Lillipup possesses literally no defining features that set it apart from any other pure Normal-type Little Cup has to offer. Bunnelby outclasses Lillipup offensively with Huge Power and its access to Earthquake to hit Rock- and Steel-types such as Tirtouga and Pawniard, while Meowth outshines Lillipup due to its Speed, strong priority moves, and ability to pivot with U-turn. Furthermore, Munchlax outclasses Lillipup as bulky Normal-type due to the latter's barren movepool and average-at-best bulk.

Lillipup should use Thunder Wave to paralyze as many foes as possible and then attack them with the appropriate coverage move. However, Lillipup won't get very far due to its meager stats and okay-at-best coverage options. One should rather use a different offensive Normal-type such as Bunnelby or Rufflet, as their higher Attack stats and better coverage options allow them to take on numerous foes such as Tirtouga and Mienfoo Lillipup cannot.

The sentence about meowth is unclear...Meowth both outspeeds lillipup AND has access to priority moves and U-turn and I don't think the distinction between these comes through.
The boosting moves comment doesn't make sense, since we don't want to encourage use of Curse Munchlax. Just condense this to "Munchlax and Lickitung outclass Lillipup as bulky Normal-types due to X reason".
Remove the last sentence. Decent pun, though.

I'm not sure what Psychic fangs is supposed to hit that isnt hit by Play Rough, Return, or Fire Fang. It shouldn't be slashed.

Could specify "pure Normal-types" but that isn't necessary. You can definitely combine the second and third sentences here - quick attempt is "Bunnelby outclasses Lillipup offensively with Huge Power and its access to Earthquake to hit Rock- and Steel-types such as Tirtouga and Pawniard while Meowth outshines Lillipup due to its Speed, strong priority moves, and ability to pivot with U-turn." Wouldn't recommend saying anything about Lickitung here - while it does outclass Lillipup it's also pretty bad, just leave it as Munchlax for the bulky one.

Furthermore, Munchlax outclasses Lillipup as bulky Normal-type due to its the latter's (or just change barren and average-at-best to refer to Munchlax instead, would be even better) barren movepool and average-at-best (AH) bulk.
