As Flareon and Leafeon can’t reliably use Rainbow Blast (if that move won), they have this move as their much helpful coverage move.

I noted mostly just physical attackers used Training Wheels and that the few eviolite users that exist tend to prefer special attacks. With the training wheels, You get strong offensive pivots like Mienfoo, Primeape and Scyther and tanky special attackers like Haunter, Duraludon and Chansey.

Justification: Snow should also be thrown a bone, but Voden's buffs were vetoed last Slate 07, so this is approaching two of those abilities from a different direction (since I already subbed a Snow Cloak change that I may resub later). With Snow it makes sense to lean towards being both aggressive and diverse since Ice-typing has no real defensive benefits (especially with Caltrops now around too). So I'm lumping in Ghost as always while lumping Fairy mostly because as privileged as Fairy it is, thankfully isn't already buffed by anything unlike other Terrain-having types (and since Dark really doesn't need the buff on top of overlapping with Ghost anyway). If I was still doing Sand, then Snow Flurry (which would have been an Ice Body change until I saw HydreigonTheChild's) is how I would largely boost Sand Force for the record since it's not like Sand Force has ever been good, much like how Ice Body hasn't been good since like Gen 4 Stallrein. (Slush Rush was already mostly fine, just on largely underwhelming users, but it could still use a bit of a boost given being Ice type is suffering.)

Justification: A strong ability that greatly empowers held items. Looked mostly at lower-tier Pokémon (some UU mons included) since I don't think most would want, say, a Landorus running around getting double the benefit from Leftovers or Rocky Helmet.

Effect: The Pokémon’s Attack or Special Attack copies from the higher stat (held items does not apply for which is higher). Stat stages and held items apply as normal.

Justification: While less applicable than previous two, Savage allows Pokémon with coverage limited to the other side and wallbreak / sweep at both side. Parallel Mega Gyarados, Sceptile and Banette now have a much stronger Ability, especially in Banette’s case where it has effectively 165 Atk and SpA at once! Wugtrio could also have this Ability to make viable use of Earth Power and Ice Beam, otherwise it is stuck with an abysmal amount of usable physical moves. Beautifly gets it mostly for the PokéDex entries that stated it to be quite savage, but you can only help the likes of Beautifly so much in this Pet Mod.

The “Held item does not apply” emphasis is so Protector does not double a Pokémon’s SpD and SpA at once in case of Willful. This also applies to Choice Band / Choice Specs regarding the three, particularly Savage.

Justification: Azelf makes up for Mega Gallade being banned, functioning as a break in it's place that's also customizable, albeit not having the bulk that makes Mega Gallade formidable. Mesprit is an attempt of the basic toxic immune Calm Mind breaker, but can be used for Tail Glow on more offensive teams to break faster along with having general utility with Prankster Encore, Heart Swap, and Thunder Wave. Uxie is meant for more fatter teams with a bucket full of utility and hopefully cannot be passive with it's new movepool dealing set amounts of damage, along with other moves such as Defog and Heart Swap.

:punching glove:: Does Sky Uppercut also trigger Toxic Spikes on the target (if any)? This is going to be a quite nice utility/coverage move if so.
:hypno::darkrai:: I sure hope :malamar:Malamar gets these moves out of the synergy they have with Contrary, especially as it's going to be limited to lower tiers anyways. These moves are powerful in any case and shouldn't be given to every Psychic or Dark-type.

:infernape:: This is practically a Fighting-type Steel Beam but with the catch that the recoil is relative to the user's typing. I can picture virtually any user of this to benefit from :spooky plate:Legend Plate Ghost.
:ho-oh:: Rainbow Blast is a really powerful move, it should only be given to mid Fairy-types and maybe to some non-Fairy users.
:bibarel:: Rock Climb turning into a Rock-type Megahorn is wild, chances are that some Daredevil users could appreciate this in particular, but it shouldn't get too much distribution either by nature.

