 EVs into special bulk. I went with a higher Special SpD as I believe switching in on Greninja is imperitive to both weathers, moreso Sand, so having the necessary bulk is a must.

With this speed, CAP24 can outspeed Jolly Landorus-T and Colossoil and beating them, but also being slower than Fire checks and counters, allowing them to stop it. This bulk can tank an hit from Ash-Greninja, Kartana, Mega Latios and all the other threats that we have interest in removing.
While the SpA is enough for wallbreaking or checking our list, the Atk wasn't considered so much because most of the time, physical attacks probably will not be used

As I said, there's no reason to give CAP24 a relevantly good Attack stat, because even if it will boostable, most of the our threatlist are physical walls or physically tanky

SSweep: 188.405
The SpA is enough to OHKO or 2HKO every threat in our list (only Landorus-T needs of a little chip damage).
For the checklist, if CAP24 holds the Choice Specs, Pyroak fails to counter it under the sun, instead Charizard-Y can do this even entering on the rocks, roosting off the damage

I wanted it to still have a speed similar to both of the Mega Zard's speed stat and also be able to outspeed both (non scarfed) Landorus and Tomohawk and also being unable to reach 100. (Ironic that it has a speed stat based on one of its counters.) This gives CAP 24 a decent speed stat of 99 which can outspeed some of CAP's meta and some of its threats as well such as Colossoil, Volkraken (non scarfed) and Arghonaut (also scarfless unless if its an unconventional set or something).

First thing I decided on was the speed, I wanted to maximise breaking potential so I made sure it only just outsped Landorus as well as Kingdra and Excadrill with trace. 65 attack allows to 2HKO Heatran with earthquake if that's the road we want to go down but it still doesn't mess with the rest of our checks. I could've put more into physical defence however the only real threat that isn't hard stopped by our typing was Pajantom's brave bird which is always going to hurt. The special defence is just there to make it easier to check Ash-gren and Cyclohm.

Random and likely irrelevant calcs:

252 SpA Choice Specs Greninja Hydro Pump vs. 0 HP / 4 SpD Whimsicott: 109-129 (31.5 - 37.3%) -- 84.9% chance to 3HKO

252 SpA Choice Specs Greninja-Ash Hydro Pump vs. 0 HP / 0 SpD Whimsicott: 145-171 (42 - 49.5%) -- 26.6% chance to 2HKO after sandstorm damage

0 Atk Celesteela Bullet Punch vs. 0 HP / 0 Def Whimsicott: 108-128 (31.3 - 37.1%) -- 72.2% chance to 3HKO

252 SpA Whimsicott Fire Blast vs. 248 HP / 156 SpD Celesteela: 208-246 (52.3 - 61.9%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery

0 Atk Whimsicott Earthquake vs. 252 HP / 0 Def Heatran: 196-232 (50.7 - 60.1%) -- 82.4% chance to 2HKO after Leftovers recovery

0 Atk Whimsicott Earthquake vs. 248 HP / 0 Def Magearna: 90-108 (24.7 - 29.7%) -- 100% chance to 4HKO

Of course, a reliable recovery move is likely and so if Cap 24 can take most attacks without too much damage it should be able to consistently come in on threats and heal off the damage or fire off a strong coverage move.
Please feel free to tell me the spread is trash give constructive criticism

60 Base Power for Celesteela Heavy Slam

The 92 speed stat allows CAP 24 to outspeed some of the Pokemon we want to beat, most importantly Lando-T and Heatran, while still letting things that we want to check us with 100 speed outspeed us with with full investment. If fully invested in speed, this gives it a max of 322 which falls right in between fully invested Hydreigon and fully invested Mimikyu. This spread also has a bit more physical bulk, allowing CAP 24 to take physical hits from the things we want to beat, again, notably, Lando-T, as well as Bulu, Pajantom and Celesteela Heavy Slam.

Reasoning for Low Attack Stat: "it was fucking up my bsr and bst so i dropped it to drop it" and "yada yada chansey" to quote Snorlax in the Way from the Discord (thought those were funny). Jokes aside though, a lot of the things we want to beat/threaten are physically based in terms of defenses or run defensive spreads. Lando-T, Tomohawk, Bulu, Cawmodore, and Kartana (not that we will likely be able to switch into Kart) are all killed easier using special attacks and taken on better with physical bulk. On the opposite side, a good amount of the things we want to be checked by are special defensively based. Mollux, Crucibelle, both mega and regular, Volcarona, Mega Alakazam and Chansey (what a surprise) are all taken on better physically. I believe that there was some discussion earlier that was largely against it being a mixed attacker and I don't think that it is worth putting points into a stat to allow a niche physical set which will likely perform worse in most aspects. (inb4 a physical set becomes quite popular and makes me look like an idiot moreso than I probably already seem.) Posting calcs hopefully tomorrow. Let me know if I'm horribly uninformed when it comes to this.

In progress, will hopefully finish at some point. In the mean time, here's a few Heatran calcs.
All sets calced are ones listed in the Showdown damage calculator. If it isn't there, it likely isn't here either.

Edit #1: Changed to 98 HP because it allows Chansey to break a sub if we are fully invested in HP, doing exactly 25% fully invested. Raised and lowered a few other stats to account for this.
Edit #2: Decided to add a bit more physical bulk and lower SpAtk a bit.
Edit #3: Realized that my PT was too high so lowered defense to as high as it could go without going over. Put in to special bulk instead.
Edit #4: Raised BST by 5 and lowered speed and moved to other stats.

Good Greninja check with investment (or Drought lmao), while packing enough speed to reasonably run a Scarf set on Sun. It also packs the perfect amount of power we want, as it handles our threats very nicely. Calcs hopefully tomorrow.

99 base speed allows us to outspeed most of the major pokemon we want to beat, except Pajantom and Latios. 92/90/95 makes for good tanking stats but allows Chansey to always break CAP's sub w SToss even w 252 HP evs. 123 SpA lets CAP hit hard even without a boosting item for some clean 2HKOs and even some OHKOs on important threats to sand and sun w rocks up. 98 hits that perfect spot where CAP outspeeds Lando-T, Zygarde, and everything else at the 95 benchmark, but just underspeeds that crucial base 100 tier, including Volcarona, Zard-Y, Plasmanta, and Victini, as well as faster threats like Blacephelon and Crucibelle. Just wanted to post this while it was on my mind, calcs probably coming tomorrow.

Celesteela Heavy Slam: 40 BP

Early on, we decided that what we needed from CAP 24 is a special wall breaker with some form of speed control. Now, we passed up the opportunity for easy speed control in the Ability section not once, but twice, so I figured, "What the heck? We can give it Agility or something. Slap a Choice Scarf on it." Instead, I decided to fulfill our other requirement: A special wall breaker. 127 SpA lets us hit like a truck, brutalizing Ash Greninja, Crawdaunt, Latios (both Mega and not), Zygarde, and a variety of other targets with only our STABS (I assumed Energy Ball and Moonblast, but other moves should have similar performance). With HP Ground, we can reliably 2HKO most Heatran sets, while HP Ice eviscerates Lando-T and Tomohawk. On the other hand, Chansey and Charizard Y laugh at CAP 24's strongest attacks, and we only have a 50% chance to 3HKO Mega Venusaur, and that's with HP Ice. Anything else, and Mega Venusaur laughs at us, to.

Defensively, this spread has an obvious bias towards Special Defense. While I personally like Pokemon with high HP to just sponge attacks, I felt like a lower HP with high SpD was the best way to achieve the desired level of bulk without hampering our intended counters. Fire, Steel and Poison types, generally murder this thing, especially those hitting on the physical side. That being said, the spread can take some resisted physical hits if it needs to; it just won't like it.

0 Atk Celesteela Heavy Slam (40 BP) vs. 0 HP / 0 Def Avalugg: 128-152 (44.9 - 53.3%) -- 25% chance to 2HKO (I used Avalugg to simulate the correct weight to get Heavy Slam to 40 BP. I gave it Grass/Fairy Type for the purposes of the calculation)

(Did I do something wrong with the damage calculator? This isn't the first time I've used it, not by far, but for some reason my defensive calcs gave me those really weird, not-very-helpful KO-chance descriptors. It's not hard to figure out what they are based on the percentages, but it's still weird.)

As for it's speed; yes, 85 Speed is slow. Probably slower than most people would like, and I can respect that opinion. As I said before. I kinda felt like, at this point, we're better off focusing on CAP 24's wall breaking ability. If we need extra Speed, we can give it a Choice Scarf, and maybe Agility or Quiver Dance or something. I'm not trying to poll jump, I'm just listing other options.

Celesteela Heavy Slam: 40 BP

Still rough stats, but Speed was chosen to outspeed Landorus-T among other things while still allowing for defensive EV investment on Trace Sets. Greninja cannot 3HKO us with the current ST spread and 156 EVs in SpD via Hydro Pump, even under rocks, letting us sufficiently check it.

More fiddling is needed currently, so will provide calcs later.

Celesteela's Heavy Slam BP: 40

The main objective of this spread is to provide CAP 24 with a balance spread, possessing decent offensive presence and bulk, but without being too overwhelming on any particular field. I really don't believe that we need very high stats, as our primary ability, Drought, should already be enough to guarantee that we are viable in the CAP meta. Not only that, but this spread aims to give us much more flexibility in the movepool stage, as with a lot of other spreads, we would have to limit our movepool much more severely.

