It's illegal because there's no way you can get that combination of moves without hacking. It's really hard not to avoid.
I was wondering- in an RMT thread, someone posted that Seismic Toss on Blissey is now illegal. I'm assuming they were talking out of their ass, but since you can no longer get ST on Bliss in-game, it seems plausible.

Abilities can only change by undergoing evolution. Since Shroomish lacks arms, you can't tutor ThunderPunch to it.Are you sure about this one? I heard the ability could change.

DP-exclusive abilities + Advance-exclusive moves are illegal, but ONLY if the Pokemon can only get the ADV move at its highest stage. Kangaskhan can only be transferred with Early Bird, so only DP Kangaskhan can have Scrappy. However, if it's in DP, it can't have Fire Punch, which is only via Emerald tutor.
Advance tutor moves + DP-exclusive egg moves are also illegal, like Azumarill.
