I ran with 172 Speed EV on the competitive set in order to outspeed +SPD nature 60 base speed pokes like Abomasnow and Magnezone, with 172 EV she got 241 speed which speed ties with Honchkrow.

Hi, that sounds like an interesting set you are running. But are you playing Milotic in the OU or UU tier? Seeing that there is Magnezone but you mentioned Abomasnow and Honchkrow as well, which are nearly non-existent in the current OU tier.
