Just a quick question: why have knock off when payback would be better to take advantage of muk's low speed stat(unless its for items).But other than that, i see no issue with the moveset.

HP Ice is mostly used in OU as far as I know. In doubles, it's a lot less common, HP Fire is usually preferred to hit both Kartana and Ferrothorn (hidden power is a relatively rare move to run on Koko overall though, except maybe on choiced sets). However, in the VGC19 format in particular, HP Water is the one you'd want (especially on a modest one), to hit Primal Groudon when paired with Kyogre or Rayquaza. That's a very niche pick though since it's not likely to be relevant in future formats (maybe in VGC 2022? who knows lol).
So in short, I'd go was Fire, unless you want to use it singles too, in which case Ice is probably better!

Yeah, soft-resetting for the nature and HP Fire sounds like it could be really long and painful D: Good luck! You can always settle for HP Ice - or no hidden power really, Modest Koko rarely runs hidden power anyway!

Knock Off is used over Payback for a few reasons:
- Getting rid of items is invaluable (this alone would probably be enough to justify it)
- In Trick Room, Muk is likely to move before the opponent, and not get the additional damage of Payback
- Opponents won't necessarily attack Muk - they could use set up moves and take advantage of the fact Payback is doing lower damage to them
- Since this is for doubles, there's also a good chance the opponents will attack Muk's partner instead at any point, again not getting the damage boost
