This will be a Pet Mod where moves, mons, items, and abilities will be modified in an effort to create a more diversified Balanced Hackmons.

For example:

"Teleport now is a Baton Pass clone with -6 Priority."
"Adamant Orb cannot be knocked off when Dialga holds it."
"Swampert-Mega now has 110/135/120/80/120/70 stats."

Guidelines:
While there are specific guidelines listed below, these aren't necessarily hard and fast rules. There is, however, a norm that I would like the meta to follow:
  • The BH meta should more or less fit into the MBH meta. This means that if I bring a BH team to a MBH battle, I shouldn't immediately be at a significant advantage.
By this norm, we can specify how modifications should be regulated:
Pokemon buffs:
  • should be balanced. Offensive mons should be able to have a reliable defensive (and possibly offensive) checks, and defensive mons should be able to be broken through without excessive setup.
    • For example, giving 25 Defense and Special Defense to Cresselia would not be allowed.
  • should help diversify. Newly buffed mons should have a definite niche but should not outclass another common, nonbuffed mon.
    • For example, you would not be able to give Jellicent 120/120/120 defenses, because it would then outclass Giratina.
Generally, mega BST should not exceed 780, and non-mega BST should not exceed 680. These are extremely general, however, and more specific guidelines will be enforced for each slate.

Ability/item buffs and new abilities/items:
  • should strictly be clones of one other legal ability/item, so as to not be broken. However, if you can prove that the ability/item is not broken on top-tier Pokemon, it will be allowed.
    • For example, an ability that doubles Special Attack, raises Defense by 3 when a stat is lowered, or lowers the opponent's Defense every turn would not be allowed.
  • should be balanced. Make sure that likely candidates for this ability would not be broken, testing with damage calcs.
    • For example, a Speed Boost clone for Attack would not be balanced, because Normal-types like Regigigas would abuse it and necessitate walls such as Fur Coat Giratina, warping the meta.
Move buffs and new moves:
  • should have downsides if the BP is 130 or above to balance. Exceptions include moves that have a bad offensive typing (Bug, Grass, Poison), which can instead have no additional effect.
    • Downsides include: low accuracy (80% or lower), lowers stats on use (be wary of Contrary, however), charges, recharges, delayed hit, lowers based on user's/opponent's HP, based off of user's and opponent's base stats, recoil, requires certain typing + removes said typing on use, faints user
  • should be balanced. Make sure that likely candidates for this move would not be broken, testing with damage calcs. Take likely abilities into account as well.
    • For example, a Steel-type Extreme Speed clone would not be balanced, for Kartana could abuse it with Steelworker to outspeed and eliminate common Prankster users.

To kick off the first slate, one aspect of BH is the prevalence of Fairies, such as Diancie-Mega and Xerneas on the offensive side, and Audino-Mega on the defensive side. On the other hand, Poison types are almost seldom used, due to their subpar offensive and defensive presence, low BST, and lack of powerful and viable moves. So to begin with, I'd like to base this slate on buffing Poison-types.

Make 2 buffs: one to Muk-Alola to be a better special wall, one to Naganadel to be a better special or mixed attacker. The last buff to Poison-types will be adding a Poison-type move or ability. This can be offensive or defensive.

BST limits:
Muk-Alola: 600 max BST, defensive stat sum must not exceed 360
Naganedel: 600 max BST, offensive stat sum must not exceed 360
recommended: make the base stats prime

Summary of Changes: With these changes, Muk turns into an exceptional special wall with a reasonable attack stat to be able to Pursuit trap sht. It's given good physical bulk to be able to tank hits from special attackers with phys coverage, as well.
e: since this was meant for stat changes - hp is to give muk more general bulk, 125 atk is reasonable to give it some offensive power, more def so it can take mmy's v-create/bolt strike easier, unchanged spatk bc muk doesnt need it, more special bulk bc it's meant to be a special wall, 40 speed to underspeed regi and dino
Competitive Use: Muk's main use is a hard counter to Mega Mewtwo Y. Contrary sets fall short against it, with V-Create being MMY's best chance to beat it and even then only having roughly an 18% chance of 2HKOing Muk after SR. Sheer Force sets have a somewhat easier time against it, but Bolt Strike can't 2HKO after Black Sludge recovery and Earth Power can be levitated vs. There aren't many other sets for Mega Mewtwo Y, so Muk can reasonably check most of them. The issue is it being difficult for Muk to check all Mega Mewtwo Y's sets at once.
Is it OP?: This is a really bad question because without playtesting it's kinda hard to tell if something will be broken or not just from theory. However, there's definitely a lot of ways to deal with it - Primal Kyogre can Scald burn it, Diancie-Mega can Boomburst it, etc. It's only really good for checking Mega Mewtwo Y and Mega Gengar at once.

Competitive Use: Muk-Alola becomes a very effective RegenVester, having enough Special Attack to 2HKO Gengar-Mega with Revelation Dance, even when the opponent Quiver Dances. It also underspeeds the crowded base 50 walls, making it an effective pivot.
Is it OP?: It is still KO'd by Specs Boomburst from the likes of Rayquaza-Mega and Diancie-Mega, and its STABs still make it quite passive.

The defense lives pixi plate fakespeed from diancie.
Is it OP?: Not at all, regenvest kyogre literally takes like nothing and it misses out on the crucial 130 speed. Also has like no bulk and will heavily rely on tinted to break steels.

Competitive Use: poison dark means youre something immune to psychic but not weak to fighting or fairy so this thing can be a decent mewtwo check. A simultaneous resistance to moongeist, sunsteel, and power trip along with an immunity to stored power allows muk to function as a decent set up check.

