NP + sludge wave megadoom is standard those days, so i doubt is a lure anyway; Iron Tail megachar-x lose on coverage like a lot; Mega altaria have no business coming into Togekiss, seeing Air Slash is already a 3HKO and it can still flinch it; so i definitively must to go with:

Latios is a great OU mon with it's main role being a hazard remover. It's a good one at that, due to the fact it's not weak to Stealth Rock, and it's also got good recovery in the form of Roost. Latios is also able to switching to multiple threats including Keldeo, Mega Charizard Y, and offensively, it's able to defeat annoying mons like Mega Venusaur and Rotom-W with ease.
Toxic is a way for Mega Manectric to punish its common switch-ins such as Hippowdon, Mega Altaria, Mega Charizard-X and Lati@s. Hidden Power Ice is used to help to whittle down Latios when it is at low health. Other moves are standard.

A Water-type with Ice Beam. What a surprise. Slowbro running a coverage move is fairly uncommon, though, and then it's typically Fire Blast.
This spread guarantees survival of a Draco at +0, allowing you to Slack Off a couple of times and eventually 1v1 it. A more aggressive approach is to CM on the switch, at which point you 2HKO while Latios cannot two-shot in return:

Latios usually comes in on hippowdon for free to defog/dent it a lot, however with crunch hippo always 2hkoes lati and forces it to either attack or sack itself to defog
Normally, Chesnaught tends the role of a physical tank that sets up Spikes, which usually baits Latios in so it can Defog the spikes and OHKO Chesnaught. With this set, as Latios comes in on the expected Spikes or whatever, Chesnaught can setup a Sub and a Belly Drum after its Sub has been faded by Latios' Psyshock. At that point, both the Salac Berry and Overgrow are activated and Chesnaught is at +6 Atk, which means it outspeeds and OHKOes with Seed Bomb / Rock Slide or even Drain Punch if Latios wasn't already at full.

Though a fatter Venusaur is quite rare nowadays, I find this to be a little more consistent. Besides, it does have move space for Knock Off. Basically, Latios would want to switch in, tanking a hit (SB's a 2HKO from a would-be expected offensive MVenu so it might not be too appealed to switch). From then, green guy can use Knock Off to take down Latios's Life Orb while dealing quite a number (around 44-52% if 0 Atk IVs). This strips a little bit from Latios's function and breaking capability. Oh, and you can also Knock Off much more than Latios's LO: Heatran's Lefties, Tornadus-T's AV (ty me and ur mom), and Gengar's LO are some good examples.

Zardy generally runs a timid nature to speed tie with base 100s (manaphy, garde, medicham, etc.) and kill them, but modest zardy achieves that tantalizing 2HKO on latios with modest sun boosted fire Blast on the switch in (but you have to hit two).

The decision of which variant to use depends on your team. If you aren't particularly weak to base 100 speed mons, need fighting coverage for ttar/tran, and wouldn't mind a latios killer, then modest zardy is the mon for you. However, if your team is weaker to base 100s, wants a more reliable latios lure, and doesn't necessarily need Focus Blast, then Dragon Pulse is better for your team.
A fairly common lure to be sure, but a lure nonetheless. Specs Icy Wind is a 2HKO, and due to the speed drop, if you hit Latios on the switch in, you will outspeed him the next turn and take him out. Just hope that it doesn't miss.
