Justification: People are using Wishiwashi right now thanks to Graduation Scale, but I still think it high-key sucks as a bulky water compared to our other options. Its frailer than Fini or Pex and has nowhere near their utility. This buff focuses on differentiating Washi from other waters by giving it a very handy secondary typing and some key offensive utility. Unlike other bulky waters Washi lacks utility moves, so it instead makes progress with its great offensive stats and interesting attacks like Core Enforcer (which makes enough sense flavor wise and is completely unused by Zygarde). I also gave it Recover because damn does it need it

Justification: Lake Trio but more unique between the three. I’ll do some briefs over what I changed for each of the three.
Azelf is now part fighting, and also receives more fighting moves. This type makes the most sense for Willpower, also it reflects how Azelf is the only Lake Spirit to naturally learn a Fighting move. For Hidden abilities Defiant and Competitive fit well with the Willpower flavor, although Azelf primarily runs special sets so I settled on Competitive. With these changes Azelf overall can find itself more threatening in the current meta, gaining much stronger STAB coverage and also punishes the likes of Lando-T.
Mesprit is the Spirit of Emotion, and the closest type I could think for that was Fairy type. It also gets Prankster due to its travels messing with the emotions of nearby humans. It also gets a larger array of various status moves so it can more properly utilize its ability, as well as some more Fairy moves. With prankster it can play either offensive or support, with the likes of Thunder Wave, Defog, and Taunt.
It was harder to figure out the changes for Uxie, as being the Lake Spirit of Knowledge is already largely covered by what Uxie is. So, these changes are certainly more focused towards making Uxie far more viable than it currently is. Steel was added to complement how Uxie is the defensively-oriented Lake Spirit. It gets Filter for both competitive reasons, also for the stretchy explanation that it can filter/erase the memories of others. Uxie is now far more viable defensively, as it gains many more resistances, and can choose to either gain an immunity to Steel or make itself more resilient to all of its weaknesses. It’s also the only lake Spirit with access to reliable recovery. Overall Uxie can just operate far better as a defensive pivot with these changes.

Now we'll start the third 24 hour Distribution/Discussion Phase. During this phase, you can discuss what mons should and shouldn't get the newly added moves and abilities. The council will use your feedback and create a final list. After that, the next submission phase will start immediately.

Ahem. I mean, congrats to the winners of JolteMons's Slate 5, even if technically half of those are AquaticPanic, who really cleaned up this round. Way to go dude, I mean it. [/atonal Internet text]:

EMPEROR'S NEW MOVES:
Rapid Spin
[adjustment]: Lol at another Melmetal buff. I swear, one or two more slates and SMT boss music is going to start playing whenever that thing takes the field. At least Melmetal is slow enough that Rapid Spin doesn't break it, so Rapid Spin should be fine on it. As far as additional users go besides the suggestions given, I think :miltank: and :lickilicky: make sense given their focus around useless move Rollout, :steelix: makes sense and helps it differ its Mega more from Aggron-Mega since G-Luke's Bulletproof sub keeps not winning, and :regidrago: to have parity with Regieleki. Also maybe :centiskorch: if Scolipede is also getting it, which makes sense. Centiskorch is extra appealing to me so that Melmetal won't be even further indirectly buffed by being the only Sticky Hold user to get Rapid Spin, especially when Melmetal doesn't even half to choose between Sticky Hold and another ability--lol. (Also also, maybe :appletun: and :flapple: to go with the new item buff, similarly :cherrim: to go with its item boost from Slate 4 and given I always think it has Rapid Spin anyway, and maybe :rapidash: and :rapidash-galar: for my own machinations.)

Crush Claw [adjustment]: Only additional suggestion I have here off the top of my head is :gliscor: and Melmetal, who weirdly wasn't listed and probably would still be less obnoxious with this than either form of :scizor: would be. (...Speaking of which, does :scyther: also get this by default if Scizor does? I'm guessing "yes", and I guess that's...fine here. Shrug.)

Flip Turn [redistribution]: While this concisely sums up my feelings about this winning, what's done is done, and if you voted for it, then this is your waterbed, so lie in it as we give to all Swift Swimmers. So there's no excuse that "best boys" :armaldo: and :ludicolo: shouldn't get this if the usually ignored Qwilfish is also thankfully getting it. Same goes for :politoed: and :poliwrath:, especially since they didn't get Enchanted Punch from Slate 4 for some reason. [/grumbling] We could also give it to :pincurchin:, especially since we can't give Flip Turn to Pyukumuku. All I ask is that we keep it away from Alomomola (and Melmetal). Please for the love of all that is (un)holy don't give the too fat Regenerator mon with Wish a (STAB) pivot move even if Game Freak probably stupidly will.


