Frisk sounds like a good idea. I'd stay away from Magic Guard, Levitate and Trace, just think what that could do to the metagame. It screams Uber (of course that depends on its stats and movepool.)

This fits the scout description pretty well, without being completely cheap. You could keep switching this thing in and out to learn the majority of the foes moves, but the fact is completely random means you could learn the same moves every time if you've got bad luck.
