With tera Grass and a Miracle Seed Mowtom has a 50% chance to oneshot Gligar (This odds only gets better if Gligar uses Tera Water; Leaf Storm oneshots no questions asked). If needed, you can use Wisp on Gligar to burn it and absorb more hits (we don't have to worry about miracle seed getting knocked off because we are 1 point faster than the Gligar):

252+ SpA Miracle Seed Tera Grass Rotom-Mow Leaf Storm vs. 252 HP / 0 SpD Eviolite Gligar: 306-360 (91.6 - 107.7%) -- 50% chance to OHKO

If this isn't enough, we can run Nasty Plot into Leaf Storm. Say our Miracle seed gets knocked off, we still cleanly oneshot the Gligar:

Toxicroak is famously one of the best mons in the tier at exploiting Vaporeon, thanks to its ability Dry Skin providing a complete immunity to its most common (and sometimes only) attacks. However, when Gligar is involved, its ability to make progress can be heavily mitigated. This all changes when Toxicroak uses Ice Punch as a coverage option, allowing you to OHKO fully physically defensive Gligar after a Swords Dance.

With Stealth Rock active, an Adamant-natured Toxicroak is able to OHKO Gligar at +2, while running Life Orb allows for more speed with a Jolly nature and no requirement for rocks. It's hard to go wrong with the classic Tera Dark + Sucker Punch combo. However, Air Balloon is a fun alternative item for Toxicroak that further improves your Gligar matchup, making it even safer to set up in its face, while Tera Steel gives clutch resistances to Psychic, Flying, and Dragon-Type attacks from other various threats.
