tbh, again...i can actaully see this working
the point is sure everyone will obviously choose a smogon uber but the system also forces you to choose "horrendous" pokemons or lesser pokemons. it's true there will be people that choose to have an arceus with 5 magikarp but really...I really would not (though point taken) as a team with couple of decent OU and UU (mixed) teams should be able to handle this sort of team. However...making a totally new system like this would be difficult. This has been done and failed most of the time.
