I've never been a fan of the high power moves, so I left FB and Hydro Pump unallowed. Flamethrower and Surf are fine. Heat Wave is just a lesser Fire Blast and Overheat would be as good with Draco Meteor. The Fighting moves are no's, unless we want Cresselia to be our only surefire counter.

Fire Blast and Flamethrower are the best two Fire moves in the game, and I don't really support them on strong special attackers that aren't fire type (see Zapdos). Heat Wave is a more balanced level of power, probably acceptable for this Pokemon (again, see Zapdos), and Overheat is more or less a worse Fireblast, so it is similarly OK.
Similarly, Hydro Pump is probably too good of a Water Move for this Pokemon, and it doesn't really need the Water type for coverage on too much in the first place. Surf is a more acceptable power level, though is still pretty strong.
Fighting Type moves are alright as long as they are just these. They can give it an option so it's not 100% walled by Blissey/Snorlax/Tyranitar, but it's going to require prediction and a decent EV investment and probably item choice.
Earthquake's not going to do too much on something with such bad Physical stats, so why exclude it?
Vacuum Wave gives it an interesting possibility on a stat-up set and seems all-around useful, so it's in.
