Though I'm not lolk/council I can answer your question. Soul dew is currently unavailable in XY and thus it is unusable in all tiers including ubers. So no it won't be used.

Lolk did mention in the first post that only ubers discussed in the suspect thread would be unbanned in turn which is limited to gira-o and lugiass.

100% flinch > lugiass/gira though

Really though guys just pick doubles ubers, not custom. Custom gives you a bunch if debug messages and things like that which will be really annoying when you're battling.