89 HP: With this stat, CAP 24 achieves a Life Orb number with 0 EVs, this might be a small detail, but it encourages the use of that particular item , which would patch with my relatively low Special Attack stat. Its also important to note that this is still under 100, which means that Chansey's Seismic Toss will always break our Substitutes.

90 Def: This manages to tank the most relevant physical attacks we should be switching into, but it still kept rather low, to promote more offensive sets, while still avoiding being 2HKO'd by most of our threatlist and leaving the door open for more Defensive sets.

99 SpD: My special defense is slightly higher than the physical one, allowing offensive sets to avoid the 2HKO from Celesteela's Flamethrower most of the time and also taking very little from Ash-Greninja

57 Atk: I don't think that CAP 24 should be able to use physical sets, so this stat is left low, to avoid making those sets viable. While 57 might seem excessively low, this is for aesthetics purposes only, and could be raised up to 67 without surpassing the designated BSR limit.

104 SpA: This probably will be the lowest Special Attack submitted in this thread. The reason for this is that I believe that with any higher would interfere too much with Mega-Venusaur and Pyroak as counters to CAP 24, particularly after Stealth Rock damage. However, with this number, we should still be able to beat everything we need to. I chose this specific number because this is the minimum SpA required to OHKO Heatran with Z-Focus Blast.

111 Spe: Probably the biggest selling point of this spread, this speed would allow us to outspeed the vital 110 tier, which most notably includes the Lati twins, while still being slower than Mega-Crucibelle, one of our most important checks. I believe that a good speed stat would be a great way the middling SpA stat that I believe this project requires, while immensely helping with the task of providing good speed control for Sun teams, as a Scarf set would be able to outspeed almost all scarf users in the tier (the only notable exception being Greninja).

NOTE: For the calculations below, I will use 2 different EV Spreads, 252 SpA / 4 SpD/ 252 Spe and 252 HP / 4 SpD / 252 Spe, as I believe those will be the most common ones with these stats, and this list of moves: Giga Drain, Moonblast, Weather Ball, Fire Blast (The strongest Fire coverage we could possibly get), Focus Blast, HP Ground and HP Ice

I'd also like to expand on my last post about why I think Celesteela's Heavy Slam should always be 40 BP. As we decided on the counters thread, we should try to outright beat it, therefore taking less damage from it should always be a positive thing, regardless of the rest of our stats. The only other possible competitive application of weight would be against Naviathan and with the minimum weight required to get 60 BP on Celesteela's HS, Naviathan's HS will always be 40 BP. Of course we shouldn't make CAP 24 perfect, but putting a deliberate flaw on the one stat that only matters against something we should be beating doesn't really make sense to me. I think even the bulkiest spread would benefit from being in the 40 BP tier.

Finally, I really don't understand why people are so hesitant to have >100 Speed. I assume it's because M-Charizard-Y is supposed to counter us, but I don't think we ever specified if that was supposed to be with or without Stealth Rock on the field, so if we assume that they're not, Char-Y should be able to avoid the 2HKO from us easily and then use Roost to heal any damage. Besides, I'd argue that if you're using Char-Y in the first place, keeping Rocks out of the field should be one of your main priorities.

Celesteela's Heavy Slam BP: 60

More of a tanky build. While I imagine a simple 252/252 Timid attacking set would be the primary option as a bulky attacker/wallbreaker (specifically to outspeed and defeat 99% of Heatran and Tomohawk), the stats give some flexibility for defensive EV distribution to address specific threats. Many successful defensive pokemon such as Heatran and Landorus-T enjoy this kind of stat spread: Naturally high offenses to hit hard uninvested, a speed tier to outspeed other bulky pokemon; And of course solid mixed defenses, with a slight preference for the kind of attacker their typing allows them to take on (in this case, special).

I agree with most of the other submissions that speed should be lower than 99 to preserve a large portion of our checklist. It's also obvious that we should be faster than Heatran at 77 to have any hope of beating it. Where my opinion differs from the others: I don't think there are a significant number of things in that speed bracket that are important to outspeed. The vast majority of relevant pokemon in this bracket don't fully invest their speed anyway for the same reason I'm proposing we don't; there's nothing very relevant to outspeed. The EVs (and even nature) can be better utilized to boost other stats.

Take Landorus-T for example. The most popular sets? Probably Physically Defensive, Z-Move and Choice Scarf. The former doesn't run anywhere near max investment. The latter bypasses our speed unless we also hold Scarf, and cannot hit us with a flying move anyway. The only Lando set a faster spread performs significantly better against is the uncommon Jolly Z-move set (Adamant is standard), which will likely tank anything barring HP Ice and win the 1v1 with an OHKO regardless. A fully speed invested >83 speed CAP will actually perform worse against the defensive set than a version with 83 speed; because it must have less bulk and/or SpAtk to enable the redundant speed advantage.

I chose 83 specifically because it outspeeds Gyarados (and less importantly, Necturna) at 81, which can threaten us with strong super effective moves. Also the more crowded 80 tier. Why not 82? Because that ties with neutral natured Volkraken, Colossoil, Tapu Lele, Zygarde and Kyurem-B. They commonly use these natures for the reasons I outlined above, and with 83 Speed we can threaten all of them with a strong STAB attack. Obviously goes without saying that we outspeed Adamant Landorus-T too.

This spread simply maximizes bulk within the limited parameters.

Note that I feel keeping HP under 100 to stop defensive subseed sets from beating Chansey is irrelevant. Defensive subseed sets are demonstrably bad in this metagame and would be a huge waste of both this CAP's moveslots and offensive potential. Notice the only kind of subseed sets that have ever been dominant competitively are offensive ones, which obviously do not invest in bulk and thus cannot produce 100 HP subs anyway.

It's pointless for me to post more defensive calcs than have already been submitted because this spread will at least match if not outperform them all defensively. I'll do a few just to demonstrate how easily even offensive sets will comfortably switch in on resisted moves of pokemon we want to check, such as Landorus-T's Earthquake, Ash-Greninja's Hydro Pump/Dark Pulse, and Zygarde.

252+ Atk Landorus-Therian Earthquake vs. 0 HP / 0 Def Whimsicott: 102-121 (29 - 34.4%) -- 5.8% chance to 3HKO

252 SpA Choice Specs Greninja-Ash Hydro Pump vs. 0 HP / 0 SpD Whimsicott in Sun: 72-86 (20.5 - 24.5%) -- guaranteed 5HKO
252 SpA Choice Specs Greninja-Ash Dark Pulse vs. 0 HP / 0 SpD Whimsicott: 107-126 (30.4 - 35.8%) -- 46.2% chance to 3HKO

+1 252+ Atk Zygarde Thousand Arrows vs. 0 HP / 0 Def Whimsicott: 106-126 (30.1 - 35.8%) -- 38.8% chance to 3HKO
+1 252+ Atk Zygarde Extreme Speed vs. 0 HP / 0 Def Whimsicott: 126-149 (35.8 - 42.4%) -- guaranteed 3HKO

Won't be used much if at all. Perhaps we get a slightly stronger Knock Off, U-Turn or Earthquake (for Heatran). Theoretically could have some use with Growth but in practice that seems far fetched. HP Ground will be superior to Earthquake in almost all scenarios, unless we require HP Fire should we be lacking fire coverage (I doubt it).

Still, 60 is reasonable to avoid minmaxing.

Given my carefully decided speed, maximized bulk and useless attack there's only one thing left. I simply invested all the spare slack here to give it as much punch as possible. While 120 is the bare minimum to achieve the KOs we want as has been noted, 136 gives us the ability to immediately score some big knock out blows. Here are some notable ones. The Heatran one is particularly nice because it allows us to threaten a 2HKO without needing to land 2 consecutive Focus Blasts, and without even needing to predict and hit it on the switch should accuracy not be an issue in the case of HP Ground. Even Moonblast + Focus Blast/HP Ground will take down 252 HP Heatran almost all of the time if it switches into Stealth Rock .

252 SpA Whimsicott Moonblast vs. 252 HP / 4 SpD Tomohawk: 380-450 (91.7 - 108.6%) -- guaranteed OHKO after Stealth Rock and Leftovers recovery

252 SpA Life Orb Whimsicott Focus Blast vs. 252 HP / 0 SpD Heatran: 333-393 (86.2 - 101.8%) -- 87.5% chance to OHKO after Stealth Rock and Leftovers recovery
252 SpA Life Orb Whimsicott Moonblast vs. 252 HP / 0 SpD Heatran: 49-58 (12.6 - 15%) -- possibly the worst move ever

252 SpA Life Orb Whimsicott Moonblast vs. 252 HP / 0 SpD Landorus-Therian: 250-294 (65.4 - 76.9%) -- guaranteed 2HKO after Leftovers recovery

There's also some flexibility here - Should a player feel they only require the attacking power of a base 120 SpAtk CAP, they can shave the equivalent EVs off and invest them in bulk instead. Bulky attackers in general are highly flexible with their EV distribution, either to beat specific threats or to completely transform their role into that of a defensive pokemon. Given these stats and the offensive and defensive utility of Drought and Trace, I feel this spread will do well to carry on that tradition.

Actually, as it happens, Jolly and Impish Flyinium sets are actually its most common set.