:clear amulet:: I genuinely wonder what'll be the best abusers of Dungeon's Looplet in the tier. The item is really powerful and should probably enable a ton of things to have more of a niche in the tier, especially given the increased power level at this point.
:silk scarf:: Polkadot Bow seems strong at first, but with :iron plate:Legend Plate Normal bringing it competition, the item is likely limited to more dedicated counterteams on moves such as Sonic Boom, Extreme Speed and Boomburst.
:fairy feather:: Pseudo-Poison Heal as an item, wow. If this accounts Comatose as an status, wow, we have AAA :Tapu fini:Tapu Fini on crack in the tier, at least it can be removed by Knock Off.
:eviolite:: The NFE items were surprisingly underpowered, and this raises the variety of options in the tier, I like them.
:rowap berry:: Surprise Bomb is powerful but also quite limited, hopefully there's some decent Pickup / Resourceful abusers.

:talonflame:: Even more priority, this doesn't really help the tier that much. I wouldn't expect this to get wide distribution by nature in any case.
:sandslash-alola:: The snow abilities seem okay, they seem to enable a bit more snow teams into the tier, which is fine, distribution can be quite decent as the abilities seem relatively tame for the most part.
:zigzagoon:: Pickup is going to be used for some funny Endure + Custap Berry abuse, which'd be broken if it wasn't for the heavy trend of actual priority in the tier. Fling + :expert belt:Expert Belt is also going to force a lot of switches now.
:necrozma-ultra:: Light Power is simple yet effective, hopefully it gets decent distribution.
:minior:: Cosmic Energy is powerful, Meteor Beam, Skull Bash, Sky Attack, Electro Shot, Razor Wind, Solar Beam, and Solar Blade users can all benefit from it, but realistically this is going to get limited distribution.
:wishiwashi:: Rattled is basically a better version of Ice Body, while I'd hope some Ghost, and especially Psychic-types get this ability, nothing too already dominant should get it.
:munchlax:: Resourceful is basically the offense version of Pickup, this is going to enable a ton of offensive pressure way more efficiently, in fact a bit too much if given to really optimal users, but I hope it doesn't get only distributed to unmons either.
:giratina:: Savage is a quite neat ability, it's like a healthier version of Velocity, by extension this could have wide distribution with little concern, not many things are kept in check by limited coverage.

:garchomp:: I kinda feel this is a sort of swiss army knife as now it can do basically whatever it wants on any team structure, which sure is neat, maybe it'll even give competition to :landorus-therian:Landorus-T for the glue potential.
:deoxys::uxie::mesprit::azelf:: Bundling these together as their niches overlap quite a bit. First off, :deoxys-defense:Deoxys-D and :uxie:Uxie have very similar roles, with :uxie:Uxie having better ability options, but :deoxys-defense:Deoxys-D compensates with a better movepool, teams likely will have to think a bit on if a team would benefit more from one or the other. :mesprit:Mesprit and :deoxys-speed:Deoxys-S also have the same typing and similar well-rounded stats, with :deoxys-speed:Deoxys-S having a niche by its high Speed tier to be a wallbreaker, revenge killer or a lead, while :mesprit:Mesprit instead aims to be a powerful stallbreaker. :Azelf:Azelf is the only remaining one that is legal in Glacemons OU, and it sure is going to be a potent lead with -ate Explosion, and it seems to be pre-nerf :iron Valiant:Iron Valiant all over again with its solid Speed tier, mixed offenses, Moody and :macho Brace:Macho Brace compatibility. :deoxys:Deoxys-N and :deoxys-attack:Deoxys-A are going to be even more powerful anti-meta options in Ubers, and Zrp is surely going to go wild with them.
:empoleon:: This'd have been better with Volt Absorb, but this is still an okay sub, I doubt it's going to be popular as there's a ton of competition, but it does compress utility well.
:floette-eternal:: PLZA hype? This brings competition to :absol-mega:M-Absol, but it does appear to be a solid :choice specs:Choice Specs pivot.
:lycanroc::lycanroc-midnight::lycanroc-dusk:: The latter two seem to be potent abusers of Dungeon's Looplet, and will easily find niches in the tier. :lycanroc-midday:Lycanroc-Midday, however, seems a bit underpowered, Super Luck + Stone Edge isn't going to carry it that far on its own when Rock/Steel is quite awful to say the least, Meteor Beam Pokemon have more of an offensive presence than this.
:beast ball:: I doubt all of these will be viable, but the overall sub will shake up the metagame a bit. :naganadel:Naganadel in particular is going to be relevant now in Ubers over being eclipsed by :Eternatus:Eternatus.

Quite good additions overall, see you all in the Uber slates!

