You will have 72 hours to submit the competitively useful moves for this Pokémon. This does not include useless moves that exist for flavor. Some guidelines:
Keep in mind what moves are available by TM and HM in RBY; anything that isn’t will have to be gotten by level up or “event,” so try to make sure the moves you give it can be justified in some way, even if it’s a little bit of a stretch.
As before, keep the intended power level in mind here - this should be a Pokemon that is too strong for OU, and preferably not so broken that Ubers would have to suspect it.
A signature move can be added here, but must conform to RBY mechanics and effects and should not be the only thing this mon has going for it.

this is literally a ghost-type japanese blizzard. On half the tier you are firing off an effective 180 base power move from 134 base attack with a 30% ohko chance, but on the other half of the tier you are dealing zero damage.
As with gastlies' concept I avoided Electric moves for this because then its unwallable and forces Mewtwo/Mew to eat Blizzards and risk instantly losing the game to crits or freezes (plus it's faster than Mew and Zapdos already and hard for Tauros or such to do much damage to), and I skipped Recover/Amnesia for similar issues of just being able to sit and freeze fish, because being a Ghost-type removes most of the danger from physical attackers, except ones that get OHKOed by Ice moves anyway. Gave it Confuse Ray because Ghost-types tend to have that and it's annoying as shit, Light Screen is kind of flavor but has enough of a competitive niche that I put it in here just in case. Honestly can't think of anything interesting to give it that doesn't break the tier in half - even non-STAB Mega Drain feels too strong for it to have, Twave feels too busted even for Ubers to me, even giving it something like Leer means it breaks past Starmie eventually (and Cloyster already isn't going to tank Psychic that well).
Signature move is probably not viable but vs non-Normal/Psychic-types its a 134 Attack STAB 90BP move that also heals it, which is roughly a 4HKO roll on things like Rhydon or Cloyster with a slight heal. Of course, when you have broken Ice STAB that hits everything harder, this is probably not going to come up much, but it might be a funny tech to steal a bit of health when the opponent tries to sacrifice a mon, and it hits Jolteon pretty hard I guess.
You will have 72 hours to name the mon and (if you want) come up with art for it. The art can be either a concept or a picture/sprite. You can submit just a name, just art, or both if you want. If the winning submission is one that submits both, we will immediately move on. If the winning submission is just a name or just art, then we will have a second round for the part that's missing.
Last part! You will have 72 hours to submit the remaining flavor for this Pokemon. This means: Pokedex entries, Height, Weight, usually useless moves, and its learnset (what levels or methods it learns the moves it gets, both the viable moves and the useless ones). This is basically filling out the rest of the Pokemon's lore and non-battle relevant stuff! Have fun!

i feel like i missed some stuff with the learnset, the "Resentful Pokemon" could also be improved i think and the dex entries may be a bit iffy but here