Celesteela's Heavy Slam: 40 Base Power

Warning: very long post with lots of calculations.
Keep in mind while reading this post that many of these calculations are based upon situations in which the Movepool stage gives us the most powerful options it can; this is not intended as polljumping, it is simply a reference to guarantee that we will not end up being too overwhelming later on if we get good moves. Also, I'm going to be using Life Orb as an option in quite a few of my calculations as I perceive it to be an item that will allow CAP24 to viably boost its damage output.
This is definitely pushing the envelope a bit but:

I chose the given HP because it means that, even with maximum HP investment, CAP24 can only reach 400 HP, meaning any Substitute it might be able to put up will be broken by one Seismic Toss from Chansey.

I really can't foresee CAP24 wanting to use physical moves, although 60 Attack should be fair in the event that we wish to make use of any physical utility moves.

With the given HP and Defense, CAP24 reaches the benchmark of guaranteeing survival against one Brave Bird from a Jolly Pajantom running Dragonium Z:

252 Atk Pajantom Brave Bird vs. 0 HP / 0 Def CAP24: 278-328 (82.4 - 97.3%) -- guaranteed 2HKO

It has a fair chance to survive a Smart Strike from Kartana, effectively pressuring the opposing player:

252 Atk Kartana Smart Strike vs. 0 HP / 0 Def CAP24: 306-362 (90.8 - 107.4%) -- 43.8% chance to OHKO

Most notably, however, is that if one was to run a fully defensive spread (252 HP / 252 Def, Bold), this is the exact benchmark at which CAP24 becomes able to come in on Landorus-T, Trace its Intimidate, and proceed to tank a Supersonic Skystrike.

-1 252+ Atk Landorus-Therian Supersonic Skystrike (175 BP) vs. 252 HP / 252+ Def CAP24: 338-398 (84.5 - 99.5%) -- guaranteed 2HKO

As for Celesteela's Heavy Slam:
0 Atk Celesteela Heavy Slam (40 BP) vs. 0 HP / 0 Def CAP24: 92-110 (27.2 - 32.6%) -- guaranteed 4HKO
This is clearly preferable to allowing Celesteela 60 Base Power, which would force us to have a higher base Defense to avoid the following situation:
0 Atk Celesteela Heavy Slam (60 BP) vs. 0 HP / 0 Def CAP24: 138-164 (40.9 - 48.6%) -- guaranteed 3HKO

252+ Atk Choice Band Zygarde Extreme Speed vs. 0 HP / 0 Def CAP24: 125-148 (37 - 43.9%) -- guaranteed 3HKO
252+ Atk Choice Band Zygarde Thousand Arrows vs. 0 HP / 0 Def CAP24: 105-124 (31.1 - 36.7%) -- 74.7% chance to 3HKO

252 Atk Choice Band Adaptability Crawdaunt Knock Off vs. 0 HP / 0 Def CAP24: 105-124 (31.1 - 36.7%) -- 72.4% chance to 3HKO
252 Atk Choice Band Adaptability Crawdaunt Crabhammer vs. 0 HP / 0 Def CAP24: 161-190 (47.7 - 56.3%) -- 85.9% chance to 2HKO
252 Atk Choice Band Adaptability Crawdaunt Crabhammer vs. 0 HP / 0 Def CAP24 in Sun: 80-95 (23.7 - 28.1%) -- 92.6% chance to 4HKO
252 Atk Choice Band Adaptability Crawdaunt Aqua Jet vs. 0 HP / 0 Def CAP24: 65-77 (19.2 - 22.8%) -- possible 5HKO
252 Atk Choice Band Adaptability Crawdaunt Aqua Jet vs. 0 HP / 0 Def CAP24 in Sun: 32-38 (9.4 - 11.2%) -- possible 9HKO

252+ Atk Choice Band Tapu Bulu Wood Hammer vs. 0 HP / 0 Def CAP24 in Grassy Terrain: 252-297 (74.7 - 88.1%) -- guaranteed 2HKO after Grassy Terrain recovery

0 Atk Landorus-Therian Earthquake vs. 0 HP / 0 Def CAP24: 78-92 (23.1 - 27.2%) -- 58.7% chance to 4HKO
252 Atk Landorus-Therian Earthquake vs. 0 HP / 0 Def CAP242: 93-109 (27.5 - 32.3%) -- guaranteed 4HKO
252+ Atk Landorus-Therian Earthquake vs. 0 HP / 0 Def CAP24: 102-120 (30.2 - 35.6%) -- 29.7% chance to 3HKO
0 Atk Landorus-Therian U-turn vs. 0 HP / 0 Def CAP24: 73-86 (21.6 - 25.5%) -- 0.5% chance to 4HKO
252 Atk Landorus-Therian U-turn vs. 0 HP / 0 Def CAP24: 87-103 (25.8 - 30.5%) -- guaranteed 4HKO

We can still lose to the occasional suicide lead though, unless we Trace its Intimidate:
252 Atk Landorus-Therian Explosion vs. 0 HP / 0 Def Tapu Bulu: 308-363 (91.3 - 107.7%) -- 50% chance to OHKO
-1 252 Atk Landorus-Therian Explosion vs. 0 HP / 0 Def Tapu Bulu: 205-242 (60.8 - 71.8%) -- guaranteed 2HKO

And as for Pokemon that we want to be able to check us, most will still be able to do so, even if CAP24 was to run the aforementioned fully invested Defense set that tanks a Supersonic Skystrike (the explanation of this will extend into the Special Attack reasoning, but here are some calculations putting CAP24 on the defensive:

252 Atk Choice Band Kitsunoh Meteor Mash vs. 0 HP / 0 Def CAP24: 390-462 (115.7 - 137%) -- guaranteed OHKO
252 Atk Choice Band Kitsunoh Meteor Mash vs. 252 HP / 252+ Def CAP24: 278-330 (69.5 - 82.5%) -- guaranteed 2HKO

0 Atk Technician Scizor-Mega Bullet Punch vs. 0 HP / 0 Def CAP24: 192-228 (56.9 - 67.6%) -- guaranteed 2HKO

This remains a problem though, as even in the Sun CAP24 will be able to OHKO Mega Scizor with Hidden Power Fire. It may be a necessary evil, though, that Mega Scizor cannot OHKO CAP24 so as to maintain healthier relations with the Pokemon that CAP24 needs to be able to beat.

252 Atk Life Orb Excadrill Iron Head vs. 0 HP / 0 Def CAP24: 367-432 (108.9 - 128.1%) -- guaranteed OHKO
252 Atk Life Orb Excadrill Iron Head vs. 252 HP / 252+ Def CAP24: 265-312 (66.2 - 78%) -- guaranteed 2HKO
252 Atk Mold Breaker Excadrill Iron Head vs. 252 HP / 252+ Def CAP24: 204-240 (51 - 60%) -- guaranteed 2HKO

252 Atk Cawmodore Acrobatics (110 BP) vs. 0 HP / 0 Def CAP24: 296-350 (87.8 - 103.8%) -- 25% chance to OHKO
+6 252 Atk Cawmodore Acrobatics (110 BP) vs. 252 HP / 252+ Def CAP24: 842-992 (210.5 - 248%) -- guaranteed OHKO

252 Atk Aerilate Pinsir-Mega Return vs. 0 HP / 0 Def CAP24: 474-560 (140.6 - 166.1%) -- guaranteed OHKO
252 Atk Aerilate Pinsir-Mega Return vs. 252 HP / 252+ Def CAP24: 338-402 (84.5 - 100.5%) -- 6.3% chance to OHKO
252 Atk Aerilate Pinsir-Mega Quick Attack vs. 0 HP / 0 Def CAP24: 186-222 (55.1 - 65.8%) -- guaranteed 2HKO
252 Atk Aerilate Pinsir-Mega Quick Attack vs. 252 HP / 252+ Def CAP24: 134-162 (33.5 - 40.5%) -- guaranteed 3HKO

252+ Atk Hawlucha Acrobatics (110 BP) vs. 0 HP / 0 Def CAP24: 326-386 (96.7 - 114.5%) -- 81.3% chance to OHKO
252+ Atk Hawlucha Acrobatics (110 BP) vs. 252 HP / 252+ Def CAP24: 234-276 (58.5 - 69%) -- guaranteed 2HKO

I came to this number as more of a maximum than a minimum. Clearly, firepower (pun intended) is going to be an important factor on this Pokemon, but we want to make sure that the Pokemon that are supposed to check it will still be able to do so adequately. As I mentioned previously, my spread could allow CAP24 to run a fully defensive spread that, with Trace, lives a Supersonic Skystrike after Tracing Landorus-Therian's Intimidate. However, I was concerned that this would prevent some checks, such as Excadrill and Kitsunoh, from functioning properly. With no Special Attack investment or damage-boosting items, the following will be the result against Excadrill:

0 SpA CAP24 Fire Blast vs. 0 HP / 0 SpD Excadrill: 274-324 (75.9 - 89.7%) -- guaranteed 2HKO

Thus, even if we were to give CAP24 the most powerful Fire-type coverage that we could reasonably give, it still would be enough for Excadrill to live a hit from full health and not die to Life Orb recoil, allowing it to 2HKO in return, as shown under the Defense tab.