What I think off…
Sky Uppercut: Not what I expected how Sky Uppercut could be reworked to be more viable, and I worry that it makes the hazard teams even more oppressive, but overall it does give it a distinct direction. Edit: I’ve been assured that the “target take extra damage from hazards” only work once per switch-in, though I wonder if it can still make hazard teams more oppressive than they already are.
Hypnotic Horror + Blackout: Not what I usually call exciting new moves and given Psychic already has Expanding Force, but Psychic and Dark do need some powerful STABs for Pokémon that aren’t viable or even usable within their type, particularly the fact that Dark does not having any non-signature move that has higher than 90.
Smeargle Bomb Syrup Bomb: Now this is some insane speed control. Makes opponents slower than Paralysis does, but kept on Pokémon with a lot of weaknesses.
Bonfire: This reaches a maximum of 160 BP if I calculate correctly (+20 x 5) which, while thankfully nowhere as insane as Rage Fist or Last Respect’s maximum, can still do stupid damage for little drawback with the right team composition. That also means that Fairy-type Pokémon having this move can obliterate any Steel-type Pokémon attempting to wall it, for example. With that said…
Foul Future: A physical Future Sight is always interesting to see, and Poison having this really helps physical Poison-type Pokémon to shine. This puts pressure on non-Steel Grass-type like Rillaboom and Mega Sceptile, as well as non-Steel Fairy-type like all of the Tapus and Mega Altaria.

Rainbow Blast: that’s also mine
Rock Climb: Yup, all of my three move subs of this slate won. I would expect Rock Climb to have reduced distribution compared to official, especially with Daredevil in mind.
Dungeon’s Looplet: Looks like a fun and viable item, which is why I voted for it. This grants Pokémon that has to choose between different Abilities (that are not relient on other held items) to compromise and have two or three Abilities at once. Good thing Arena Trap and Shadow Tag are excempt for balancing reasons, alongside Power Consturct for lore reasons.
Polkadot Bow: Bobiscan said it well regarding this item. It’s useful for VGC format (if we get any) given that has Item Clause.
Cursed Feather: Any Pokémon that can stomach a status will like this one. It also makes even Toxic a lot less desirable as a status to spread, though being Knock-Off-able helps keep it in check.
NFE Items: I thought Eviolite is good enough, but I guess not, so the buff is appreciated. Training Wheel would make Bisharp nut, and might be a serious alternative to Kingambit.
Surprise Bomb: I doubt it’ll have some serious use other than effectively disabling Focus Sash, Mimikyu’s Disguise and Sturdy. I wonder if Technician boost this item or not given it’s 40 Base Power.
Gale Wings: With NatDex OU in mind, brining Gale Wings back to it’s Gen 6 function instead of compromising is a sensible choice. I wonder what other bird Pokémon benefitting from this Ability without being too aggravating to face against, even in a meta full of priority.
Ice Abilities: I honestly do not see how this will help Ice Pokémon that gets these Abilities outside of Snow teams… but with Dungeon’s Looplet also winning, it might help them a lot in different ways.
Pickup + Resourceful: I lumped them together as they serve a function involving the held item, but in different ways. Pickup will help with reusing their Berry or other one-time item while Resourceful makes Leftovers and Rocky Helmet a lot more effective in the long run.
Light Power: Oh hey, it’s my winner Vaporemons Ability from it’s very first slate! That Ability alone won’t shoot an untiered Pokémon to OU, though if Gigalith have it again, it’ll love the 2x SpA and 1.5x SpD to make up for being pure Rock thanks to Dungeon’s Looplet.
Cosmic Energy: The flavor does seems a bit restrictive, but nonetheless, this adds a good way to make the most of moves like Solar Beam, Meteor Beam and even Skull Bash. Lunatone must get this Ability if Solrock gets Light Power, otherwise it’ll get completely overshadowed.
Rattled: This makes Thick Fat look outdated as Rattled now provide three resistances, two of which is highly spammable, instead of Thick Fat’s two, on top of the increased Speed if hit by any of these three. For reference, those three types are Bug, Dark and Ghost. With all that said, Psychic Pokémon that has this Ability will now worry a lot less about their weaknesses.
Savage: My Ability. Given that Dungeon’s Looplet won, this might require more caution to distribute than Bobiscan suggested, as even with 4MSS, Sheer Force / Adaptability / Tinted Lens* + Savage would make any attacker almost no defensive counters nor checks.
(*Maybe except Illumise to refer Femme Fatales fireflies and so that Light Power Volbeat doesn’t completely overshadow it.)
Garchomp + Mega: These adjustments seems incoherent at first aside of Skill Link, but Shore Up alone give Garchomp an actual mean to become a physical or even mixed wall. I am not kidding, Rocky Helmet + Rough Skin will give more misery to contact attackers than before. Skill Link Mega Garchomp (via Parallel Mega Orb unless Garchomp is not allowed to use it) also sounds downright scary.
Deoxys + Lake Trio: I realized too late these groups overlapped too much with each other, as Bobiscan pointed out, but ultimately, they have enough distinctions that it should not cause too many issues, plus Deoxys Normal and Attack will likely be stuck in Glacemons Uber anyways.
Empoleon: I am surprised that it is not only not deemed too weak thus allowed to be voted, but it even won. Then again, Anticipation + utilities would surely give it at least a niche role in Glacemons OU, if not UU.
Eternal Floette: I didn’t think it would have different Abilities, but Rock Head helps a lot for Light of Ruin, as that move is different from Mind Blown, Steel Beam and Chloroblast in that it uses recoil similar to the likes of Head Smash and Flare Blitz.
Lycanroc: Having each of the form a different secondary type would help them be more distinct. The Midnight having Rock / Ghost sounds like a disaster defensively, but with Dungeon’s Looplet, it can now put up Sandstorm (even if for only five turns), is now effectively bulkier in both sides than before per switch-in, have boosted Shore Up, while keeping No Guard for all the powerful but inaccurate moves it got, including the gifted Head Smash.
UBs: Ditto with Bobiscan. Kartana will be unlikely getting Light Power back from Vaporemons this time, judging that it already got Light Metal which fits better in flavor anyways.

