Because Electric types often have issues releasing massive blasts of flame without tiring themselves out. Be glad Manectric gets Overheat in the first place.
Yeah, because Magnezone would kill for it. That derpy computer can't even BSOD correctly. Blue Flare Magnezone for Hoenn Remakes plz.
Anyway, Manectric's coverage is enviable, and I tried a dual screening Snarl pivot back in the day, it did pretty well in supporting, the team, providing an effective Memento on the first turn, assuming the intimidated poke didn't switch first.
For those of you who still doubt Megaman's power, here's a few replays exemplifying exactly what role he excels out in OU: chip damage similar to Aegislash's Shadow Balls, though weaker, also come lightning-quick and award you momentum. Enjoy:

Are you running a Modest Manectric? Because if so than Staraptor would outspeed you before you Megavolved if it were Jolly.
Nope, I forgot the mention that but I'm max Speed Timid. I can't possibly understand how it outsped.
What makes you think it wasn't scarfed?
If it was Scarfed it would've outsped my Scarf Lando-T, no? Unless I'm mistaken and Adamant Scarf Staraptor is slower than Jolly Scarf Lando. In fact Smogon recommends running Jolly on the Scarfraptor set, but Adamant is an option.
Adamant Scarfed Raptor is slower than Jolly Scarf Lando, so that solves that I guess