A similar situation occurs against Kitsunoh:

0 SpA CAP24 Fire Blast vs. 0 HP / 0 SpD Kitsunoh: 232-274 (77 - 91%) -- guaranteed 2HKO

As you can see, not only does this Special Attack value prevent OHKOs on our checks while we run a fully defensive set, but it makes it so that we would require a significant amount of investment being drawn away from our bulk in order to be able to OHKO reliably.

On the offensive side, however, 126 SpA still makes CAP24 very capable.

With full offensive investment and a boosting item, the most powerful available Fire-type coverage can easily OHKO a Celesteela, and 2HKO nevertheless (which still works in this case, seeing as we are immune to Leech Seed and the defensive stats on this spread make it so that Celesteela cannot OHKO us, even with Flamethrower in Sun, more on that in the Special Defense tab):

252 SpA CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela in Sun: 302-356 (76 - 89.6%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela in Sun: 330-390 (83.1 - 98.2%) -- guaranteed 2HKO after Leftovers recovery
252 SpA Life Orb CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela in Sun: 393-463 (98.9 - 116.6%) -- 93.8% chance to OHKO after Leftovers recovery
252+ SpA Life Orb CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela in Sun: 429-507 (108 - 127.7%) -- guaranteed OHKO

Also, for anyone curious about whether Weather Ball can weather Celesteela down whether or not we get it during the weather:

252 SpA CAP24 Weather Ball (100 BP Fire) vs. 248 HP / 156 SpD Celesteela in Sun: 274-324 (69 - 81.6%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA CAP24 Weather Ball (100 BP Fire) vs. 248 HP / 156 SpD Celesteela in Sun: 302-356 (76 - 89.6%) -- guaranteed 2HKO after Leftovers recovery
252 SpA Life Orb CAP24 Weather Ball (100 BP Fire) vs. 248 HP / 156 SpD Celesteela in Sun: 356-421 (89.6 - 106%) -- 37.5% chance to OHKO after Leftovers recovery
252+ SpA Life Orb CAP24 Weather Ball (100 BP Fire) vs. 248 HP / 156 SpD Celesteela in Sun: 393-463 (98.9 - 116.6%) -- 93.8% chance to OHKO after Leftovers recovery

"But Epic!" I hear you saying, "This won't let us beat Celesteela in Sand!" To which I say, even on a fully defensive set or on an offensive set without Sun, we can still take down Steela:

0 SpA CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela: 166-196 (41.8 - 49.3%) -- guaranteed 3HKO after Leftovers recovery
252 SpA CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela: 202-238 (50.8 - 59.9%) -- 85.5% chance to 2HKO after Leftovers recovery
252+ SpA CAP24 Fire Blast vs. 248 HP / 156 SpD Celesteela: 220-260 (55.4 - 65.4%) -- guaranteed 2HKO after Leftovers recovery

Keep in mind that even a 3HKO on Celesteela on a fully defensive set in Sand will suffice, given that the worst Celesteela can do is have a chance to 3HKO us (see the Defense and Special Defense sections for those calculations).

Now, on the topic of Heatran:
Firstly, I should mention that a Speed of 87 will let us outspeed all but Choice Scarf Heatran as long as we have Speed investment. With that in mind:

252 SpA CAP24 Focus Blast vs. 248 HP / 220+ SpD Heatran: 182-216 (47.2 - 56.1%) -- 22.3% chance to 2HKO after Leftovers recovery
252 SpA CAP24 Focus Blast vs. 252 HP / 0 SpD Heatran: 244-288 (63.2 - 74.6%) -- guaranteed 2HKO after Leftovers recovery
252 SpA CAP24 Focus Blast vs. 0 HP / 4 SpD Heatran: 244-288 (75.5 - 89.1%) -- guaranteed 2HKO

252+ SpA CAP24 Focus Blast vs. 248 HP / 220+ SpD Heatran: 200-236 (51.9 - 61.2%) -- 94.9% chance to 2HKO after Leftovers recovery
252+ SpA CAP24 Focus Blast vs. 252 HP / 0 SpD Heatran: 268-316 (69.4 - 81.8%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA CAP24 Focus Blast vs. 0 HP / 4 SpD Heatran: 268-316 (82.9 - 97.8%) -- guaranteed 2HKO

252+ SpA Life Orb CAP24 Focus Blast vs. 248 HP / 220+ SpD Heatran: 260-307 (67.5 - 79.7%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA Life Orb CAP24 Focus Blast vs. 252 HP / 0 SpD Heatran: 348-411 (90.1 - 106.4%) -- 37.5% chance to OHKO after Leftovers recovery
252+ SpA Life Orb CAP24 Focus Blast vs. 0 HP / 4 SpD Heatran: 348-411 (107.7 - 127.2%) -- guaranteed OHKO

252 SpA CAP24 All-Out Pummeling (190 BP) vs. 248 HP / 220+ SpD Heatran: 288-340 (74.8 - 88.3%) -- guaranteed 2HKO after Leftovers recovery
252 SpA CAP24 All-Out Pummeling (190 BP) vs. 252 HP / 0 SpD Heatran: 384-454 (99.4 - 117.6%) -- 93.8% chance to OHKO after Leftovers recovery
252 SpA CAP24 All-Out Pummeling (190 BP) vs. 0 HP / 4 SpD Heatran: 384-452 (118.8 - 139.9%) -- guaranteed OHKO

252+ SpA CAP24 All-Out Pummeling (190 BP) vs. 248 HP / 220+ SpD Heatran: 316-374 (82 - 97.1%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA CAP24 All-Out Pummeling (190 BP) vs. 252 HP / 0 SpD Heatran: 424-500 (109.8 - 129.5%) -- guaranteed OHKO after Leftovers recovery
252+ SpA CAP24 All-Out Pummeling (190 BP) vs. 0 HP / 4 SpD Heatran: 422-498 (130.6 - 154.1%) -- guaranteed OHKO

I know it's a bit disappointing to see all of those 2HKOs, especially against Heatran's bulkier sets, but please see the Special Defense section for more on our relationship with Heatran and how we can beat it anyway (and keep in mind that we can outspeed).

Hidden Power Ground will produce results that are extremely close to the calculations shown for Focus Blast.

Tomohawk requires a few fewer calculations to demonstrate our ability to handle it:
0 SpA CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 300-354 (72.4 - 85.5%) -- guaranteed 2HKO after Leftovers recovery
0 SpA CAP24 Moonblast vs. 0 HP / 0 SpD Tomohawk: 302-356 (86 - 101.4%) -- 6.3% chance to OHKO

For further justification on the relation between the physically bulky set and the ability to defeat Tomohawk (aka avoid a 2HKO) see the Special Defense justification for more. Basically, we can still beat a standard physically bulky Tomohawk, but a fully invested bulk set will lose to fully offensive Tomohawk.

252 SpA CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 366-432 (88.4 - 104.3%) -- 31.3% chance to OHKO after Leftovers recovery
252 SpA CAP24 Moonblast vs. 0 HP / 0 SpD Tomohawk: 366-432 (104.2 - 123%) -- guaranteed OHKO

252 SpA Life Orb CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 476-562 (114.9 - 135.7%) -- guaranteed OHKO
252 SpA Life Orb CAP24 Moonblast vs. 0 HP / 0 SpD Tomohawk: 476-562 (135.6 - 160.1%) -- guaranteed OHKO

252+ SpA CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 402-474 (97.1 - 114.4%) -- 81.3% chance to OHKO after Leftovers recovery
252+ SpA CAP24 Moonblast vs. 0 HP / 0 SpD Tomohawk: 404-476 (115 - 135.6%) -- guaranteed OHKO

252+ SpA Life Orb CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 523-616 (126.3 - 148.7%) -- guaranteed OHKO
252+ SpA Life Orb CAP24 Moonblast vs. 0 HP / 0 SpD Tomohawk: 525-619 (149.5 - 176.3%) -- guaranteed OHKO

As you can see, this version of CAP24 would almost always be able to OHKO Tomohawk, and in the cases where it cannot guarantee an OHKO (aka the non-Life Orb calculations) it will still be able to survive Air Slash easily and 2HKO without issue (see the Special Defense justification for more).

I'll add more calculations if people would like to see more, but I feel as if these are the three most prominent on everyone's minds. With this spread, we can guarantee a 2HKO at least on all of the Pokemon that we want to beat.

EDIT 3: Relations with Pokemon that should counter us:

252+ SpA Life Orb CAP24 Fire Blast vs. 248 HP / 0 SpD Thick Fat Venusaur-Mega: 146-172 (40.2 - 47.3%) -- 1.2% chance to 2HKO after sandstorm damage

As you can see, even with the most powerful option we might get (barring the substitution of Choice Specs in place of Life Orb), any Mega Venusaur with investment in bulk will be able to counter CAP24 barring some abysmal luck. These numbers begin to look much more favorable when Mega Venusaur runs Special Defense investment:

252+ SpA Life Orb CAP24 Fire Blast vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega: 117-138 (32.2 - 38%) -- guaranteed 3HKO after sandstorm damage

252+ SpA Life Orb CAP24 Fire Blast vs. 248 HP / 0 SpD Pyroak in Sun: 276-325 (62.3 - 73.3%) -- guaranteed 2HKO after Leftovers recovery
252+ SpA Life Orb CAP24 Fire Blast vs. 248 HP / 252+ SpD Pyroak in Sun: 195-230 (44 - 51.9%) -- guaranteed 3HKO after Leftovers recovery

One of the main shortcomings of this spread is that if CAP24 was to get its most powerful coverage option possible, Pyroak would not be able to counter it in the sun unless it was running a Specially Defensive set. However, we still have the Movepool stage to decide whether we even want to give CAP24 Fire Blast or not, and my calculations are just using it to assume the worst possible relationships between CAP24 and its counters.