- Run it back gengar is good but it should replace levitate instead, levitate is good but its not that good where i would choose other good abilities over it

- Daredevil weavile is kinda bonkers.... its basically like tough claws on triple axel. Maybe to sneasel, iron boulder,moltres-g, thundy-i, torn-i, and enam-i maybe.

- Regis should lose clear body or sturdy instead one of their other abilities, refrig regice is the reason it was subbed

- enam-t likely couldve gotten a 3rd one instead of replacing the second one

- No eviolite buff D:

- feel some mons were left out like base rotom, rotom-fan, rotom-frost, jolteon, flareon, espeon, celesteela, uxie, mespirit which couldve gotten smth

- Training wheels nerf seems odd... maybe its justified maybe it isnt, so far i havent any things to say about it if its problematic or not

gonna give quick thoughts on most everything (if i dont list smth, i probs think its just a good, unnoteworthy change)

Mental Gymnastics: im predicting this will still be bad, its issue isnt the damage output, its issue is that its a special psychic move that just cant compete with fsight/shock/psynoise, the util is just too good to bother with it usually, imo undo the bp increase, and maybe the av/protector one too, and make it a fairy type move

Railgun: give this to mega maw and empoleon, otherwise solid change

Hyper Fang: i assume these kept their effects, in which case congrats, we made a slightly weaker cc without the downside of losing bulk, and then gave it to 2 of the best fighting types that are fast enough to usually outspeed, no clue how this could go wrong

Poison Fang: 50% toxic is vile for a move that can get to 112 bp, imo nerf it to be 50% normal poison or 20/30% toxic

Pebble Storm: remove the double damage, make it 80 bp, this way its actually usable when sand is up. also take it off larvitar, ttar does not need 80 bp stab prio :skull:

Flex Off: revert the change and take it away from the high attack mons, lando/luna/ttar dont need it, and golisopod/bulu probs shouldnt have it, considering how bulky they are while still having a high attack stat (bulu has 130, and goliso has 125 fsr).

