Well the text from the image is pretty clear on the fact there'll be returning Tutors as well as newonesInteresting, this is what the January Direct said ("Tutor Moves - including all-new moves").
Feel like TRs basically take the spot of the traditional third version Move Tutors, which is probably why we got brand new move tutors in their stead. The Expansion Pass is basically a replacement for Third Versions of old, so that would naturally include everything Third Versions typically added -- including Move Tutors.
Still, there is notable competitive moves missing from TRs, as well as missing a "reliable" way to get TRs other than trying to get lucky with raids or the sellers.Feel like TRs basically take the spot of the traditional third version Move Tutors, which is probably why we got brand new move tutors in their stead.
My thoughts on the missing notable moves is its gamefreak hamhandidly forcing competitive change. Just seems notable at just how many former, important Tutors became TRs as well as the surprising amount of moves that suddenly became a TR to begin with, like Close Combat & Play Rough.Still, there is notable competitive moves missing from TRs, as well as missing a "reliable" way to get TRs other than trying to get lucky with raids or the sellers.
In USUM we had a total of 67 tutor moves, the most out of any previous game. Could we have more than that in the DLC or less. There were some tutor moves that are now scrapped moves altogether (Snatch, Telekinesis), so they could put old moves that were never tutor moves in the list. Or we could get returning tutor moves from past generations in this game (Sucker Punch, Vacuum Wave). Given we have 100 TMs and 100 TRs, what if we get 100 tutor moves LOLMy thoughts on the missing notable moves is its gamefreak hamhandidly forcing competitive change. Role Play
Water Pulse
Aqua Tail

Dual Chop
Knock Off
Of these I'd say the most notable is probably...Knock Off, Defog, Aqua Tail (which vould've been reevaluted as redundant with Liquidation this gen after doubling up last gen) and Tail Wind. Maybe Pain Split too.
and hell let's look at TMs too

Flame Charge
Echoed Voice
Charge Beam

Again of these I think the only real notable ones are Toxic, Explosion (notably, Self Destruct is a TM again), Roost..maybe Roar & Dragon Tail?
I dunno just the lack of certain usual staples does not lend enough to there being even more move tutors awaiting. There's honestly not that many
I also bet gamefreak sees the unreliable way as a feature, not a bug. They want you to be doing raids. Forever. Hell they still want you to do raids, you may be able to find Ore through other methods but they went out of their way to list Max Raids first and foremost.
of all possible movesComparing the old and new move list, one move had been restored. The descriptions:
Old: Kinesis This move can’t be used. It’s recommended that this move is forgotten. Once forgotten, this move can’t be remembered.
New: Kinesis The user distracts the target by bending a spoon. This lowers the target’s accuracy.
Not with Slush Rush sadly...For some reason, Alolan Sandslash doesn't learn Ice Shard, even though it can get it in LGPE. Guess I'll have to transfer. Anyway it's finally legal.
There's a new NPC that allows you to make any pokemon legal, but it will reset their moveset (so no sneaking Ice Shard Slush Rush Sandslash-A)Not with Slush Rush sadly...
