No, you have to contact them on their smogon wall which is public (unless they've already contacted you). This is to ensure that you get an activity win in case they don't respond.
Please be patient. You have several days left before the deadline (Sunday April 24) as specified in the OP. If your opponent hasn't responded and the deadline is approaching soon, then you can request an activity win in this thread. This guide to scheduling will help you out.

So contacting them on the wall is what you do from clicking "Start conversation" after hovering under the username right?
what you do is click the username, and it will take you to their profile. The second image is the wall you can post things on. Good luck Axel