AQUATICPANIC'S NEW ABILITIES:
Buzz Off
: Other than the obvious "please keep this away from First Impression mons", to me it's more a question if we can reasonably give this to any non-Bug mons, especially since U-Turn tends to be the only Bug move non-Bug mons use anyway. As such, the only mon that occurs to me off that top of my head is :jolteon:, this Pet Mod's mascot, as a nod to the fact that it was "(in)famous" for Pin Missile in Gen 1, the fact it never uses Quick Feet anyway while Buzz Off doubles as an electrical pun, and the fact that it's one of the relatively few non-Bug mons that has consistently used a Bug move throughout the years in the form of Signal Beam. So that would be a legitimately cool buff to it as a "unique", essentially stronger if special U-Turn even as someone who dislikes pivoting moves, arguably even cooler than Vesiquen finally getting some love. You know that you want to, Yoshiblaze.

Gravitas: A cool ability that potentially changes a lot all at once, so I don't think we should give to many more mons beyond what was already listed. Only mons that even come to mind as probably being "safe" with it as well as needing the help are :torterra:, who needs all the help it can get, and :cresselia:, who is now even more out of sorts due to the huge buff that Uxie just got. (If it wasn't for the new item that won, I would ask for :flapple: and/or :appletun: to get it too, which still might be fine.)

- :melmetal:Melmetal:melmetal: - With all the Punch-centric buffs we've added to this mod, it's no surprise that Melmetal has quickly become a super hard to deal with threat. Thus, we've decided to remove Thunder Punch from its movepool, allowing Water-types that resist Double Iron Bash to deal with it more easily, or at least pivot on it. This combined with the buffs to Wishiwashi should make Melmetal a lot less threatening

Now usually, we'd start the submission phase right now, but since we're now halfway through the mod (remember: we're only going to Slate 10), so we're going to take a short playtesting break! What that means is that tomorrow, Sunday, and Monday we will have multiple roomtours in the Tournaments room on DragonHeaven, to see how the meta's shaping up, what's problematic, what could use a buff, and what we might want to add. We'll have these tournaments around 3 PM on each day, with 1-2 tournaments tomorrow, 1-2 tournaments on Sunday, and 1 tournament on Monday. late 6 will also open for submissions on Monday. In the meantime, we will enter an extended Discussion phase, to discuss the tournaments and the meta in general.

Some quick takeaways:
- As expected, stuff from Slate 5 (Buzz Off Galvantula, Lake Trio, Wishiwashi, etc.) was extremely common. I expect this to come down tomorrow and Monday, though Uxie and Wishiwashi have proven to be really good and Mesprit and Galvantula likely have a niche as well
- Tapu Koko is still one of the best mons in the tier, both for its offensive prowess and how it enables Screens teams, which were really common. Screens were likely common due to a combination of its ease of use (since multiple people who entered were new to the tier) + numerous powerful setup sweepers that really only fit on these kinds of teams (NP Raichu, Samurott, Hawlucha still being Lucha, Wigglytuff even though it's still bad, etc.) all being present. With all of this, my hot take right now is that Koko is a 4th S Tier, along with Lando, Mega Lop, and Heatran.
- Mega Houndoom is really really scary, scariest (offensive) Dark-type in the tier not named Weavile or Ash-Gren
- Someone used Bibarel, the madlad
- I've heard some complaints about Muk-Alola, Raichu-Alola, Uxie, and Gourgeist-Small from the tournament, so the council will look at them, though it's likely that only Muk-Alola will see any immediate nerfs
- Stall dominated the second tour, which is something I never thought I'd see in a SylveMons meta's roomtour, but there's a first for everything
- Probably due to new toy syndrome more than anything, but Melmetal's usage fell off a cliff. Though, with it losing Thunder Punch and Wishiwashi being everywhere right now, this trend might continue.

Hello! I have some late night news before the roomtours in about 13 hours

Using the data we've collected from the roomtours and some games played after the roomtours, we've decided to push through a few buffs and nerfs before the roomtours tomorrow to hopefully make the tournaments tomorrow even more fun!