252+ SpA Life Orb CAP24 Fire Blast vs. 0 HP / 0 SpD Charizard-Mega-Y in Sun: 112-133 (37.7 - 44.7%) -- guaranteed 3HKO

There really isn't much to say here; even with Stealth Rock up, Mega Charizard Y will be able to counter us from full health, roosting off the damage after it takes a hit or outright KOing us. One notable concern is that if Mega Charizard Y is running Modest instead of Timid, and CAP24 is running Timid, then CAP24 can outspeed by 1 point (300 vs. 299). However, this is still only an issue if CAP24 is encouraged to use something like Hidden Power Rock instead of Weather Ball, in terms of theoretical options.

We can take on Ash-Greninja's Hydro Pump:

252 SpA Choice Specs Greninja-Ash Hydro Pump vs. 0 HP / 0 SpD CAP24: 142-168 (42.1 - 49.8%) -- guaranteed 3HKO

Live Heatran’s Flash Cannon easily:

252 SpA Heatran Flash Cannon vs. 0 HP / 0 SpD CAP24: 246-290 (72.9 - 86%) -- guaranteed 2HKO

And with full investment in HP, we even get the chance to survive Magma Storm:

4 SpA Heatran Magma Storm vs. 252 HP / 0 SpD CAP24: 254-302 (63.5 - 75.5%) -- guaranteed 2HKO after trapping damage
252 SpA Heatran Magma Storm vs. 252 HP / 0 SpD CAP24: 306-362 (76.5 - 90.5%) -- guaranteed 2HKO after trapping damage

However, we still get beat by some key Pokemon.

Unless CAP24 starts running a fully Specially Defensive set, Blacephalon will be able to OHKO or 2HKO, even in Sand:

252 SpA Blacephalon Fire Blast vs. 252 HP / 0 SpD CAP24: 378-446 (94.5 - 111.5%) -- 68.8% chance to OHKO after sandstorm damage

And unless CAP24 gets Weather Ball in Sand, it will not be able to OHKO in retaliation.

A similar situation occurs with Volcarona:

252 SpA Volcarona Fire Blast vs. 252 HP / 0 SpD CAP24: 348-410 (87 - 102.5%) -- 18.8% chance to OHKO after sandstorm damage

As for the Speed, 87 is extremely important because it gives us the option of running 252 Speed EVs+Modest and still outspeeding Tomohawk with 252 Speed EVs + Modest, a very popular set on Rain teams thanks to perfect accuracy Hurricanes. The Speed also helps preserve Excadrill as a check.

Summary:

The theoretical fully defensive set that this spread might be able to run that would be able to tank Landorus-T does not throw this mon out of balance; without SpA investment it cannot OHKO many of the things it wants to, and without Sun up it will not be able to OHKO Excadrill or Kitsunoh, even if it was to get Fire Blast, and it actually leaves Excadrill with enough HP from full health that it can survive its own Life Orb recoil and attack again.

The Speed tier is very important here. Earlier in the CAP Discord, reachzero shared his thoughts on Sand teams being quite possibly unable to handle a CAP24 that has Traced Excadrill's Sand Rush. I agree with that thought, and for that reason I have chosen this spread to underspeed Excadrill by one point of Base Speed. At the same time, however, it is very important that it is faster than Tomohawk's base 85 Speed so that it will not be OHKO'ed by Hurricane instead of beating Tomohawk. To decide between 86 and 87 Speed, I looked at the Pokemon in those slots. I decided CAP24 should outspeed Rotom-Wash (and to an extent Rotom-Heat and the rest of the Rotoms) to prevent it from Volt Switching out against us, so I settled on 87 Speed.

EDIT: Updated to include info on Special Attack

EDIT 2: Made into Final Submission. Unfortunately I didn’t get to show my reasoning for Special Defense, but it will allow us to take a 3HKO at most from Ash-Greninja (EDIT 3: see Special Defense tab above).

EDIT 3: Added calculations against Pyroak, Mega Venusaur, and Mega Charizard Y in Special Attack by permission. Moved reasoning for Special Defense to its own tab. Moved reasoning for Speed to its own tab.

OK, so first, some observations and questions about the trends I've seen in the submissions so far.

A lot of Attack stat shenanigans.

Part of the point of having an Overall Rating is to limit the possible degree of optimization; it should not be possible to hit or even closely approach every stat limit at the same time. With an almost-equally-unusable base 60 Attack, for instance, GLuke's submission would be sitting at 330.51 BSR, illegally high. I am not saying that low Attack is inherently bad, there are plenty of Pokemon that have only one good attacking stat (Weavile is as low as 45), but when there is good reason to have at least some Attack (the possibility of Growth), it is hard to not attribute ultra-low Attack stats to BSR abuse. as a result, I would like to request that every submission with an Attack stat below 60 give specific justification for the number chosen.

A lot of highly similar stat spreads.

Ten of the thirteen spreads posted are within seven points of speed (92-99), and most have low/average PTank and very high STank. This isn't too surprising given the limits, but it's going to be tough to choose standouts from a pool of very similar choices.

I'll post commentary on standout individual spreads when I have time.

In my mind, our current threat list is screaming for a 'mon which is easily tailorable when it comes to it's defenses. I can see a couple of ways to tackle stats - given that I suggested Trace and Competitive in abilities, I don't think it'll be a huge surprise that I've been incredibly rational and gone for the "screw Landorus" approach. I also think that where we're going to shine is in our Bulk, so I've been pushing the limits on both those defensive fronts.

92 Speed
I'd like to preface that I'm not in the camp that beating Lando-T is required (alathough I think it is certainly preferable - sub-92 has issues with the Flyinium set, but the others are usually managable), and I think that we do have to consider the impact that beating Excadrill's speed has on the viability of Sand (or, at very least, how Sand currently functions) - certainly a speed in the 86/87 category (beating Tomo as the major point of contention) could make for an interesting spread. I'll address why Trace CAP24 doesn't seem to be likely to pose a major threat in the defensive Calculations though.

On that note, 92 outspeeds two key targets in my mind, and they're both ones which I've already mentioned - Tomohawk and Landorus-T. The latter I again don't think is essential, but Flyinium-Z is roughly half of all Landorus-T, and it'd be nice to not automatically get crushed by those sets (Even if you can switch around them on Sand, that's still switching around a heck of a nuke). Meanwhile beating Tomo seems to be the absolute essential in order to beat Hurricane sets.

120 SpA
I think this is at the slightly lower end, but any value that's above 119 starts to pick up the sort of OHKOs and 2HKOs we're going to be looking for. Notably with only Hidden Power and Moonblast assumed, can pick up OHKOs on Lando-T and Tomohawk with Timid Life Orb sets.

Heatran:
0 SpA CAP24 Hidden Power Ground vs. 252 HP / 0 SpD Heatran: 196-232 (50.7 - 60.1%) -- 82.4% chance to 2HKO after Leftovers recovery
252 SpA Life Orb CAP24 Hidden Power Ground vs. 252 HP / 0 SpD Heatran: 307-364 (79.5 - 94.3%) -- guaranteed 2HKO after Leftovers recovery

Heatran really doesn't threaten the Trace variant of CAP24 in the slightest, mainly because it can't break opponents with Flash Fire. However, we do fairly cleanly 2HKO the Utility Variant with HP Ground without any investment in the slightest, which is all that the matchup demands.

Landorus-T:
252 SpA Life Orb CAP24 Hidden Power Ice vs. 252 HP / 0 SpD Landorus-Therian: 390-463 (102 - 121.2%) -- guaranteed OHKO
252 SpA Life Orb CAP24 Giga Drain vs. 252 HP / 0 SpD Landorus-Therian: 181-214 (47.3 - 56%) -- 24.2% chance to 2HKO after Leftovers recovery
252 SpA Life Orb CAP24 Moonblast vs. 252 HP / 0 SpD Landorus-Therian: 231-273 (60.4 - 71.4%) -- guaranteed 2HKO after Leftovers recovery

252 SpA Expert Belt CAP24 Hidden Power Ice vs. 252 HP / 0 SpD Landorus-Therian: 360-427 (94.2 - 111.7%) -- 68.8% chance to OHKO after Leftovers recovery

252 SpA CAP24 Hidden Power Ice vs. 252 HP / 0 SpD Landorus-Therian: 300-356 (78.5 - 93.1%) -- guaranteed 2HKO after Leftovers recovery
252 SpA CAP24 Moonblast vs. 252 HP / 0 SpD Landorus-Therian: 178-210 (46.5 - 54.9%) -- 11.3% chance to 2HKO after Leftovers recovery

Landorus is the first mon which demands 119+ SpA (The HP Ice OHKO is absolutely lovely). Expert Belt is reliable enough with even a smidgen of hazard damage or general wear and tear over the course of the match, and the same can be said for itemless.

