Darmanitan can threaten any Steel-type while also pivoting out of bulky Water-types like Milotic and Suicune, both of which Celebi can deal with. Steelix and Flygon also deal with the aforementioned Steel-types while also appreciating Celebi's Water resistance. Seeing how susceptible to Flying-types Celebi is, Stakataka and Diancie can help deal with the likes of Crobat, Noivern, and Talonflame.

As this set struggles versus Steel-types, teammates that can break past them are important. Mienshao can threaten any Steel-type while also pivoting out of Psychic-types like Gardevoir Reuniclus and Necrozma, both of which Celebi can deal with.

Specs Gardevoir 2HKOes Celebi and Scarf can cripple it with Trick. The whole Mienshao mention might have to be replaced, as it could be banned before August 10th. You could go with something like Flygon > Mienshao, or like Darm > Shao ig, and then bulky Water-types > Psychic-types.

Steelix and Flygon also deal with the aforementioned Steels and resist U-turn, while also appreciating Celebi's Water resistance.

The sentence makes it sound like Flygon also resists U-turn when it's only Steelix.