Here they are:
- :decidueye:Decidium Z:decidueye: - Banned - Decidueye theoretically is a very balanced "Speed Boost" sweeper since it's super slow, has no coverage, and a terrible defensive typing. However, access to Sinister Arrow Raid singlehandedly allows Decidueye to just autowin some games after a Swords Dance as pretty much nothing is equipped to take a +2 Adamant Sinister Arrow Raid. Thus, Decidueye will likely be way more balanced without it, but not bad since now it can run Poltergeist and a boosting item
- :kommo-o:Kommonium Z:kommo-o: - Banned - And while we're at it, Clangorous Soulblaze + Clangorous Soul is a pretty insane combination on paper and with screens team being so common, this could become a really dangerous option down the line, so it's best to get rid of it now
- :morpeko:Light Ball:morpeko-hangry: - All boosts nerfed to 1.5x (from 2x) - Yeah, the "Sylve Light Ball but without all the stuff that made Electric-types broken in Sylve" experiment failed. The Raichus and Morpeko were simply too powerful with doubled attacking stats, easily being able to sweep teams by themselves, so it's best to tone the boost down to just a Choice item boost.
- :muk-alola:Muk-Alola:muk-alola: - Now has Gluttony instead of Regenerator - Regenerator on a super bulky Toxic-immune Pokémon with an amazing defensive typing was predictably extremely unfun to play against, basically never dying, so getting rid of Regenerator makes it a lot easier to take down.
- :meganium:Meganium:meganium: - Now learns High Horsepower - Extremely random little buff, but Meganium got adjustments voted in twice and still kinda sucks, so High Horsepower should at least be a tiny help to allow Rototiller sets to hit Steel-types without having to settle for Stomping Tantrum of all things
- :sandslash-alola:Sandslash-A:sandslash-alola: - Now has Ice Body instead of Snow Cloak - Extremely minor buff since Sandslash-A isn't breaking into OU any time soon, but we meant to do this ages ago as we realized that we should've replaced Snow Cloak with Prickly Coat instead of Ice Body, so here you go

Some Takeaways:
- The second tournament had a coding error and stall, I do NOT want to talk about it
- As I predicted, Wishiwashi and Uxie proved to be the real deal and not just new toy syndrome.
- Lopunny is still insanely good in case you missed it
- Moltres-Galar, Tapu Koko, and PsySpam are also still good
- Houndoom is still terrifying
- Electro Ball Zeraora had a pretty good showing in both tournaments. Competes a ton with Specs Koko, who I personally still think is worthy of S- Tier, but Zera's extra Speed to get the jump on Mega Lop and Ash Gren and access to Focus Blast make it a good secondary option for an Electric cleaner
- Magmortar! And it won a game!

Some cool sets and mons I've been using:

Articuno-Galar @ Rocky Helmet
Ability: Magic Bounce
EVs: 252 HP / 240 Def / 16 Spe
Bold Nature

In my experience, Garticuno has been very effective on teams that would rather not bother with Boots on their Rocks-weak Pokemon. With defensive investment and a Rocky Helmet it sits on basically every hazard setter while still providing some utility with U-Turn and Toxic. It's not a great progress maker or anything but damn does it keep hazards off (and unlike Sableye still maintains momentum). The 16 Speed creeps Modest Specs Peli cuz that mon is a nightmare

EVs: 40 HP / 160 SpA / 100 SpD / 208 Spe
Timid Nature

Magmortar hasn't really taken off despite the super-sexy NGas+Recover combo, but that's mostly due to it being unexplored and unrealized in my opinion. This funky-looking EV spread hits 2 significant benchmarks, being the following:
:slowking-galar: 80 SpA Slowking-Galar Scald vs. 40 HP / 100 SpD Magmortar: 126-150 (41.8 - 49.8%) -- guaranteed 3HKO
:heatran: 252+ Spe = 278, :magmortar: 208+ Spe = 279
Outside of that, the rest is just dumped into Special Attack to do the main job this clown has: making progress. Flamethrower and Scorching Sands are basically non-negotiable, while Thunderbolt can chunk Water-types like Fini and Toxapex. However, there's no beating a healthy Wishiwashi and SpD Pex can live 2 Thunderbolts comfortably, so that's where Taunt comes in. A Toxapex Scald cannot 2HKO you, so Taunt+Recover+Scorching Sands+Burn eventually beats down The Pex. Shell Bell is my preferred item to offset Poison damage from Glowking or whatever, but Lefties probably provides better recovery on Taunt variants. Run this guy with solid hazard control (like Garticuno) because boots are pretty stinky on this set.