Dragon Hammer: the other hammer moves are still niche i think, but this one is rly good, now mons who once needed outrage to get good damage can now click stab and not get forced out/stalled by a fairy or steel type

Sonic Boom: still mid tbh, but tbf its hard to make it good without just making it an espeed clone, which is lame i think

Scythe Limbs: does this remove the part where it doesnt lose attack when you switch? if so, feels wierd to lower bp

Frostnip: no shade, but the fact that it only just now got 85 accuracy is wild, pretty sure it went unnerfed for 2 balance patches b4 this, even tho one of the criticisms of it when it won iirc was its perfect accuracy

Eviolite: why did the spatk get nerfed, without at least giving smth to compensate, like say 1.3x attack? most nfe mons were bad anyway. lets take reuniclus vs duosion for example. Heres some stats on the both of them

sure duo has better damage theoretically, but in practice its not enough to give you a reason to use it, since reuniclus can also get a 1.3x buff to spatk for free with life orb. heres some more practical calcs, instead of just 100/100/100 bulk benchmark calcs

i could do more calcs, but ive already derailed this post long enough, so id like to mention smth that wasnt that relevant above: NFE mons often lack their evolution's abilities, moves, comparable stats after evio, and/or especially freedom with their item slot. NFE are basically required to be a carbon copy of their evo to be good, so theres no reason to nerf eviolite imo

Training Wheels: why doesnt this buff both stats. i get not wanting 1.5x atk/spatk/spe or 1.5x atk/spe, but if ur gonna nerf the damage output (which imo is fine they already get a free scarf), it should buff both attacking stats

Memories: ngl atp focus on making these worth using outside of silvally, cause like they are rly unique items that are just too weak to bother, like surely 0.5x damage from the memories type wouldnt break anything

Lagging Tail: better, but idk if 1.3x damage is worth being outsped by most mons, yet 1.5x is clearly not ok; maybe it should add smth else? yet theres not a lot you can do without making slow bulky mons run rampant

Fried Rice: kinda mid change, most of clawitzer's moves hit only a little harder (for example, water pulse was 144, and is now 156)

Yellow Card: does this only trigger when you go from above 1/2, or just any time while hit at 1/2? either way, this is probably pretty solid
Tauros-Paldea: getting sd is cool, but i dont rly see this being used on them, since theyre pretty much limited to parting shot sets

Sandy Shocks: this thing needs actual coverage if you want people to use it, otherwise id rather just run chicken dance zapdos for the speed and static. seriously just give it solar beam already

Iron Boulder: ngl sturdy is better on this mon than long reach, since long reach doesnt rly solve its 4mss, and only adds, since now it needs sd and mighty cleave, and wants 2 of knock/accelrock/cc/brain buster/eq/taunt. imo let it have both, and expand on its potential as a lead, with a set like cleave/rocks/knock | explo/volt | explo, by giving spikes or smth

Iron Treads: shift gear is rly nice to see on it, but ice spinner and superpower feel like they were slapped on

Iron Jugulis: let it have both abilities, otherwise good change

Genesect: why are we buffing an A+ mon, and with encore of all things. ig it makes up for the nerfs bug has gotten with this, but its still wierd i think

Obstagoon: how is this ever gonna take advantage of flex off when its 90 base atk?

Bewear: TIL this thing didnt have slack off in its initial sub

Regis: why are we getting rid of abilities these mons actually want, when clear body is right there (except pressure, pressure sucks)? also wow, regieleki gets elec/ground/grass coverage, but poor sandy shocks doesnt... ok jokes aside i cant tell if giving it coverage is broken, or if its pointless cause itd still rather have legend plate ice. as for the rest of them, i have no strong feelings

Guzzlord: im not sure if coil can rly save it, but this is a rly nice buff

Empoleon: again, just give it railgun

Enamorus-Therian: cool change, but unless you give it quick draw or smth, this thing is still mid

Brute Bonnet: WOOOOO ITS TIME FOR FROSTNIP 2, ELECTRIC BOOGALOO!!! THIS IS WHY COUNCIL WORK IS DONE BY A TEAM, AND NOT 1 PERSON, OTHERWISE BS LIKE THIS SLIPS IN (no shade to you hidin, but seriously this is dumb)

Mega Lati@s: i feel like moody is still slightly better tbh

Velocity: this couldve used more distrib

Eerie Spell: make this some other type (probs dark), and bring back the pp reduction element somehow, like maybe reducing pp on the target's last used move by 1 with each hit or smth. yea its a lot different, but lets be real, this move is ass rn

Hypnotic Horror/Blackout: revert these to being -2 spatk, randomly changing moves on a whim is dumb, and the actual reason is even dumber

Crystal Crown: tbh this rly needs to be 0.5x to be worth running

Rotom-Fan: why did we change this to have levitate again, like rly, why
