According to this analysis, all sets:
LO 15 Atk vs 18 Def & 26 HP (100 Base Power): 24 - 30 (92.31% - 115.38%) - Average of 26 damage OHKO
But that could be remedied on the Restalk set with max HP or more defense, although I'm not sure if the other EVs are a necessity. You would have to assume no hazards or Hail/SS or prior damage, which is pretty unlikely so it probably isn't worth it anyway.
I think he meant the choice set 'cause is the only one where chinchou can't change to water-type attacks
To be honest, Diglett can't switch in on any set due to fear of a Water-type move. Diglett isn't that common anyways, so while it should get a mention in the Counters section, I don't think it's that big of a deal.

Volt Switch shouldn't be an option on the ResTalk set, really the last thing you want to do is accidentally switch out right before you wake up. I know it already got through QC but that should be changed