Maybe the dumbest set I brought today, Protector Solid Rock Rhyperior lives virtually any hit that isn't Water or Grass-type. Hell, it took under 50 from a Specs Kyurem's Earth Power lol. Arid Absorption is a very cool recovery move that punishes the obvious Wishiwashi switch-ins, while Rapid Spin does what Rapid Spin does. Crush Claw is my preferred slot 4 attack, as it punishes fat ghosts and is a very nifty momentum-grabber, but Rock Blast is also nice for immediate damage and the classic EdgeQuake combo.

Ability: Buzz Off

Gonna be short with this one, Vikavolt is a funny pick for Webs HO because it slow pivots, carries respectable bulk, and hits like a train (and therefore smokes the MBouncers). Try it out. Or don't, because HO is cheap.

A set like this is a prime example of what Shell Bell is best for. 4 Attacks, good defensive utility, and a very reliable Rapid Spin makes Shell Bell truly shine, turning it into basically lefties x2. Pursuit rules for sniping Ghosts but Crush Claw is also neat for busting through Landos or whatever.

Some Takeaways:
- Tapu Koko continues to prove why it's the second best mon in the tier, both offensively and with screens
- Wigglytuff won a roomtour. This is a true statement. (Also forgot to mention, but Alcremie won a roomtour yesterday as well)
- It's nice to see that Goltres is still amazing ever since slate 1
- Uxie and Wishiwashi did Uxie and Wishiwashi things, just not quite as dominant as they were in previous tourneys
- Flapple 6-0s Rain if your opponent doesn't have a Ferrothorn, so if you really hate Rain, then run Flapple + Magnezone + an Ash-Gren check

Justification: Gen 1-4 Explosion is an iconic move that shaped the metagames around it, and defined a decade of Pokemon formats. These moves are surprisingly flexible: they can take down a counter to an ally to create a sweep (a common team comp in GSC has boom Exeggutor for Zapdos so Vaporeon can sweep), they can lure in a counter (Gen 4 Heatran ran Explosion for Blissey) and even the threat of the move alone, even if you don't run it, puts people on edge to try and bait it.

Explosion/Self Destruct was nerfed in Gen 5, coincidentally with the advent of team preview. Restored boom moves in a team preview meta are very interesting as you can scout out potential boom victims (and, in return, can anticipate what your opponent wants to boom on), which really adds to the mind games aspect of these moves. It fits perfectly with their intended role as timed nukes.

Furthermore, the introduction of Misty Explosion as a special boom move gives boomers a way to target the other defense stat, which is often lower and means the boom won't be weakened by a burn. This could be useful for something like Rapidash, running SD + 2 Atks + boom, given that the set naturally lures in Def mons, only to misty boom on them. Or you can run misty boom on a mon like Mega Gardevoir to try and take down a Blissey since it does so much damage. Also, for maximum funnies, if your misty boom mon would be countered by Tapu Fini, things get wild.

Also shoutouts to :glalie-mega: and :golem-alola: for the 600BP STAB Explosion.

Neutralizing Gas is a strong ability on paper but limited here because its abusers (Weezing and Magmortar) lack the stats and/or typing to make it in the higher tiers. Guzzlord offers good bulk and has the right moves to succeed in this role. Obviously will struggle against the Fairies but at least Clefable takes hazard damage trying to come in against it. Electric coverage is nice vs Goltres though it's still not enough for Pex. Also being able to Knock Off the Sticky Hold mons is pretty awesome. Might even do okay vs Wishiwashi. Earl also thought a Dragon Tail+RestTalk set could be cool with a Prickly Spikes mon.

Abilities: Heavy Metal / Dry Skin / Sheer Force
Justification: Type combo matches up well with pretty much all of the top tiers, with Wishiwashi, Melmetal and Tapu Koko, in particular, struggling to break it. Extra Fire weakness does hurt but it does create more counterplay to the mon to stop it from being overly centralizing, especially in a meta with Hidden Power and a bunch of other viable Steels.

Still easily counterplayed and the mons that would usually run it are easy to force out, thus removing the item's effect until they use another status move. Also provides a way to punish Cursed Body.

