It's Semi-sandstorm because it's not immediately setting up Sandstorm.

Mew is UU? Holy shit, it is. Well, I've always used Mew as a Special Sweeper, and normally a secondary Baton Passer. However, I don't have much to pass to on this team, so the point is moot and I added Aura Sphere instead to take care of Weaviles that happen to be unlock enough not to outspeed it.

Komachi ~ Hippopotas @ Evolite
Ability: Sand Stream
EVs: 252 HP/92 Atk/164 Def
Nature: Relaxed
- Stealth Rock
- Yawn
- Slack Off
- Earthquake
Guess what this is for, guys. I dare you. It's totally not for setting up a layer of Stealth Rock and Sandstorm. Yawn is a good choice for a tight spot, like if something is about to 2-3HKO Hippopotas- Sleep to soften it up for another Pokemon. If it lives long enough for the sleep to take effect while it's still out, that's where Slack Off and Earthquake come it. I'll Slack Off, finish setting up Stealth Rock, and Earthquake away.

Okay, seriously. Why are all the good Pokemon UU. Personally, I /Really/ like Stoutland. It's very bulky, scoring well in all stats but Special Attack. I use one on my in game team, and that thing was used so much that while the rest of my team was around level 25, it was level 43. Since it's a Normal type, it can take an Ice-type move and live. Fire Fang puts a dent in an Ice Type's defenses. It's Sand Rush ability is even more helpful, doubling it's speed in Sandstorm. This allows it to outspeed a lot more than it could normally with 80 Base Speed, especially Ice Types. i like how it wiggles it's ears, that's adorable

Yuuka ~ Cradily @ Chesto Berry
Ability: Suction Cups
EVs: 252 HP/252 SpDef/4 Atk
Nature: Careful

- Rock Slide
It's everybody's friend Cradily, replacing my Shaymin! Like most of my team, Cradily is a bulky, powerful grass type designed to take out other Sandstorm teams or Rain teams. Rock Slide surprises an unsuspecting pure Ice-type that's been sent out against it. Curse, as you know, is a must on Cradily. Rest is just the same. A similar story with Seed Bomb- It needs to be able to take out Milotic, Quagsire, and the like.

Nitori ~ Quagsire @ Leftovers
Ability: Water Absorb
EVs: 252 HP/252 Def/4 Atk
Nature: Impish
- Rock Slide
- Recover
- Waterfall
- Toxic
Quagsire here is fun. He stands up to Ice-types like they were no thing. And then he rock slides them into nothing. And then he just recovers off the damage and moves on to the next, Toxic-ing your Chansey all the while. it also wants a hug

Tenshi ~ Flygon @ Choice Scarf
Ability: Levitate
EVs: 252 Atk/252 Spe/4 SpDef
Nature: Jolly

- Outrage
- Crunch
- Stone Edge
And then, a Flygon. We all know everybody loves Flygon. As you can guess, every sandstorm team has to have a Flygon on it. It takes out Dragons, it takes out Flying types, it takes out Ghosts and Psychics, and it carries a STABed Earthquake.
Everyone loves Flygon. But no one loves Tenshi.
 
A few things:

First of all, I would run U-turn over Crunch for Flygon. STAB Outrage outdamages a SE Crunch, and a STAB Earthquake is roughly as powerful (160 BP vs 150 BP). U-turn also allows you to scout and gives you a bit more leeway for mistakes. The most common Psychics are Victini (who is flatten by EQ), Slowbro (who Flygon shouldn't take on), Wobbuffet (U-turn is nifty to escape Shadow Tag), and Mew (Crunch may help here, but there are very few viable Steel-types in UU so it is a lot safer to spam Outrage).

Victini could give this team a run for its money. There really isn't a true counter to that menace, but I suggest a bulky Flash Fire Arcanine over Quagsire. Quagsire might be more bulky, but imo Arcanine can check common threats more easily. Plus, it can take on Ice-type attacks like nothing: Timid Ice Beam from a Choice Specs Kyurem only does 36.7% - 43.2% to a physically defensive set, and with Sandstorm up you don't need to worry about Blizzard.

As a final note, you should improve your descriptions a bit more. Haunter has a huge thread-locking quota now that he has super mods.

Change in bold. Stoutland is a great revenge killer with retaliate.

I put it over wild charge because whenever I used Stoutland, I never even got around to using wild charge once, while I often used retaliate followed by a few returns to clean up teams. You really should try it out.
 
I suggest using scald on quagsire.
It may not have the best special attack but the burn chance is worth the power considering its not an all out attacker.
 
A couple things:

Stoutland - I use him on my own UU Sand team, and he is an absolute MONSTER with Choice Band. Life Orb damage is going to rack up quickly, and Choice Band allows him to even take on defensive walls like Slowbro. Retaliate is an option, but I'd actually just stick with Return and go with Wild Charge over Work Up. This is the set I use on my own Stoutland (with slightly different EVs) and it is absolutely wonderful. Also if you're going to not go max Spe, throw the extra EVs in HP and not Def.

Cradily - Due to a decided lack of PHazing I've seen going on, you might want to utilize Storm Drain to give you Water immunity. it won't benefit your offenses at all, but it prevents you from getting burned by Scald in the first place, which would force you to Rest.
 
First off, I just wanted to say that when I was reading your Quagsire description and read "it also wants a hug", it really made me smile. =)

Now, down to business. I haven't played much UU this generation, so I don't have tons of advice, but I'll do what I can.

Flygon really, REALLY wants U-turn. Like wants it more than kids want the last day before winter break to be a snow day. Drop Crunch for it, since what are you hitting with Crunch anyway? Ghosts and Psychics. Most Ghosts are already hit hard enough by one of your other moves, and U-turn is still super effective against Psychics. This will also allow Flygon to act as an excellent scout, and provide you some nice tempo advantage.

I'll also ask if you've considered changing up some abilities. Unaware on Quagsire means you can laugh in the faces of any set-up sweepers. You could even use a set-up move yourself for more fun. Stockpile and Curse are both great options if you feel like trying them out. The other ability I was looking at was Cradily. Storm Drain gives you Water immunity (which is especially nice if you give Quagsire Unaware instead of Water Absorb) and it means you can't get burned by Scald, and you basically shit all over any Water type coming your way.

Really cool team though, I like it. =)
