With no more Primal Groudon, Kyogre is free to drench AG in its tsunamis once more! A humongous Special Attack, strong rain-boosted STAB moves, and a free item slot all contribute to Kyogre's catastrophic power. Water Spout and Origin Pulse give Kyogre the tools to break through just about any prominent Pokemon, bar Utility Umbrella Blissey, bulky Eternatus, and Palkia. Ice Beam and Thunder round out the set, denting Eternatus and Palkia, respectively. On balance and bulky offense, Kyogre's best partner is Zacian-C; Kyogre heavily limits Zacian-C's most common check in Necrozma-DM, whereas Zacian-C takes care of Blissey, Eternatus, and Ferrothorn. Necrozma-DM and Yveltal prevent Zacian-C's and Calyrex-S's revenge killing attempts while offering Thunder Wave and U-turn support, respectively. Kyogre is a natural fit on Sticky Web hyper offense too, greatly appreciating the ability to outpace Calyrex-S and Zacian-C. As such, the metagame's premier Sticky Web setter in Shuckle along with fellow wallbreakers such as Zekrom, Calyrex-S, and Yveltal make for good teammates.

In all honesty this is just about perfect, although I think it's worth mentioning that if you're using specs ogre on balance, it kinda likes paralysis support from the likes of NDM and Zygarde or pivot support from the likes of Teleport Chansey and Blissey and U-turn Yveltal.