Justification: Lando 2. Absolutely insane buffs to typing, ability, and movepool easily catapult it into OU (and yes, it has flavor for all of this. Ask me about it if you're wondering), with pseudo-Speed Boost in tandem with Swords Dance allowing for terrifying sweeping sets, or Analytic providing a great immediate power boost to all of its moves, allowing it to take advantage of the switches it forces. Near-perfect coverage in BB/EQ/Axel is great, and Ground/Flying is an amazing typing both offensively and defensively. Still has obnoxiously low bulk, and doesn't hit particularly hard unboosted, but while it might be hard to get going, it easily has the tools to become a staple.

Justification: These all suck hard, so I gave them tools to potentially have niches. Plant Cloak now gains access to the ridiculous combo of Simple and Quiver Dance, and while its stats are still so bad that it won't immediately become meta-defining, Thunderbolt and Earth Power giving it near-perfect coverage for a lot of the types that resist Bug Buzz helps a lot. Meanwhile, Sandy already boasts a fairly respectable typing in Bug/Ground, and with the combination of Fur Coat and Recover, it becomes the single bulkiest Fur Coat mon, as well as the only one with reliable recovery. I can easily see it having a niche as a physical wall, and with the addition of Sticky Web to its movepool (to make up for EP no longer being exclusive to it), it has another niche as the bulkiest webs setter. Finally, the star of the show (ironic since it ended up being probably the worst of the three), Trash Cloak, gets the absurd combination of a Bug/Steel typing and Thick Fat, giving it a single 2x weakness to Fire in exchange for an immunity and 9 resistances. This combined with the buffed Reconstruct and the addition of Spikes and U-Turn make it a great defensive pivot, with low base stats made up for by its sheer number of resistances. Overall, at least one of these should see OU play.

Skitter Smack is literally just Lunge for Special Attack & worse. However buffing Skitter Smack to Lunge levels doesn’t do much to help it find more use either, as both moves would be outclassed as an 80 BP Bug STAB by Leech Life, as draining health is far more reliable defensively than dropping a stat. So, boosting both to 90 BP could help the move find a bit of a niche, as these options are now an overall more powerful bug STAB than the typically superior Leech Life. With Buzz Off as well, these buffs could especially help see both attacks see competitive play.

Justification: Tangled Feet is a rather unique ability, one of the only two that interact with the confused status, and the only one that provides a benefit to being confused. However, that’s all the ability had going for it, between uncompetitive effects, confusion being unreliable, and the ability having lackluster users. So, this sub aims to completely overhaul the ability. The only real problem with the ability as of now is that it is rather challenging to rely on confusing yourself, with the only real method being the multi-turn attacks, however that doesn’t mean we can’t submit new ways to accomplish that in the future.

Effect: Upon switching in this Pokémon receives a one-stage stat boost depending on the opponent’s highest attacking stat. If the Attack stat is higher, then Defense is raised. If Special Attack is greater than or equal to Attack, then Special Defense is raised.

Justification: Armaldo is a classic example of a Rapid Spinner whose fallen behind in viability. So, here is my attempt for helping provide Armaldo with some more tools to utilize in its spinning role. One of Armaldo’s biggest problems was that it’s poor speed and type combo made it really easy to snipe with a supereffective attack. So, it’s two new abilities act to provide Armaldo with more defensive tools. These two new abilities are intended to draw parallels to Armaldo's old abilities, with Multiscale to Battle Armor and Dry Skin to Swift Swim. Dry Skin aims helps alleviate one of Armaldo’s most prominent weaknesses, while Multiscale is here as well for broader usage, allowing Armaldo to more effectively take a hit before spinning. As for some of the new moves, Armaldo’s gets access to both of Bug’s stat-dropping attacks, helping boost its overall defensive potential, and Scale Shot is also there because it could be funny for stacking even more speed boosts.

Justification: Not too much has changed, but enough to bump Beedrill up in viability. Mega Beedrill forgoes it’s poison typing for the ground typing now, giving it a rather unique STAB combo to utilize in competitive play. It also gains access to First Impression, allowing Beedrill to threaten the likes of Mega Alakazam. Despite these buffs, Mega Beedrill still definitely has counter play. Due to its incredibly frail nature, switching in can be challenging, and even when on the field it finds itself still incredibly vulnerable to priority.
