Psychic OHKOs it easily. Clearly it's an easy win if there aren't switches. If you want to switch in with Abra, the sash will make sure that he lives. Even if the Sludge Wave poisons Abra, Magic Guard kicks in and suffers no damage from it. If the opponents wants to predict the switch and throw the Icy Wind to lower the speed and then finish it with another move, Abra is still faster.

240 SpA Abra Psychic vs. 116 HP / 0 SpD Skrelp: 32-42 (139.1 - 182.6%) -- guaranteed OHKO
19*0.67 = 12.73 > 11 Spe (EV 196 Spe Skrelp). Even a Modest Abra would be faster.

The EVs were wrong in the original post, skrelp hits 12 speed. abra's speed at -1 is also 12 meaning it has to risk a speed tie, so it's not a counter

OK I'm really damn sure that 200 Spe neutral Skrelp hits 12 speed, which would mean that after an Icy Wind, Skrelp and Abra speed tie. So basically there's a 50% chance that Abra outspeeds Skrelp, and given that Abra can't survive a single attack from Skrelp, Abra is not a counter to Skrelp.

Look at this jolly little thing. It eats anything Skrelp bothers to throw at it (besides T bolt but not relevant) for breakfast. This special behemoth even enjoys some of Skrelp's attacks. Mantyke will nonchalantly rest in Skrelp's face too making it never die. And while it sleeps, it will burn and flinch Skrelp to death or whatever else they send in once Skrelp cowers in fear back into its pokeball.
