Smeargle's stats suck so bad that broken abilities are kinda irrelevant. The only Smeargle fusion we have, Smeargle+Silvally, is a cool concept that can get STAB on any type, with an overpowered ability that increases the power of ALL moves by 1.5x. It's still garbage in practice because lol 57 Attack. It gets outdamaged by, and is less bulky and slower than the Silvally+Victini fusion.
The only way to make a Smeargle fusion broken is to fuse it with an incredibly fast mon and give it a very good defensive ability. Even then it faces competition from hazard setters like Galvantulys and sleep-inducing-move users like Dark Hunter that actually do damage.

That's not how it works. Rotom is genderless, meaning the fusion is DNA, so the fusion stat boosts must be +40 overall, with no more than +20 to any stat. (Ability doesn't influence the boosts unless the fusion is Parent.)
