Well Obi, you know how dangerous Arceus is with a SD, imagine how it would be with a Belly Drum. You'd have to use Scarfed Ghosts with Will-o-Wisp and Max Defense Scarf Groudon, to stop it which is overcentralizing. Even then I can just run Substitute and a Lum Berry in addition to Extremespeed, Shadow Claw, and Grass Knot and you'd still probably lose.
Arceus is illegal for a damn good reason-it is just too plain motherfucking broken for ubers, a tier that is already unbalanced to an extent.

Umm, it's banned because you can't get it in-game yet. If something's too broken for ubers, then why the heck would it be called ubers?
I did some calculations, and a +6 Arceus CAN still be stopped, since it still doesn't OHKO a 252HP/252Def +Nature Giratina with Shadow Claw. That means that it can come in after something's dead and Will-O-Wisp to neuter Giratina. (Heh, there's always a Bulky Unaware Bibarel than can do it too, but yeah).
Shadow Claw won't guarantee the KO, you're right, but DRAGON CLAW does with SR support, and considering the lack of viable spinners in Ubers it shouldn't be to hard to have up.

There is no such thing as too broken for ubers. Ubers is by definiton unbalanced, broken, whatever you want to call it. Ubers is not meant to be balanced. It must be unbalanced. Nothing is banned from ubers because it's too powerful. Ubers is the tier to which we ban Pokemon that are too powerful.

In all Seriousness, Custap is probably best exploited as a last ditch super-attack. There's almost no scenario where you would want to use it otherwise, unless you really wanted to try and cripple their Scarf'd Sweeper with a Custap WoW or Thunder Wave.