Is it OP?: may only have one weakness, but resistances are lacking.groundium z diancie takes out non-vest variants. It also lacks key resistances to offense oriented moves in the meta, such as fire and flying. I can see this being really good and whether or not it's broken is hard to say.

Corrosion
Effect: This Pokemon can hit Steel types with Poison-type moves. This Pokemon can poison or badly poison other Pokemon regardless of their typing.
Competitive Use: Allows Poison-type attackers to spam their STAB without worrying about having to run coverage for Steel pokemon.
Is It OP?: The ability is really only useful on poison-type pokemon because poison coverage is bad, and some pokemon would prefer to use an ability that directly boosts their power. It also has a more niche use as a way to badly poison almost any pokemon.
Likely users: Naganadel, Mega Beedrill, Mega Gengar?

Competitive Use: As far as I know, stall is quite a big deal in balanced pokemon, with bulky pokemons like Giratina, Zygod and Fur Coat Chansey running rampant. This move would give another tool to stallbreaker to help get past the bulkiest walls by being strong and disruptive at the same time. It also greatly helps against Triage and PH.
Is it broken? RegenVest doesn't care the slightest about this move. Also, running hazards somewhat invalidade this move, since 80% accuracy is not great.
Likely Users: Naganadel, Gengar-Mega, some other fast wallbreakers.

Since everyone who subbed also voted, I'll end the voting phase here.

Slate 2: Group-based Buff

The Tapus are very centralizing in OU and some other OMs, but find very little use in BH due to their low base stats and general lack of offensive or defensive presence. Let's change that by giving the Tapus a nice buff.

They all will have a maximum BST of 630, and a recommended, but not required, guideline is that their base stats can be rearranged to make the stats of the other tapus.

Additionally, I'd like to modify the corresponding seeds so that they become more relevant. They can either be one-time-use, or signature to the tapu (i.e. cannot be knocked off, can only benefit when used by it).

This slate will end on Sunday at 8pm.

Another thing I would like discussion on is how often we should playtest and have discussions on the current meta. With mons being buffed constantly, I want to make sure that the meta is still balanced, especially since this is based off of an OM and is therefore competitively-focused.

i wasn't sure what to do with bulu because obviously he's geared toward a more physical offensive but bulky role, and that's pretty cool in bh because we don't really have any physically offensive grass or fairy types (kart/diancie don't really count) but at the same time it doesn't seem that good if running a cb claws set. enter poison heal, the ability that makes everything better.

koko is a fast, potentially mixed attacker that takes advantage of its good stabs to wreak havoc. the pixilate set is like mega diancie's, but with the benefits of stab bolt strike and a higher speed tier, which helps it outpace dazzling mmx and knock it out. however, it does struggle to get kos with only 135 base spa. the adapt set focuses more on wallbreaking, ohkoing gengar after rocks with magnet bolt strike and volt switching around on guys that try to come in.

is it broken? no way man, we have tons of more broken things in the meta already.

giving lele physical bulk is pretty much necessary because unless you completely rearrange its stats to give it 130 speed or something, it's just a worse mega garde outside that. thanks to its typing, lele is a great counter to all mmx without sunsteel, and it might also be able to run a viable soundproof set to handle ates. the special attack buff is small but kinda important, it helps lele threaten more with its fairy moves.

is it broken? uhh maybe, ph xern is a set and you could just run it on this too to get the same result except it lives anchor shot better lol. that might actually be bad news for this meta

fini was obviously pretty much fixed as a wall by adding more hp, so i decided to use some of the other boosts to make it into something unique: a fast wall. we don't really see these in bh at all, because for the most part the 90- speed ones are just better, plus they get the slow uturns. a toxic orb set with taunt/rocks could potentially be a huge pain for many teams to deal with, while regenvest has a few things over ogre, like a uturn resistance and a core immunity.

is it broken? no way man if you think it is then you haven't been playing this meta long enough

here's my proposal for seeds: they activate the same way they did before, except their effect is changed to this: gives a +1 boost to the mon's highest stat, and the item is never consumed (although it only activates once per switchin). i think this is fair; it doesn't give the mon the power to completely beat teams up, but it isn't just a trash mechanic shut down forever by prankster haze. this will help dedicated terrain teams rise to power, at least to some extent, i think.

discussions/playtesting
after we get the first few slates done so we have a reasonable chunk of new additions to the meta, i think there should sometimes be no slate, and have the time be used instead for meta discussion. you could even have like a round robin tournament or something during this week, so the teams people build see some use.

As for meta discussion, I like Gurpreet's suggestion on taking breaks from slates and playing some games to feel out the meta. I can plan on doing this every 2 or 3 slates, starting right after this one.

Competitive Use:
Excellent bulk along with typing makes it great answer to Chomp, Zekrom, POgre, with FF: Scept, PDon, some Contrary Ray. Speed tier underspeeds the 90s which is nice but it can also run investment to outspeed standard tina to hit it hard with Play Rough. Grass is a good typing and makes it one of the only Ground resists. Immune to spore is also good.
Is it OP?: Weak to common types like Flying, Ice, Steel, and 4x weak to Poison is bad and weak to strong wallbreakers like mewtwos.

Competitive Use:
Very solid bulk and a great typing lets it run a variety of sets. Excellent speed encourages max speed similar to Arceus which outruns Ray, Diancie, etc. Misty Surge is a solid ability and seed makes it good. Immunity to Core Enforcer along with STAB Scald also makes PH pretty solid.
Is it OP?: Probably not, lower special bulk than Kyogre and speed is really fast but spa is weak to do much (Moonblast doesn't 2hko ray most of the time).

BIG EDIT: K so i see these as a small self contained terrain so if its possible, the defense boosts would be ignored by moldy but NOT the terrain effects. Otherwise, moldy ignores all the shit.
