Closing voting slightly early because there's less than half an hour left and potential new votes will most likely not be enough to sway the outcome.

All submissions except for two received over 60% of the votes (ignoring self-votes). The other two received under 40% so there is a very clear divide. These two submissions are Sandslash (gastlies) and Rapidash (THE_CHUNGLER). As a result, we are implementing all submissions except these two.

The first slate will be focusing on making bad moves better! This slate aims to buff weak Moves in RBY to make Pokemon have more unique and diverse movepools.


Submission Instructions
  • You are allowed to propose a buff for up to three (3) Moves
  • There is no reason to buff moves that are already good. This includes:
    • Obvious good moves like Body Slam
    • Good moves that are restricted to bad Pokemon like Crabhammer
    • Moves that seem weak but good Pokemon can run effectively, such as Mega Drain on Exeggutor
  • The changes to the move must also make sense based on the move name and learnset. For example, making waterfall a Fire-type move doesn't make a a lot of sense.
  • If you think something might be broken or too good, there is no harm in posting it! We will let you know if the move is too good to be buffed. Unlike for Pokemon where we can draw a clear cutoff on viability rankings, moves will be treated on a case-by-case basis.
  • The council will make sure that buffs don't make Pokemon broken or upend the metagame

No hard deadline on submissions, probably somewhere around a week, and a 24 hour warning will be given in advance.

Description: Right now Mist is ass because it only shields you from moves whose primary effect is to drop stats, such as Leer. In its current state it does NOT shield you from things such as the Special drop from Psychic. This buff to Mist can allow some funny interactions such as Lapras/Articuno rest looping Exeggutor/Starmie lacking Thunderbolt, as they can no longer drop special with Psychic.

Move Name: Hyper Fang

Description: A move exclusive to the rat becomes buffed to be better than slash. This hopefully makes rat an alternative to persian. It is stronger, notably securing the Lax 3hko and Starmie 2hko, but is slower, notably being outsped by Tauros and Zapdos, and no longer tying Starmie.

New Effect: Entire move happens in one turn (so basically a weaker Earthquake)
Description: Currently, Dig is banned from all RBY tiers due to the FP on Dig glitch where you can be invincible forever if you FP on the second turn of Dig. Changing Dig to "weak earthquake" effectively unbans this move which lets Pokemon such as Arcanine, Raticate, Primeape, and the newly-buffed Flareon some Ground-type coverage.

Description: GSC wing attack. This is relevant for Aerodactyl, Golbat, Pidgeot, and Scyther, who all lack usable flying STAB and are bad. Would need to be careful with Aerodactyl because they've already been buffed a lot in the last slate (not worried about Golbat).

Description: GSC karate chop but with RBY crit mechanics. This is relevant for Primeape and Machamp, as this becomes their new best fighting STAB. This move could also later be given to Electabuzz and Magmar, who learn it in later gens.

Move Name: Dragon Rage
New Type: Dragon
New Base Power: 75

New Effect: 30% chance to paralyze
Description: Like GSC's dragon breath, but a bit stronger. This gives Dragonite an actual STAB move, and gives Aerodactyl, Arcanine, Charizard, Gyarados, and Lapras another way to spread paralysis. I put it at 75 power so it's high enough to compete with body slam on Dragonite, but it might need adjusting. Dragon type attacks are unresisted, but I think it's kept in check by the number of specially bulky mons in OU and the fact that most the mons that learn it are physical attackers.

Bubblebeam currently has a 33% speed drop chance, let’s bump that all the way up to guaranteed. It’s still a weak move, much weaker than surf, but gives an alternate form of speed control that works with paralysis. Bubblebeam has very wide distribution so the buff shouldn’t be too strong, and it often won’t be worth a moveslot. But now surf lax can use Bubblebeam instead to speed drop rhydon or reapply paralysis speed drop to starmie.

Description: Toxic is nigh unused in rby despite universal distribution, mainly because what the hell am I using toxic for when I can use twave? OU is still a fairly bulky meta though, so maybe if toxic was guaranteed to land it would see some usage. Specifically on zapdos to make the rhydon matchup less
miserable, so I also allowed toxic to work like twave in that it bypasses substitutes. Whether that’s something we WANT might be another question.

Vaporeon probably wouldn’t be very powerful with this, but I could see Nidoking being quite strong with paralysis support. However it’s still very weak to psychics

Description: Given the RBY same type status effect bonus interaction (aka why normals are immune to paraslam), a move like this could potentially be interesting in the meta as something to build with in the future (and makes the new Ninetales very interesting with sleep+para). It's a guaranteed paralyze against all non-Fires. Fires being able to spread their own para also lets them not worry as much about Fire Blast burns (which is much worse than getting a para).

Description: Along the same veins as the above, and because RBY mods like to buff Poisons by making them not poisons, this is a buff to encourage them to stay poisons, since they would be immune to sleep from this move. Tentacruel becomes a very powerful sleeper due to its speed, though it still ends up struggling vs Gengar (since it's immune to the sleep effect).

I have two proposals for Sonic Boom:

Move Name: Sonic Boom
New Type: Normal

Description: Something I've been thinking about for a while. Right now, the users of Sonic Boom are Electrode and Magneton. Both would gain the ability to chip away at grass/ground/electric types more effectively, but Magneton would be happy about the speed boost. Maybe a Pokemon like Pidgeot could gain from having this move later down the line--looks like a fast bird that could somehow produce a Sonic Boom, but actually is not all that fast in terms of stats.