Tapu Bulu:
252 SpA Life Orb CAP24 Moonblast vs. 248 HP / 56 SpD Assault Vest Tapu Bulu: 126-149 (36.7 - 43.4%) -- 99.5% chance to 3HKO after Grassy Terrain recovery
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 56 SpD Assault Vest Tapu Bulu: 161-190 (46.9 - 55.3%) -- 15.2% chance to 2HKO after Grassy Terrain recovery

252 SpA Life Orb CAP24 Flamethrower vs. 0 HP / 0 SpD Tapu Bulu: 252-299 (89.6 - 106.4%) -- 43.8% chance to OHKO after Grassy Terrain recovery
252 SpA Life Orb CAP24 Moonblast vs. 0 HP / 0 SpD Tapu Bulu: 199-235 (70.8 - 83.6%) -- guaranteed 2HKO after Grassy Terrain recovery

252 SpA Expert Belt CAP24 Fiery Dance vs. 248 HP / 56 SpD Assault Vest Tapu Bulu: 132-156 (38.4 - 45.4%) -- guaranteed 3HKO after Grassy Terrain recovery
+1 252 SpA Expert Belt CAP24 Fiery Dance vs. 248 HP / 56 SpD Assault Vest Tapu Bulu: 194-230 (56.5 - 67%) -- guaranteed 2HKO after Grassy Terrain recovery
252 SpA Expert Belt CAP24 Flamethrower vs. 248 HP / 56 SpD Assault Vest Tapu Bulu: 149-175 (43.4 - 51%) -- 4.7% chance to 2HKO after sandstorm damage and Grassy Terrain recovery

Even vs. an obnoxiously bulky Tapu Bulu, 120 SpA is enough to just about tackle the AV Bulu, and less bulky variants are clean 2HKOs, even through Horn Leech healing. Flamethrower is substantially useful to have mind.

I've also included calcs here for Fiery Dance, specifically because it has been raised before, and Fiery Dance --> +1 Fiery Dance KOs Bulu after Sand and Grassy Terrain (since Sand damage goes first), without having to go into a Life Orb - Flamethrower has to go into the Life Orb to hit 50%.

Tomohawk:
252 SpA Life Orb CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 460-541 (111.1 - 130.6%) -- guaranteed OHKO
252 SpA Expert Belt CAP24 Moonblast vs. 252 HP / 4 SpD Tomohawk: 425-499 (102.6 - 120.5%) -- guaranteed OHKO

I like it when a calc speaks for itself! Both EBelt and LO are sufficient at 120 SpA to break through Tomohawk.
Heatran:
See SandCalcs

Crawdaunt:
0 SpA CAP24 Moonblast vs. 0 HP / 4 SpD Crawdaunt: 384-452 (143.8 - 169.2%) -- guaranteed OHKO

I question the inclusion of Crawdaunt in our list, but as with any SpA at 78 or above, it gets OHKOd.

Latios-Mega:
252 SpA Life Orb CAP24 Moonblast vs. 0 HP / 0- SpD Latios-Mega: 367-432 (121.9 - 143.5%) -- guaranteed OHKO
252 SpA CAP24 Moonblast vs. 0 HP / 0- SpD Latios-Mega: 282-332 (93.6 - 110.2%) -- 62.5% chance to OHKO

The M-Latios matchup mainly depends on if your set, but securing the KO requires LO and a decent amount of SpA EVs.

Latios:
252 SpA CAP24 Moonblast vs. 0 HP / 4 SpD Latios: 270-320 (89.7 - 106.3%) -- 37.5% chance to OHKO

Latios is a smidgen easier to deal with. Nature or LO both turn this into a KO, as does Stealth Rock.

Pajantom:
252 SpA Life Orb CAP24 Moonblast vs. 252 HP / 252+ SpD Assault Vest Pajantom: 174-205 (46.7 - 55.1%) -- 67.2% chance to 2HKO
252 SpA CAP24 Moonblast vs. 252 HP / 252+ SpD Assault Vest Pajantom: 134-158 (36 - 42.4%) -- guaranteed 3HKO

252 SpA CAP24 Moonblast vs. 4 HP / 0 SpD Pajantom: 270-318 (87 - 102.5%) -- 12.5% chance to OHKO
252 SpA Life Orb CAP24 Moonblast vs. 4 HP / 0 SpD Pajantom: 351-413 (113.2 - 133.2%) -- guaranteed OHKO

Pajantom is stubborn, but LO variants do well at securing the 2HKO vs AV, and OHKO non-AV. Itemless, Moonblast scores the KO through Stealth Rock 93.8% of the time.

Zygarde:
252 SpA Life Orb CAP24 Moonblast vs. 240 HP / 196+ SpD Zygarde: 299-354 (71.7 - 84.8%) -- guaranteed 2HKO after Stealth Rock
252 SpA CAP24 Moonblast vs. 240 HP / 196+ SpD Zygarde: 230-272 (55.1 - 65.2%) -- guaranteed 2HKO after Stealth Rock

252 SpA CAP24 Moonblast vs. 0 HP / 4 SpD Zygarde: 306-362 (85.7 - 101.4%) -- 50% chance to OHKO after Stealth Rock
252 SpA Life Orb CAP24 Moonblast vs. 0 HP / 4 SpD Zygarde: 398-471 (111.4 - 131.9%) -- guaranteed OHKO

Bulky Zygarde is a fairly stable 2HKO, whilst Atk/Spe invested can be outright broken by Life Orb without SR, and SR assists with non-LO
Mega Mawile:
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 8 SpD Mawile-Mega: 250-296 (82.5 - 97.6%) -- 25% chance to OHKO after Stealth Rock
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 8 SpD Mawile-Mega in Sun: 377-445 (124.4 - 146.8%) -- guaranteed OHKO
252 SpA Life Orb CAP24 Hidden Power Ground vs. 248 HP / 8 SpD Mawile-Mega: 166-198 (54.7 - 65.3%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb CAP24 Moonblast vs. 248 HP / 8 SpD Mawile-Mega: 99-117 (32.6 - 38.6%) -- guaranteed 3HKO after Stealth Rock

HP Ground is sufficient to 2HKO, with Moonblast really not doing a great deal. DroughtCAP24 can use Flamethrower/Weather Ball to OHKO, and Flamethrower can sometimes pick up the KO regardless.

Cawmodore:
252 SpA CAP24 Flamethrower vs. 4 HP / 0 SpD Cawmodore: 236-278 (97.5 - 114.8%) -- guaranteed OHKO after Stealth Rock
252 SpA CAP24 Moonblast vs. 4 HP / 0 SpD Cawmodore: 93-110 (38.4 - 45.4%) -- 12.5% chance to 2HKO after Stealth Rock
252 SpA Life Orb CAP24 Moonblast vs. 4 HP / 0 SpD Cawmodore: 121-143 (50 - 59%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb CAP24 Hidden Power Fire vs. 4 HP / 0 SpD Cawmodore: 205-242 (84.7 - 100%) -- 75% chance to OHKO after Stealth Rock

LO or Drought secures the KO without the need for Rocks on Flamethrower. HP Fire can work fine here to prevent the Belly Drum at a minimum, although I'd argue Flamethrower is a decent enough assumption to make.

Ash Greninja:
0 SpA CAP24 Moonblast vs. 0 HP / 0 SpD Greninja-Ash: 318-374 (111.5 - 131.2%) -- guaranteed OHKO

Relevant Ash-Gren calculations may be found in the defensive notes :P

Kartana:
0 SpA CAP24 Hidden Power Fire vs. 4 HP / 0 SpD Kartana: 484-572 (186.1 - 220%) -- guaranteed OHKO

Relevant Kartana calculations may be found in the defensive notes :P

Marowak-A:
252 SpA Life Orb CAP24 Hidden Power Ground vs. 248 HP / 8 SpD Marowak-Alola: 192-229 (59.4 - 70.8%) -- guaranteed 2HKO after Stealth Rock
252 SpA Life Orb CAP24 Moonblast vs. 248 HP / 8 SpD Marowak-Alola: 113-134 (34.9 - 41.4%) -- 67.6% chance to 2HKO after Stealth Rock

This one stings a little bit, but it's kind of unavoidable - CAP24 really can't deal with Marowak-A's Flare Blitz (If you can't get rid of the Thick Club, it does more to Trace CAP24 than Landorus-T's Supersonic Skystrike, if you need a reference point... ow....), and it's pretty difficult to get the firepower you need to break through Marowak-A.

Celesteela:
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 156 SpD Celesteela: 205-244 (51.6 - 61.4%) -- guaranteed 2HKO after Stealth Rock and Leftovers recovery
252 SpA Life Orb CAP24 Hidden Power Fire vs. 248 HP / 156 SpD Celesteela: 138-164 (34.7 - 41.3%) -- guaranteed 3HKO after Stealth Rock and Leftovers recovery
252 SpA Life Orb CAP24 Moonblast vs. 248 HP / 156 SpD Celesteela: 82-96 (20.6 - 24.1%) -- possible 5HKO after Stealth Rock and Leftovers recovery

252 SpA Life Orb CAP24 Weather Ball (100 BP Fire) vs. 248 HP / 156 SpD Celesteela in Sun: 343-406 (86.3 - 102.2%) -- 93.8% chance to OHKO after Stealth Rock and Leftovers recovery
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 156 SpD Celesteela in Sun: 309-367 (77.8 - 92.4%) -- 31.3% chance to OHKO after Stealth Rock and Leftovers recovery

Celesteela, perhaps unsurprisingly, doesn't enjoy being hit by Sun-boosted Fire Moves. Admittedly it can tank things weaker than Drought Weather Ball, but anything scoring a 2HKO is sufficient for our purposes.
Venusaur-Mega
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 156+ SpD Thick Fat Venusaur-Mega in Sun: 125-148 (34.4 - 40.7%) -- guaranteed 3HKO

We 3HKO, it OHKOs us back and with interest.

