the strategy dex on the smogon home page is only updated to gen 5 (as gen 6 is still a WIP) so check the sets listed there. Also since this is leaning towards a more competitive question, OI probably isn't the best place to ask. The OU forum has a simple question thread as well...

No, I'm talking about competitive-wise. It sucks at OU, and is not so OP for the UU meta. That's the Hawlucha syndrome.

I think it's 182 with Timid Nature and 31 IVs at level 70

Like mentioned earlier; 182 is it's max speed at level 70 with a positive speed nature. You can use the showdown damage calculator to find stuff out like this (handy for SRing for Xerneas/Yveltal)
 
Is it possible to use the Dream Radar Thundurus/Tornadus from BW2 to unlock the Landorus in BW1 (by having it in your party along with that game's roamer)?
 
Mega Banette is the only Pokemon with access to that combination, KingHeracrossTheBug, though it requires access to either the third and fourth generation TM or the fifth generation move tutor.
 
Oh, screws. M-Banette is a pain to use, I don't want to mega-evolve it every time I come across a horde, using Skill Swap five times is enough. Next question is: what is the fastest Pokémon with Skill Swap?

Is it possible to see shiny Pokemon used by trainers in game? I am pretty sure I saw a shiny Keckleon used in the Black 2 Tower.

I believe the tower/battle locations do sometimes have Shiny Pokemon in them. I know in Emerald there was someone with a guaranteed shiny Espeon iirc. I'm not sure on the odds, and I think they ONLY appear in the battle modes and no where else.

FRLG has a guaranteed shiny Espeon/Meowth/Seaking in the Trainer Tower in the Sevii Isles. And apparently the Battle Tower/Frontier can have them as a 1/8192 shiny, or whatever the odds are.
 
Anyone know where to receive the Enigma Berry from the May International Competition (I was a participant)? I tried Pokemon Link, Mystery Gift, Game Syncing, and Re-entering pokemon centers for a mailman.

I believe you need to access the website and send your gift to your game that way. I didn't participate in the competition, so I can't confirm what I'm saying. Hope you remember your password :p
 
If you're in a Friend Safari, and said friend is online, does anything heappen? (Increased shiny chance? Better chance of seeing the 3rd slot mon? Higher chance of finding HA Mon?) Oh and does Tipping increase shiny chance? (Yeah I shiny hunt these days :P)

Afaik, having someone online doesn't make a difference. You just need them online that first time (and they need to have beaten the E4) to unlock the third 'mon, but that's it.

There have been theories that tipping might increase it, otherwise it's pretty pointless
