This is my first analysis, so don't hurt me. :)
Well...you could say that the 00ber metagame is all about CM, CB Metagross, and weather, the OU Metagame is a pretty well balanced mix of walls and stalling, with a very stale mix of standards, and the UU Metagame is "All CB, All the time." But what about all the crap that everyone loves?

THE NEVERUSED METAGAME
According to UUSF, which is a pretty reliable source for UU/NU Info, the following pokemon are considered NU...
Aipom, Ariados, Beautifly, Beedrill, Bellossom, Butterfree, Cacturne, Castform, Chimecho, Corsola, Crawdaunt, Delcatty, Dewgong, Ditto, Dustox, Farfetch'd, Flareon, Glalie, Hitmonchan, Huntail, Illumise, Kecleon, Kingler, Ledian, Likitung, Luvdisc, Magcargo, Masquerain, Mawile, Mightyena, Minun, Murkrow, Noctowl, Nosepass, Parasect, Pelliper, Pidgeot, Piloswine, Plusle, Raticate, Relicanth, Roselia, Seaking, Seviper, Spinda, Sudowoodo, Sunflora, Tangela, Togetic, Trapinch, Tropius, Unown, Venomoth, Volbeat, Wailord, Whiscash, Wigglytuff.
Some unevolved pokes could probably be considered NU, but using a poke like Kadabra, Chansey, Pikachu, etc. is frowned upon, because as a whole good unevos are considered UnderUsed, not NeverUsed.
A little bit about the general metagame: Well...the pokes are bad. Really bad. I'd say it's a fairly balanced metagame, as there are still pokes with good defenses (Whiscash, Bellossom, etc.) but good attackers are hard to come by. Choice Band still kinda rules. No TTar, so weather users and Flail/Reversal do work here.
Almost any poke can work. Seriously, I'm giving movesets for most of the best, but anything that isn't, like, Ditto/Unown/Etc. can usually do something. This isn't a hard metagame to figure out.
This is one of the most wide open and basic metagames, because if a poke had a combo that made it really good, or a useful thing...then it probably wouldn't be NU. Almost everything can work here.
Status works quite well here, the only good beller is Chimecho (Though Parasect is much cooler), and that doesn't have great defense until it uses Reflect. Sleep moves run amok. Spikes are non-existant, the only Spikers are Cacturne (Who has no defenses, even in NU) and Glalie (Who might actually make a decent Spiker in this metagame, since NO ONE uses Rapid Spin.)
There is NOTHING that resists BoltBeam or EQ + Rock Attack, excluding, like, Magnemite. This means that the only reason to use other attacks is for Super Effective. Because of this, I like Sleep Talk on several pokes.

(Before addressing the threats, let me say that I have NO idea how to EV NU, so EVs are crappy.)
GROUP ONE: CBers - You use these things the same way you use them in OU. Smack something and run.

Sudowoodo is actually not bad. Nice high attack, good defense, decent CBing movepool. This thing can put giant dents into the NU metagame like CB Golem/Rhydon/Aerodactyl can in their respective metagames. No ground typing is both a blessing and a curse. STAB EQ is nice, but no 4x weaknesses means that it survives pretty well.
Raticate (M) @ Choice Band/??? (Salac? Liechi? Leftovers?)

Without CB, Super Fang is a godsend, especially on tough to take down pokes like Relicanth and Whiscash. CB Return/Facade from this thing hurts, especially with Guts. Raticate rules.
Hitmonchan (M) @ Choice Band

Probably a better set. CB STAB Sky Uppercut wrecks a lot of this metagame, but the miss factor gets annoying, so Brick Break might be better. I like Sleep Talk, but Mach Punch is probably better. Very, very common. Watch out for this thing.
Flareon (M) @ Choice Band

Lame movepool is annoying, so it has some difficulty hurting things that resist Return. Iron Tail is ;_;, and it doesn't SE Relicanth so I highly recommend HP Fighting or Ground. This thing has crap speed but very good Special Defense, so I like to put my EVs there, as it walls the crap out of Bellossom/Grass types. Flareon is probably THE best NU and one of the most. Look. Out. For. It.
Relicanth (M) @ Choice Band

GROUP TWO: Non-CB Physical Attackers/Flailers/Reversalers - Late game sweepers. Watch out for Quick Attack and Mach Punch, which are quite common.
Hitmonchan (M) @ Liechi Berry

It has other options, but IMO this is the only set that this can kind of work. (read: it still doesn't.)
Seaking (M) @ Liechi Berry

The dominant special attacking force in NU. Bellossom is best at it, though Tangela works too and has more physical defense, but has a special defense stat that makes me cry. These EVs suck and waste Bellossom's solid defenses, but eh. Try to make sure Flareon is down before you use it, as Flareon just laughs in its face then Fire Blasts it to high hell. You could use another Hidden Power but I can't really think of where anything other than Fire would help. Water could do a little to Flareon, but you have your own Sun against you. After Flareon, this is probably THE most used poke.
Plusle (M) @ Petaya Berry

Plusle is probably the best NU special sweeper. Lots of options, it has a very good movepool. Encore is a good move in general, Fake Tears is pretty good, HP Grass lets it nail Whiscash pretty well, Substitute lets it get to Petaya better, and it can be passed. TWave is just generally good. HP Fire lets it run off of Sunny Day, which is pretty common in NU and also lets it kill Bellossom and Tangela. Baton Pass can pass the berry boost, Subs, or even Agility.
Abra (M) @ Salac Berry