Description: I just thought of this alternative due to the Focus Energy veto seen above. This would effectively give Electrode and Magneton, but not Jolteon, a functioning Focus Energy, along with the chip damage mentioned above. Not sure what could get this in the future, maybe like a Hitmonchan or something (their fists could probably make "sonic booms" right?!).


Also notable for both proposals: Sonic Boom's original accuracy was 90%! Who knew?

Description:
Aurora Beam is the Ice move with most PPs, 32. However, 65 power is pathetically weak, so none of the 3 Mons that learns the move ever uses it. With the guaranteed Attack nerf (except vs Ice Mons) and the power dependant on user's base HP, this move is much better now...except on one of the users:
Cloyster: The move has just 50 power for Cloyster, since that is its HP. Since Cloyster has already massive Defense, its better at using the 95 power Ice Beam or the 120 power Blizzard, except on some very stally teams.
Dewgong: 90 power for Dewgong, comparable to Ice Beam, but with double the PPs. Dewgong is not a bad Mon, just massively outclassed by both Cloyster and Lapras. With Aurora Beam + Rest, Dewgong can stand up to physical attackers like Snorlax and Tauros, while doing respectable damage with 95 HP. The lack of a single Stat over 100 will still prevent Dewgong from being too common.
Vaporeon: 130 power means that Aurora Beam is clearly better than Blizzard, even though it doesn,t have STAB. Currently, the very rare Vaporeons in OU usually run Acid Armor or Reflect to try to wall physical Mons, with Aurora Beam it becomes a lot less passive (especially if we consider 110 Special), though the Rest turns can still be taken advantage of by opponents.

Basically, what Leech Life is in modern Gens. The are 3 Pokemon that learn it in RBY, all very bad:
Golbat: Another attacking option for a buffed Mon that is still terrible.
Venomoth: No Exeggutor, Jynx or Alakazam is ever switching again on this moth after it has slept something. Venomoth still has just 65 Attack and a Poison typing to keep it in check.
Parasect: The best Leech Life user. It learns Spore and SD, so vs a paralyzed team it can be a powerful win condition. However, it still has 6 weaknesses, including 3 x4 ones.

Move Name: Waterfall

Description:
Did you know that Waterfall is a Gen 1 move? Can,t blame you if you didn,t since only Seaking learns it and has no reason to use it over Surf (it doesn,t even have the flinch effect in RBY). Why did they create a signature move that is 100% useless and outclassed is beyond my compresion. Not anymore, though. Trascending 3 Generations, Waterfall now is the only physical move from a special type. Its also buffed in power and since Seaking received Sword Dance in the last slate, it can now be a menace with perfect Normal + Water combo coming from 92 Attack.

Description: I had a look at Disable and noticed how dire of a state it's in so I thought of this idea. It should give it some utility by potentially disabling a healing move or specific endgames but not necessarily a main pick for the mons who do get it. Shortened to 3 instead of 7 because wow thats a long time.

We feel like this deviates too much from RBY and Pokemon fundamentals to add to the mod. There is no move that acts like this even in later generations, so unfortunately it will be vetoed.

Description: This is the only meta without a pivoting move and this is functionally like dry pass. Since I'm on the 'normal paraslam' train right now, I added the Psychic pivot blocking as a reference (call it an RBY mechanic glitch) and to give Psychics some extra value in a meta that surely will add some tools to hurt them down the road. I'm also interested in how a pivot move will work in RBY given the lack of passive healing and hazards.

We also feel pivot moves will throw the metagame out of balance, especially considering how many good Pokemon learn the move. Chansey being able to teleport out of opposing paralyzed Chansey to give something like snorlax a completely safe entry seems to metagame-warping, for example.

I am 1984. We are going to veto this. 100% accurate partial trapping on a mon with base 100 Base Speed is too much, even when doing 0 damage. Tentacruel might become a sleeper as well (acid).

Mist (gastlies). Still kinda useless, but better than before.
Hyper Fang (gastlies). I like Raticate, its similar to Tauros lead, but without being Tauros. If it stats critting, it can do a lot of damage in early game...
Dig (gastlies). Especially if Raticate can now kill Gengar.
Wing Attack (MinorBug). Unsurprising to see a guy with Scyther in the avatar submitting this. But hey, the goal of every RBY Pet Mod is making Aerodactyl dominant and this is a step in the right direction.
Karate Chop (MinorBug). Good fight move.
Dragon Rage (MinorBug). Oh, a buff to the premier wrapper. I approve.
Bonemerang (PHB11677). This doesn,t solve Marowak, who will continue being the worst Ground type. But well, it doesn,t hurt.
Bubblebeam (THE_CHUNGLER). Had to choose between this and Bubble. I like Nuzzle in modern Gens, but overall, Bubble was way too weak. This is another tool for the buffed Wigglytuff.
Toxic (THE_CHUNGLER). Yep, buffing this status is good.
Roar (Ema Skye). Oh, look, Nuzzle! Arcanine and Ninetales are 2 Mons I like, so they are welcome to the yellow magic club.
Acid (Ema Skye). Big buff for Victreebel, Tentacruel and Arbok, who can be even more annoying Wrappers (goated strat) now.
Sonic Boom (crit rate). I like big booms that bypass Reflect.
Leech Life (Eeveeto). Own submission.
Waterfall (Eeveeto). Own submission.
Sludge (TG2513). To be fair, I am not a fan of removing the poison chance. A good player should be able to make work a status considered bad, combining it with Wrap or Stalling tactics works. However, I like both Weezing and Muk becoming more powerful.
