Gen 4 Idiot makes a Uber team

Deoxy-speed: Fast hazard lead. Stealth rock and spikes because that's the point, extreme speed and zen headbutt does damage
Darkrai: Sleep spreader. Dark void makes pokemon sleep, Dark pulse does damage, nasty plot sets up and focus miss is coveragy
Wobbuffet: Wall. Mirror coat and counter do damage back to the pokemon, encore makes them reuse the same move and get KO'd and destiny bound makes it so it gets one KO
Rayquaza: Offensive damager. Outrage is powerful stab, extreme speed for revenge killing, swords dance for setting up and earthquake for coverage
Dialga: Bulky sweeper. Stab, stab, coverage and back up hazards
Starmie: Spinner. Spin, stab, stab and coverage
 
Currently, your team is going with a Wobbuffet + Rayquaza hyper offensive approach, which is a good team. However, there are some things I would change with this team to fix some weaknesses:
  • Leftovers and Zen Headbutt on Deoxys S basically serve 0 purpose. Deoxys S would rather have Focus Sash to guarantee that it can set up Stealth Rock and Spikes on leads like Ho-Oh and Kyogre, and other items like Colbur Berry, Choice Scarf, and Lum Berry let it do its job against other leads. Leftovers doesn't improve its matchup into any common DPP Ubers lead. Similarly, Zen Headbutt doesn't really do anything for Deoxys S; its main job in the lead slot is to set up and prevent entry hazards, and it only really gives you the pipe dream of letting Deoxys S flinch its way through leads it doesn't beat (which, thanks to it not having a useful item, is all of them). I would just look at Deoxys-S's Smogon Dex analysis for a lead Deoxys S set.
  • There is no real reason for Wobbuffet to run a Relaxed nature. If anything, Wob should run Speed investment such that it outspeeds Forretress and Bronzong. These are two Pokemon that commonly run entry hazards or weak attacks that you can Encore them into. This provides safe setup for your sweepers to get going.
  • Should you go for Dialga on WobbRay? The answer isn't totally clear. I do think that if you are going with Stealth Rock Deoxys S, there is almost no reason to go with Stealth Rock Dialga. What's more, your first four team members ask some questions of you in the builder (Kyogre, Kabutops, the Latis, and especially Ho-Oh) and Dialga isn't necessarily the best choice for the job. It can work as the team's cleaner if using Trick Room, but so can Palkia while better checking Kyogre. Dialga isn't as bad as the Deo S set but it's a slot you could gain more out of.
  • Starmie has seen use in DPP Ubers. However, this team neither benefits from it nor needs its talents. Starmie is neither threatening nor can it spin consistently in DPP Ubers (thanks to the Giratina formes), and you're better off with another offensive Pokemon that can take advantage of your hazards in conjuction with a Taunt Deoxys S than using Starmie, which is weak and doesn't provide defensive utility.
One other resource you could check out is this RMT by shrang. It provides a ton of options for these kinds of WobbRay structures from one of the greatest builders and battlers of DPP Ubers of all time.
 
How about Palkia instead
Palkia could work here, for sure. It fits the pace of the team better than Dialga would, and you can probably tech its item (probably Haban Berry in this case) to help with other problematic Pokemon. The main thing is that you aren't actually fighting in the weather war, so when rain goes up, you are at risk of getting cleaned up by Kabutops and Qwilfish. Ideally, you would have another form of rain control, and a common choice for these structures (and one shrang uses in his team) is Rock Polish Groudon. It's naturally strong, benefits from Rayquaza and Darkrai softening up the opposing team for it to clean up, and is solid at shutting down Kabutops and Qwilfish. Definitely a direction you could look to go in.
 
Your team lacks speed control, spinblocker(if you want) and draco resist(if you want)
Change deos to standard sash set to gain more hazard pressure
Deos and dia all carry rocks, which you waste a move slot on either dia or deos
Sd ray should run dclaw over outrage
Starmine is useless, trust me

All comments above are small details of the team. But the biggest problem of your team is that it doesn't have an key strategy. Wobbray basically wants ray to sweep. So you have to add teammates that can help ray sweep/ defend revenge kill/ form offensive core with ray. I don't have good suggestions now tho, but you can further improve your team by thinking the strategy above. gl
