Small Note: if there is a pokemon made for luring then people will know it is a lure and therefore, it will lose the element of surprise and not be an effective lure. Am I not correct?

Stop the Secondary. It is truly a great concept, and it will be interesting to see what a Pokemon that can potentially stop Stealth Rock will do to the metagame.
