[OVERVIEW]
Hoothoot is an outclassed Flying-type Pokemon with low stats across the board and a weak movepool. Although Hoothoot does have access to a niche ability in Tinted Lens, Insomnia is more relevant in allowing Hoothoot to be a counter to Foongus' Spore. However, Hoothoot will still find itself too weak to be of much use.

Hypnosis is the only draw to Hoothoot and works on a defensive set aiming to come in on Pokemon like Foongus or Snivy to spread sleep. However, Hypnosis has awful accuracy, and Hoothoot cannot deal enough damage to sleeping opponents with its low stats. As a defensive Flying-type, Vullaby should be used over Hoothoot, and Foongus can wall Grass-types while spreading sleep more reliably.

The first two sentences are potentially somewhat confusing - you say Hoothoot has no ability to save it then immediately say it has a great ability. I know you mean that even though Tinted Lens is good, Hoothoot can't take advantage, but this can be made much clearer by altering the first sentence from "and no movepool or ability to save it." to "and a shallow/poor/(derogatory adjective of your choice) movepool." Cut the last sentence or combine it so you don't have 4 sentences.