Charizard-Mega-Y
252 SpA Life Orb CAP24 Moonblast vs. 0 HP / 0 SpD Charizard-Mega-Y: 84-100 (28.2 - 33.6%) -- 0.2% chance to 3HKO

We 3HKO, it OHKOs us back and with interest.

Pyroak (Sun)
252 SpA Life Orb CAP24 Flamethrower vs. 248 HP / 8 SpD Pyroak in Sun: 196-231 (44.2 - 52.1%) -- guaranteed 3HKO after Leftovers recovery

This one's a bit touch-and-go, but we just about 3HKO, whilst Pyroak 2HKOs us back.

Chansey
252 SpA Life Orb CAP24 Moonblast vs. 244 HP / 12 SpD Eviolite Chansey: 121-144 (17.2 - 20.5%) -- possible 5HKO
+2 252 SpA Life Orb CAP24 Moonblast vs. 244 HP / 12 SpD Eviolite Chansey: 242-286 (34.4 - 40.7%) -- guaranteed 3HKO

Chansey can force us out without even thinking. Even if we're at +2 from Fiery Dance or Growth, the blob can switch in and force us out with Toxic, before outhealing our damage output.

60 HP / 130 Def / 145 SpD
Alright, defensive stats! I wanted a lower HP and higher defensive stats for a handful of reasons. Foremost, it's best to keep substitutes at a reasonable level, as to keep Chansey at bay. I then wanted a base that works well with Giga Drain (reasonably likely), Leech Seed (far less likely) and receiving Wishes. In exchange, things get slightly less recoil (this impacts the matchup with Pajantom, notably), become less good at passing wishes, and need decent investment to not be 3HKOd by Seismic Toss (160 HP)

I've gone relatively high on Physical Tankiness, but I think that the ability to invest against threats such as Kartana and Cawmodore makes having the higher physical bulk very worthwhile. And I don't agree with the logic that we need to be physically frail to let priority pick us off - major priority threats like Syclant, Mega Pinsir, Kitsunoh and Cawmodore already outspeed this spread, and Mega Scizor deals a hefty amount regardless.

Heatran:
252 SpA Heatran Magma Storm vs. 4 HP / 0 SpD CAP24 in Sun: 356-422 (135.8 - 161%) -- guaranteed OHKO
252 SpA Heatran Earth Power vs. 4 HP / 0 SpD CAP24: 36-42 (13.7 - 16%) -- possible 7HKO

252 SpA Heatran Magma Storm vs. 252 HP / 44+ SpD Assault Vest CAP24 in Sun: 212-252 (65.4 - 77.7%) -- guaranteed 2HKO after trapping damage
252 SpA Heatran Earth Power vs. 252 HP / 44+ SpD Assault Vest CAP24: 21-25 (6.4 - 7.7%) -- possibly the worst move ever

As previously mentioned, Heatran is tackled by not setting up it's Sun for it's SE STAB, and instead by Tracing Flash Fire. However, the spread is bulky enough that an Assault Vest (although obviously niche) is sufficient to withstand the blow and the following hit, whilst still outspeeding, allowing you to win the 1v1 if you come in clean or on an Earth Power.

Landorus-T:
-1 252 Atk Landorus-Therian Supersonic Skystrike (175 BP) vs. 136 HP / 252+ Def CAP24: 248-294 (84 - 99.6%) -- guaranteed 2HKO
-1 252 Atk Landorus-Therian Earthquake vs. 4 HP / 0 Def CAP24: 47-56 (17.9 - 21.3%) -- possible 5HKO

252 Atk Landorus-Therian Supersonic Skystrike (175 BP) vs. 4 HP / 0 Def CAP24: 494-584 (188.5 - 222.9%) -- guaranteed OHKO
252 Atk Landorus-Therian Earthquake vs. 4 HP / 0 Def CAP24: 71-84 (27 - 32%) -- guaranteed 4HKO

Alright, so the first calc is a little bit showboaty and not really that practical to run, but even at -1 being able to withstand Lando's SSSS with investment is a heck of an achievement (252/252 with +Spe or something unrelated gets close with 83.9 - 100%). Either way, as you can see from the other calcs, Lando really doesnt have much of a follow up if you manage to heal up from that with something like Giga Drain.

Tapu Bulu:
252+ Atk Choice Band Tapu Bulu Wood Hammer vs. 4 HP / 0 Def CAP24 in Grassy Terrain: 193-228 (73.6 - 87%) (22.6 - 26.7% recoil damage) -- guaranteed 2HKO after Grassy Terrain recovery
252+ Atk Choice Band Tapu Bulu Horn Leech vs. 4 HP / 0 Def CAP24 in Grassy Terrain: 120-142 (45.8 - 54.1%) -- 5.9% chance to 2HKO after Grassy Terrain recovery

252+ Atk Tapu Bulu Horn Leech vs. 4 HP / 0 Def CAP24 in Grassy Terrain: 80-95 (30.5 - 36.2%) -- guaranteed 4HKO after Grassy Terrain recovery
+2 252+ Atk Tapu Bulu Horn Leech vs. 4 HP / 0 Def CAP24 in Grassy Terrain: 161-189 (61.4 - 72.1%) -- guaranteed 2HKO after Grassy Terrain recovery

Gonna look at Band and Swords Dance Bulu briefly. Grassy Terrain makes switching into Banded Horn Leech fairly safe with the move almost always looking for a 3HKO, whilst the recoil from Banded Wood Hammer allows for Flamethrower to OHKO even outside of Sun after that damage is factored in.

On SD, Horn Leech damage is fairly insubstantial, and even if Bulu SDs as CAP24 switches in, we can break through it thanks to Bulu not investing in Bulk that much for such a set.

Tomohawk:
252+ SpA Life Orb Tomohawk Hurricane vs. 4 HP / 0 SpD CAP24: 343-406 (130.9 - 154.9%) -- guaranteed OHKO
0 SpA Tomohawk Air Slash vs. 4 HP / 0 SpD CAP24: 134-158 (51.1 - 60.3%) -- guaranteed 2HKO
252+ SpA Life Orb Tomohawk Focus Blast vs. 4 HP / 0 SpD CAP24: 94-109 (35.8 - 41.6%) -- guaranteed 3HKO
252+ SpA Life Orb Tomohawk Earth Power vs. 4 HP / 0 SpD CAP24: 47-55 (17.9 - 20.9%) -- possible 5HKO
252+ SpA Life Orb Tomohawk Nature Power vs. 4 HP / 0 SpD CAP24: 83-99 (31.6 - 37.7%) -- 90.3% chance to 3HKO

252+ SpA Life Orb Tomohawk Hurricane vs. 208 HP / 252+ SpD CAP24: 265-312 (84.6 - 99.6%) -- guaranteed 2HKO

Tomohawk does require a little bit of tailoring if you intend to be switching into it reliably, either requiring an Assault Vest, or being willing to gamble that Hurricane's Sun-Lowered Accuracy works in your favour. Still, it has a lot of moves which you can tap into to switch in against (Earth Power, Nature Power), so if you're willing to gamble on that, you can easily force it out.

Mega Mawile:
252+ Atk Huge Power Mawile-Mega Play Rough vs. 4 HP / 0 Def CAP24: 222-262 (84.7 - 100%) -- 6.3% chance to OHKO
252+ Atk Huge Power Mawile-Mega Sucker Punch vs. 4 HP / 0 Def CAP24: 57-68 (21.7 - 25.9%) -- 3% chance to 4HKO

252+ Atk Huge Power Mawile-Mega Play Rough vs. 252 HP / 0 Def CAP24: 222-262 (68.5 - 80.8%) -- guaranteed 2HKO
252+ Atk Huge Power Mawile-Mega Sucker Punch vs. 252 HP / 0 Def CAP24: 57-68 (17.5 - 20.9%) -- possible 5HKO

Mawile gets chased out by Flamethrower already, however we can't reliably switch into Mawile unless we toss some investment in there. Max HP is sufficient to usually avoid the KO (252/24 for 100% success rate) from Play Rough into Sucker Punch (Assuming max HP mind, so it's desirable to not switch into a Play Rough).

Cawmodore
252 Atk Cawmodore Acrobatics (55 BP) vs. 0 HP / 0 Def CAP24: 116-138 (44.4 - 52.8%) -- 16% chance to 2HKO
252 Atk Cawmodore Bullet Punch vs. 0 HP / 0 Def CAP24: 84-102 (32.1 - 39%) -- 96.7% chance to 3HKO

+6 252 Atk Cawmodore Bullet Punch vs. 0 HP / 0 Def CAP24: 330-390 (126.4 - 149.4%) -- guaranteed OHKO
+6 252 Atk Cawmodore Bullet Punch vs. 252 HP / 252+ Def CAP24: 248-294 (76.5 - 90.7%) -- guaranteed 2HKO
+6 252 Atk Cawmodore Acrobatics (110 BP) vs. 252 HP / 252+ Def CAP24: 678-800 (209.2 - 246.9%) -- guaranteed OHKO

Physical Bulk means that that we can tackle Cawmodore pre-drum, even being able to realistically switch in and force out, but not post-drum (what does???)

