Hp allows your sub to not be broken by heatran's lava plume after a quiver dance. Speed is for scarf lando. Pairs well with pokemon that can knock off heatran's lefties and get rid of talonflame. Somethin like knock clef and hp rock serp for example. Also things that can get rid of chansey.
