Can't you trade back a DP Kangaskhan w/Scrappy to Emerald, teach it the move and trade it back? Or does the ability remain same once changed?

You can't trade D/P Pokemon back to Advance. It sez so on Serebii.net. So If you have any problems with that, just mail a letter to GameFreak and ask them to make a 3rd 4th Gen. installment, complete with Move Tutors so Scrappy users can have Fire Punch for that pest Skarmory.

Yes, because it can't get Fire Punch in any way besides the Emerald Tutor.

No. Snorlax learns Crunch via level-up, and Whirlwind by breeding. And he and Rampardos are on the same Egg Group (Monster).