My personal brain child (lol psychic brain get it). Never seen this used, but hey, Abra's cool. It still has very good Special Attack and Speed, and I doubt anyone would have a problem with you using it. Switch in on a status move or sub, Encore it, CM on the switch and start smacking shit. Try not to get hit. Ever.
GROUP FOUR - DEFENSE: There aren't many defenders in this metagame, but they're actually good.
Relicanth (M) @ Leftovers

With a small handful of Bellers in NU, stalling can work to some extent. This thing stays alive pretty well, and takes attacks well from both sides. You could try to fit Sleep Powder in somewhere, but I don't know where it would go. This can be done with Tangela, too, but then you get murdered by any special attack. As far as I know I'm the only one that uses it X( but hey, it's annoying and moderately good. Beware Flareon, though it certainely doesn't like Toxic.
Whiscash (M) @ Leftovers

Great HP, nice typing, STAB EQ. However, Whicash has a terrible movepool and trait. Earthquake and Surf for double STAB, Toxic for decent damage and stalling, Rock Slide for Bugs and Flying types, Ice Beam for Bellossom and Flyers, Rest for more stalling. Absorbs hits but really his movepool is not good. At all. Not as good as Relicanth IMO, as it doesn't resist Fighting OR Normal.
Noctowl (M) @ Leftovers

Ledian needs it's moment in the sun. Basic passer. Switch in on a special attacker, preferably one who can't kill you (350 special attack isn't bad, though). Use appropriate move, or PPass screen, then pass to something that can use it (Parasect plz). Don't use an attacking move, it's seriously not worth it. Starf for those who want to be cool. Makes a decent lead. Phazing is almost unheard of in NU (Whirlwind Pidgeot for the lose.)
Glalie (M) @ Leftovers

The dominant special attacking force in NU. Bellossom is best at it, though Tangela works too and has more physical defense, but has a special defense stat that makes me cry. These EVs suck and waste Bellossom's solid defenses, but eh. Try to make sure Flareon is down before you use it, as Flareon just laughs in its face then Fire Blasts it to high hell. You could use another Hidden Power but I can't really think of where anything other than Fire would help. Water could do a little to Flareon, but you have your own Sun against you. After Flareon, this is probably THE most used poke.
Plusle (M) @ Petaya Berry

Plusle is probably the best NU special sweeper. Lots of options, it has a very good movepool. Encore is a good move in general, Fake Tears is pretty good, HP Grass lets it nail Whiscash pretty well, Substitute lets it get to Petaya better, and it can be passed. TWave is just generally good. HP Fire lets it run off of Sunny Day, which is pretty common in NU and also lets it kill Bellossom and Tangela. Baton Pass can pass the berry boost, Subs, or even Agility.
Abra (M) @ Salac Berry

My personal brain child (lol psychic brain get it). Never seen this used, but hey, Abra's cool. It still has very good Special Attack and Speed, and I doubt anyone would have a problem with you using it. Switch in on a status move or sub, Encore it, CM on the switch and start smacking shit. Try not to get hit. Ever.
GROUP FOUR - DEFENSE: There aren't many defenders in this metagame, but they're actually good.
Relicanth (M) @ Leftovers

Great HP and defense. Yawn is a very, very cool move, and it gets 101 subs, which is always a good thing I guess. Really, this thing soaks attacks like crazy. Surf could go as Filler. Beware Plusle.
Bellossom/Tangela (M) @ Leftovers

With a small handful of Bellers in NU, stalling can work to some extent. This thing stays alive pretty well, and takes attacks well from both sides. You could try to fit Sleep Powder in somewhere, but I don't know where it would go. This can be done with Tangela, too, but then you get murdered by any special attack. As far as I know I'm the only one that uses it X( but hey, it's annoying and moderately good. Beware Flareon, though it certainely doesn't like Toxic.
Whiscash (M) @ Leftovers

Great HP, nice typing, STAB EQ. However, Whicash has a terrible movepool and trait. Earthquake and Surf for double STAB, Toxic for decent damage and stalling, Rock Slide for Bugs and Flying types, Ice Beam for Bellossom and Flyers, Rest for more stalling. Absorbs hits but really his movepool is not good. At all. Not as good as Relicanth IMO, as it doesn't resist Fighting OR Normal.
Noctowl (M) @ Leftovers

Good solid special wall, nice Sp Def and HP, not much else :( Toxic is pure filler. Hurting things is difficult.

Chimecho (M) @ Leftovers

lol PPass. Chimecho has a decent number of option. PPassing is always moderately useful, and Heal Bell could save your ass. Decent poke.
Ledian (M) @ Starf/Liechi/Salac Berry

Careful Nature (+SDef, -SAtk)

- Swords Dance/Reflect/Light Screen
- Agility/Reflect/Light Screen
- Toxic/Reflect/Light Screen
Ledian needs it's moment in the sun. Basic passer. Switch in on a special attacker, preferably one who can't kill you (350 special attack isn't bad, though). Use appropriate move, or PPass screen, then pass to something that can use it (Parasect plz). Don't use an attacking move, it's seriously not worth it. Starf for those who want to be cool. Makes a decent lead. Phazing is almost unheard of in NU (Whirlwind Pidgeot for the lose.)
Glalie (M) @ Leftovers

This is the single worst poke to EV, ever. Seriously. Spike up, hurt things with Ice Beam and go boom. Not hard. Glalie isn't all that bad.