Greninja-Ash:
252 SpA Choice Specs Greninja-Ash Hydro Pump vs. 4 HP / 0 SpD CAP24: 110-130 (41.9 - 49.6%) -- guaranteed 3HKO
252 SpA Choice Specs Greninja-Ash Dark Pulse vs. 4 HP / 0 SpD CAP24: 80-95 (30.5 - 36.2%) -- 53.1% chance to 3HKO
252 SpA Choice Specs Greninja Hydro Pump vs. 4 HP / 0 SpD CAP24: 83-98 (31.6 - 37.4%) -- 86.5% chance to 3HKO

Post-BB Greninja isn't a threat. Pre-BB, Greninja really isn't a threat. Either way, both get OHKOd and outhealed by Giga Drain.

Kartana:
252 Atk Kartana Smart Strike vs. 4 HP / 0 Def CAP24: 236-278 (90 - 106.1%) -- 37.5% chance to OHKO
252 Atk Kartana Smart Strike vs. 252 HP / 0 Def CAP24: 236-278 (72.8 - 85.8%) -- guaranteed 2HKO
+1 252 Atk Kartana Leaf Blade vs. 0 HP / 0 Def CAP24: 113-133 (43.2 - 50.9%) -- 4.7% chance to 2HKO
+1 252 Atk Kartana Sacred Sword vs. 0 HP / 0 Def CAP24: 75-89 (28.7 - 34%) -- 2.1% chance to 3HKO

Smart Strike can be invested against without issue, and the Scarf Set can be revenge killed if it's locked outside of Smart Strike.

Marowak-Alola
252+ Atk Thick Club Marowak-Alola Flare Blitz vs. 252 HP / 252+ Def CAP24: 372-440 (114.8 - 135.8%) -- guaranteed OHKO
252+ Atk Marowak-Alola Flare Blitz vs. 252 HP / 0 Def CAP24: 248-294 (76.5 - 90.7%) -- guaranteed 2HKO

Thick Club is daft. As mentioned before, Marowak-A is very difficult for us to tackle without something like Earth Power or Knock Off, since it is otherwise prone to OHKOing us without blinking.

Celesteela
0 Atk Celesteela Magnet Bomb vs. 252 HP / 0 Def CAP24: 104-126 (32 - 38.8%) -- 97.9% chance to 3HKO
0 SpA Celesteela Flamethrower vs. 252 HP / 0 SpD CAP24: 100-118 (30.8 - 36.4%) -- 56.5% chance to 3HKO

0 Atk Celesteela Magnet Bomb vs. 0 HP / 0 Def CAP24: 104-126 (39.8 - 48.2%) -- guaranteed 3HKO

Celesteela is one of the biger targets for us, and something that we can switch in upon very easily, and 2HKO in response. 60 BAP on Heavy Slam (Magnet Bomb) is primarily because 40 BAP simply isn't needed
Venusaur-Mega
0 SpA Venusaur-Mega Sludge Bomb vs. 252 HP / 252+ SpD CAP24: 256-304 (79 - 93.8%) -- guaranteed 2HKO
0 SpA Venusaur-Mega Sludge Bomb vs. 252 HP / 0 SpD CAP24: 336-396 (103.7 - 122.2%) -- guaranteed OHKO

252/252+ isn't exactly what I'd expect to see as common on CAP24, but it's hardly able to tackle Venusaur. Max HP does, however, and it still gets broken into two.

Charizard Mega-Y
252 SpA Charizard-Mega-Y Flamethrower vs. 252 HP / 252+ SpD CAP24 in Sun: 284-336 (87.6 - 103.7%) -- 25% chance to OHKO
252 SpA Charizard-Mega-Y Flamethrower vs. 252 HP / 0 SpD CAP24 in Sun: 372-440 (114.8 - 135.8%) -- guaranteed OHKO

As above, KOs what I'd expect to see, and still devastating to even max bulk sets.

Pyroak (Sun)
0 SpA Pyroak Lava Plume vs. 0 HP / 0 SpD CAP24 in Sun: 182-216 (69.7 - 82.7%) -- guaranteed 2HKO
0 SpA Pyroak Lava Plume vs. 252 HP / 0 SpD CAP24 in Sun: 182-216 (56.1 - 66.6%) -- guaranteed 2HKO
0 SpA Pyroak Lava Plume vs. 252 HP / 252+ SpD CAP24 in Sun: 138-164 (42.5 - 50.6%) -- 1.6% chance to 2HKO

Pyroak is definitely the shakiest of our counters, but it's still 2HKOing us cleanly unless CAP24 makes huge investments in SpD.
Fire Types
252 SpA Blacephalon Fire Blast vs. 252 HP / 252+ SpD CAP24 in Sun: 336-396 (103.7 - 122.2%) -- guaranteed OHKO
252 SpA Victini Searing Shot vs. 252 HP / 252+ SpD CAP24 in Sun: 228-270 (70.3 - 83.3%) -- guaranteed 2HKO
252 SpA Victini Searing Shot vs. 4 HP / 0 SpD CAP24 in Sun: 300-354 (114.5 - 135.1%) -- guaranteed OHKO

252 SpA Victini Searing Shot vs. 4 HP / 0 SpD CAP24: 200-236 (76.3 - 90%) -- guaranteed 2HKO
252 SpA Blacephalon Fire Blast vs. 4 HP / 0 SpD CAP24: 290-344 (110.6 - 131.2%) -- guaranteed OHKO
252 SpA Volcarona Fire Blast vs. 4 HP / 0 SpD CAP24: 270-318 (103 - 121.3%) -- guaranteed OHKO

Fire Types are able to easily beat us down regardless of the Weather.

Steel Types
0 Atk Magearna Iron Head vs. 4 HP / 0 Def CAP24: 134-158 (51.1 - 60.3%) -- guaranteed 2HKO
252 Atk Life Orb Excadrill Iron Head vs. 4 HP / 0 Def CAP24: 281-330 (107.2 - 125.9%) -- guaranteed OHKO
252 Atk Mold Breaker Excadrill Iron Head vs. 4 HP / 0 Def CAP24: 216-254 (82.4 - 96.9%) -- guaranteed 2HKO
64+ Atk Technician Scizor-Mega Bullet Punch vs. 4 HP / 0 Def CAP24: 168-200 (64.1 - 76.3%) -- guaranteed 2HKO

252 Atk Mold Breaker Excadrill Iron Head vs. 252 HP / 252+ Def CAP24: 162-192 (50 - 59.2%) -- guaranteed 2HKO

Common Steel Types are able to threaten us fairly well. Scarf Exca always 2HKOs us, and when we're uninvested it only takes minor amounts of residual damage for CAP24 to be KOed.

Poison Types
0 SpA Mollux Sludge Bomb vs. 252 HP / 4 SpD CAP24: 352-420 (108.6 - 129.6%) -- guaranteed OHKO
252 Atk Crucibelle Gunk Shot vs. 252 HP / 252+ Def CAP24: 408-484 (125.9 - 149.3%) -- guaranteed OHKO

It's 4x SE, it's going to KO us, and unless we grab Earth Power we've not got the relevant BAP to handle these threats (And even then, the only Poison threat that we outspeed that's relevant is Mollux, who takes 85.7-101.5% on Earth power, KOing 1/8th of the time).

Other Threats
252+ Atk Hawlucha Acrobatics (110 BP) vs. 252 HP / 252+ Def CAP24: 186-222 (57.4 - 68.5%) -- guaranteed 2HKO
252+ Atk Hawlucha Acrobatics (110 BP) vs. 252 HP / 0 Def CAP24: 252-296 (77.7 - 91.3%) -- guaranteed 2HKO
252+ Atk Hawlucha Acrobatics (110 BP) vs. 4 HP / 0 Def CAP24: 252-296 (96.1 - 112.9%) -- guaranteed OHKO after Stealth Rock
+2 252+ Atk Hawlucha Acrobatics (110 BP) vs. 252 HP / 0+ Def CAP24: 452-534 (139.5 - 164.8%) -- guaranteed OHKO

Hawlucha easily outspeeds us once Electric Seed comes into play, and is a threat that we can't reliably tackle unless we have a free switch in - and if it Swords Dances up, then we really can't handle it.

252 SpA Alakazam-Mega Psychic vs. 4 HP / 0 SpD CAP24: 135-159 (51.5 - 60.6%) -- guaranteed 2HKO after Stealth Rock

Mega Alakazam 2HKOs us. We 2HKO back... but Mega Zam is faster. A lot faster.

53 Atk / 600 BST
53 Atk is a rounding stat (although if you bring it up to 60 we're still within 325 BST). Regardless, I don't believe there's any particular demand for CAP24 to be running anything physical - Solar Blade is mediocre, and relying on grabbing a Growth boost (and thus setting the SpA lower for Growth usage to not barrel out of control) seems likely to simply just hurt the Trace sets.

600 BST shouldn't present any problem - the reason it's that high is just a matter of my preference for a Lower HP and two higher Def/SpD stats (You can get a practically identical set around the 580 BST mark if you punt HP higher in comparison to the defensive stats)
