Help with RNG Abuse

Hey all.

I think this is a little too complicated to go in Simple Question/Simple Answer, but I apologize if it's not.

Anyway, I'm currently abusing a Piplup and I have a good handle on the seed and seconds that I am getting. My results are very very close to what I want, and I have even landed on the correct seed a few times.

However, my frame seems to be exactly one off at 31, when my target frame is 32. I believe I may have made a mistake when I was calibrating for my initial frame.

Initial Frame: 10
Target Frame: 32
Journal Flips Required: 11

So I perform that, confirm I've hit the correct seed and delay by catching some wild Pokemon out in the resort area, and proceed to hatch my egg, but when it does it has the stats of the frame 31 hatch and not the frame 32 hatch. This has happened twice now (correct seed, seconds, and delay, but frame is at 31 instead of 32) and I am quite baffled.

And additionally, if something mysterious is going on that I cannot control, what is a reliable way to advance the frame by 1 instead of 2? If I cannot figure out the frames, perhaps I can find another way to get to frame 32.

When breeding, there is no good way to advance the frame by one. Walking one straight step in the grass, a cave, or water advances the RNG by 1, turning (reverse direction) in the grass, a cave, or water advances the RNG by 1; however, none of these are reliable while breeding due to all of the NPC's that advance the frame with their movements.

More than likely, your initial frame is wrong. Re-save, re-verify your initial frame, and try again.
